राजकोषीय हुंडियां ( रूपान्तरण )विशेष प्रतिभूतियों के एवज में " 5.73 प्रतिशत सरकारी स्टॉक, 2008 " जारी करना । फा. सं. 4 ( 13 )-डब्ल्यू. एण्ड एम./2001.- भारत सरकार एतद्वारा राजकोषीय हुंडियां ( रूपान्तरण ) विशेष प्रतिभूतियों के एवज में 4,000 करोड़ रूपए (नामिनल) की राशि के लिए " 5.73 प्रतिशत सरकारी स्टॉक, 2008 " ( जिसे इसमें इसके बाद " सरकारी स्टॉक" के रूप में उल्लिखित किया गया है) की बिक्री अधिसूचित करती है ।

2. निवेश की पात्रता

(i) केवल भारतीय रिजर्व बैंक ही ( इसके बाद " बैंक" के रूप में उल्लिखित ) सरकारी स्टॉक में अभिदान के लिए पात्र होगा । बैंक के अतिरिक्त किसी बैंक, कंपनी , निगम अथवा किसी अन्य निकाय सहित कोई भी व्यक्ति सरकारी स्टॉक में अभिदान करने के लिए पात्र नहीं होगा।

(ii) सरकारी स्टॉक के निर्गम की विधिः

सरकारी स्टॉक को 1991 में निर्गमित एवं इसके द्वारा धारित राजकोषीय हुंडियां (रूपान्तरण) विशेष प्रतिभूतियों के शोधन मूल्य की समतुल्य राशि के एवज में जारी की जाएगी।

सरकारी स्टॉक निर्गम मूल्य प्रत्येक 10,000 रूपए ( नामिनल) के लिए 10,000 रूपए होगा।

14. सरकारी स्टॉक के निर्गम करने की तिथि

सरकारी स्टॉक के निर्गम की तिथि उस अधिसूचना की तिथि अर्थात 2 जनवरी, 2003 को होगी ।

5. प्रतिभूति का स्परूप

सरकारी स्टॉक स्टॉक प्रमाणपत्र के रूप में जारी किया जाएगा अथवा यह बैंक के लोक ऋण कार्यालय में रखे गए सहायक सामान्य बही खाते में जमा द्वारा जारी किया जाएगा।

6. ब्याजः

(i) सरकारी स्टॉक पर 5.73 प्रतिशत वार्षिक ब्याज देय होगा । सरकारी स्टॉक पर ब्याज का भुगतान 2 जुलाई और 2 जनवरी को अर्द्ध- वार्षिक रूप से किया जाएगा। ब्याज का भुगतान बैंक के अहमदाबाद, बंगलौर भुवनेश्वर, कोलकाता, चेन्नई, गुवाहाटी, हैदराबाद, जयपुर, कानपुर, मुम्बई, नागपुर, नई दिल्ली, पटना और तिरूवनंतपुरम स्थित लोक ऋण कार्यालयों, लोक ऋण कार्यालय के क्षेत्राधिकार में आने वाले सरकारी राजकोषीय लेन-देन संचालित करने वाली भारतीय स्टेट बैंक एवं इसके सम्बद्ध बैंकों की शाखाओं तथा जम्मू एवं कश्मीर तथा सिक्किम को छोड़कर उन सभी राज्यों में, जहाँ भारतीय रिजर्व बैंक का कोई कार्यालय अथवा भारतीय स्टेट बैंक अथवा इसके सम्बद्ध बैंकों की कोई शाखा नहीं है, में किया जाएगा ।

(ii) ब्याज का भुगतान ब्याज राशि को निकटतम रूपए में पूर्णाकित करने के बाद किया जाएगा । इस प्रयोजन हेतु पचास पैसे से कम ब्याज की राशि को नजरअन्दाज कर दिया जाएगा तथा पचास पैसे अथवा अधिक को अगले रूपए में पूर्णाकित किया जाएगा ।

7. वापसी-अदायगी की तारीख

सरकारी स्टॉक की वापसी अदायगी 2 जनवरी , 2008 को सममूल्य पर भारतीय रिजर्व बैंक के उस लोक ऋण कार्यालय में की जाएगी , जहां वे वापसी अदायगी के समय पंजीकृत हैं। 3

8. सरकारी स्टॉक की हस्तांतरणीयता

(i) इस अधिसूचना के पैरा 5 के उपबन्धों के अधीन सरकारी स्टॉक को लोक ऋण अधिनियम, 1944 तथा उसके अधीन बनाई गई लोक ऋण नियमावली, 1946 के अन्तर्गत, नवीकृत, उप-विभाजित, समेकित, रूपान्तरित और अन्तरित किया जा सकता है ।

(ii) उपर्युक्त पैरा 2 में घोषित किए जाने के बावजूद बैंक द्वारा सरकारी स्टॉक का बैंक, कंपनी , निगम अथवा अन्य किसी निकाय सहित किसी अन्य व्यक्ति के पक्ष में अन्तरण किए जाने पर कोई प्रतिबन्ध नहीं होगा और ऐसी प्रतिभूति का अन्तरिती इसे धारित करने और इसी प्रक्रिया में इसका अन्तरण करने के लिए पात्र होगा ।

9. सांविधिक उपबन्ध

ऐसे किसी भी मामले के संबंध में, जिनका प्रावधान इस अधिसूचना के अन्तर्गत नहीं किया गया है , सरकारी स्टॉक लोक ऋण अधिनियम, 1944 तथा उसके अधीन बनाई गई लोक ऋण नियमावली , 1946 के अनुसार अधिशासित होंगे ।

10. कर कानूनों की प्रयोज्यता

सरकारी स्टॉक में निवेश का मूल्य तथा उस पर ब्याज समय- समय पर प्रयोज्य कर- कानूनों के उपबन्धों के अनुसार अधिशासित होगा ।

No. 4.(13)-W& M/2001.- Government of India hereby notifies sale of " 5.73 per cent Government Stock, 2008 " ( hereinafter referred to as 'Government Stock ' ) against Treasury Bills (Conversion) Special Securities for Rs . 4,000 crore (nominal).

2. Eligibilityfor Investment

(i) Only the Reserve Bank of India (hereinafter referred to as ' the Bank' ) shall be eligible t subscribe to the Government Stock . No person including any bank, company, corporation or any other body except the Bank shall be eligible to subscribe to the Government Stock .

[PART I- SEC . 1 ] (ii) Mode of issue of the Government Stock :

The Government Stock shall be issued to the Bank against redemption value of an equivalent amount of Treasury Bills (Conversion) Special Securities issued in 1991 and held by it.

3. Issue Price

The issue price of the Government Stock will be Rs . 10,000 for every Rs . 10,000 (nominal).

4. Date of Issue of Government Stock

The date of issue of the Government Stock will be the date of this notification, i.e. , January , 2003.

5. Form of Security

The Government Stock shall be issued in the form of Stock certificate or may be held at credit of the holder in Subsidiary General Ledger Account maintained with Public Debt Offices ofthe Bank.

6. Interest

(i) The Government Stock will bear interest at 5.73 per cent per annum . Interest will be paid on the Government Stock half yearly on July 2, and January 2. Interest will be paid at the Public Debt Offices of the Bank at Ahmedabad , Bangalore , Bhubaneswar , Kolkata, Chennai , Guwahati , Hyderabad, Jaipur , Kanpur, Mumbai , Nagpur , New Delhi , Patna and Thiruvananthapuram ; at branches of State Bank of India or its Associates conducting Government treasury business within the jurisdiction of Public Debt office, where there is no Office of the Reserve Bank of India or the branches of the State Bank of India or its Associates except the States of Jammu & Kashmir and Sikkim.

(ii) Interest will be paid after rounding off the amount of interest to the nearest rupee. Forthis purpose , amount of interest less than fifty paise will be ignored and fifty paise or more will be rounded off to the next rupee .

7. Date of Repayment

The Government Stock will be repaid at par on January 2 , 2008 at Public Debt Office of Reserve Bank of India at which they are registered at the time of repayment . 1

8. Transferability of Government Stock

(i) Subject to the provisions of paragraph 5 of this notification the Government Stock can be renewed, sub-divided, consolidated , converted and transferred in accordance with the provisions of the Public Debt Act , 1944 and Public Debt Rules , 1946,framed there under.

(ii ) Notwithstanding what is stated in paragraph 2 hereinabove, there will be no restriction on the transfer of the Government Stock by the Reserve Bank of India in favour of any other person including bank , company, corporation or any other body and the transferee of such security would also be entitled to hold and transfer the same in such manner .

9. Statutory Provisions

With respect to any such matter which has not been provided under this Notification, the Government Stock shall be governed by the Public Debt Act, 1944 and the Public Debt Rules, 1946 framed there under .

10. Applicability of Tax Laws

The value of the investment in Government Stock and the interest payable thereon shall be governed by the provisions of tax laws as applicable from time to time

2: निवेश की पात्रता

भारत का राजमंत्र : असाधारण

New Delhi , the 2nd January, 2003

Issueof 16.25per cent Government Stock, 2018" against Trentury Bills (Conversion ) Special Securities F. No. 4 ( 13 )-W& M /2001 (2).– Government of India hereby notifies sale of " 6.25 per cent Government Stock, 2018 " (hereinafter referred to as ' Government Stock' ) against Treasury Bills ( Conversion ) Special Securities for Rs . 6,000 crore, ( nominal )

2. Eligibility for Investment

( i) Only the Reserve Bank of India (hereinafter referred to as ' the Bank ' ) shall be eligible to subscribe to the Government Stock. No person including any bank, company, corporation or any other body except the Bank shall be eligible to subscribe to the Government Stock .

(ii ) Mode of issue of the Government Stock:

The Government Stock shall be issued to the Bank against redemption value of an equivalent amount of Treasury Bills (Conversion ) Special Securities issued in 1991 and held by it.

3. IssuePrice

The issue price of the Government Stock will be Rs. 10,000 for every Rs . 10,000 (nominal).

4. Date of Issue of Government Stock

The date of issue of the Government Stock will be the date of this notification, i.e. , January 2, 2003 ..

5. Form of Security

The Government Stock shall be issued in the form of Stock certificate or may be held at credit ofthe holder in Subsidiary General Ledger Account maintained with Public Debt Offices oftheBank .

6. Interest

(i) The Government Stock will bear interest at 6.25 per cent per annum . Interest will be paid on the Government Stock half yearly on July 2, and January 2. Interest will be paid at the Public Debt Offices of the Bank at Ahmedabad, Bangalore, Bhubaneswar, Kolkata, Chennai , Guwahati , Hyderabad, Jaipur , Kanpur , Mumbai , Nagpur, New Delhi , Patna and Thiruvananthapuram; at branches of State Bank of India or its Associates conducting Government treasury business within the jurisdiction of Public Debt office, where there is no Office of the Reserve Bank of India or the branches of the State Bank of India or its Associates except the States of Jammu & Kashmir and Sikkim.

(ii) Interest will be paid after rounding off the amount of interest to the nearest rupee. For this purpose, amount of interest less than fifty paise will be ignored and fifty paise or more will be rounded off to the next rupee...

7. Date of Repayment

The Government Stock will be repaid at par on January 2, 2018 at Pahila Debt O fice ofReserve Bank of India at which they are registered at the time of repayment.

[PART I- SEC. 1 ] 8. Transferability of Government Stock

(i) Subject to the provisions of paragraph 5 of this notification the Government Stock can be renewed, sub-divided, consolidated, converted and transferred in accordance with the provisions of the Public Debt Act , 1944 and Public Debt Rules, 1946, framed there under.

(ii) Notwithstanding what is stated in paragraph 2 hereinabove , there will be no restriction on the transfer of the Government Stock by the Reserve Bank of India in favour of any other person including bank, company, corporation or any other body and the transferee ofsuch security would also be entitled to hold and transfer the same in such manner.

9. Statutory Provisions

With respectto any such matter which has not been provided under this Notification, the Government Stock shall be governed by the Public Debt Act, 1944 and the Public Debt Rules, 1946 framed there under .

10, Applicability of Tax Laws

The value of the investment in Government Stock and the interest payable thereon shall be governed by the provisions of tax laws as applicable from time to time.

5 राजकोषीय हुंडियां ( रूपान्तरण ) विशेष प्रतिभूतियों के एवज में " 6.35 प्रतिशत सरकारी स्टॉक , 2020 " जारी करना । फा. सं . 4 ( 13 ) -डब्ल्यू. एण्ड एम./2001( 3 ).- भारत सरकार एतद्वारा राजकोषीय इंडिया ( रूपान्तरण ) विशेष प्रतिभूतिया के एवज में 5,000 करोड़ रूपए (नामिनल ) की राशि के लिए "6.35 प्रतिशत सरकारी स्टॉक, 2020 " ( जिसे इसमें इसके बाद "सरकारी स्टॉक" के रूप में उल्लिखित किया गया है) की बिक्री अधिसूचित करती है।

2. निवेश की पात्रता

(i) केवल भारतीय रिजर्व बैंक ही ( इसके बाद " बैंक " के रूप में उल्लिखित) सरकारी स्टॉक में अभिदान के लिए पात्र होगा। बैंक के अतिरिक्त किसी बैंक, कंपनी, निगम अथवा किसी अन्य निकाय सहित कोई भी व्यक्ति सरकारी स्टॉक में अभिदान करने के लिए पात्र नहीं होगा।

(ii) सरकारी स्टॉक के निर्गम की विधिः

सरकारी स्टॉक को 1991 में निर्गमित एवं इसके द्वारा धारित राजकोषीय हुंडियां (रूपान्तरण) विशेष प्रतिभूतियों के शोधन मूल्य की समतुल्य राशि के एवज में जारी की जाएगी। [ भाग - खण्ड 1 ]

3. निर्गम मूल्य

सरकारी स्टॉकः निर्गम मूल्य प्रत्येक 10,000 रूपए (नामिनल) के लिए 10,000 रूपए होमा

4. सरकारी स्टॉक के निर्गम करने की तिथि

सरकारी स्टॉक के निर्गम की तिथि उस अधिसूचना की तिथि अर्थात 2 जनवरी, 2003 को होगी ।

(vii) सरकारी स्टॉक पर 6.35 प्रतिशत वार्षिक व्याज देय होगा । सरकारी स्टॉक पर ब्याज का भुगतान 2 जुलाई और 2 जनवरी को अर्द्ध- वार्षिक रूप से किया जाएगा। ब्याज का भुगतान बैंक के अहमदाबाद, बंगलौर, भुबनेश्वर, कोलकाता, चेन्नई, गुवाहाटी, हैदराबाद, जयपुर, कानपुर, मुम्बई, नागपुर, नई दिल्ली, पटना और तिरूवनंतपुरम स्थित लोक ऋण कार्यालयों, लोक ऋण कार्यालय के क्षेत्राधिकार में आने वाले सरकारी राजकोषीय लेन- देन संचालित करने वाली भारतीय स्टेट बैंक एवं इसके सम्बद्ध बैंकों की शाखाओं तथा जम्मू एवं कश्मीर तथा सिक्किम को छोड़कर उन सभी राज्यों में, जहाँ भारतीय रिजर्व बैंक का कोई कार्यालय अथवा भारतीय स्टेट बैंक अथवा इसके सम्बद्ध बैंकों की कोई शाखा नहीं है, में किया जाएगा । (viii) ब्याज का भुगतान ब्याज राशि को निकटतम रूपए में पूर्णाकित करने के बाद किया जाएगा । इस प्रयोजन हेतु पचास पैसे से कम ब्याज की राशि को नजरअन्दाज कर दिया जाएगा तथा पचास पैसे अथवा अधिक को अगले रूपए में पूर्णाकित किया जाएगा ।

7. वापसी-अदायगी की तारीख

सरकारी स्टॉक की वापसी अदायगी 2 जनवरी, 2020 को सममूल्य पर भारतीय रिजर्व बैंक के उस लोक ऋण कार्यालय में की जाएगी, जहां वे वापसी अदायगी के समय पंजीकृत हैं। 14

[PART I- SEC . 11 8. सरकारी स्टॉक की हस्तांतरणीयता

(i) इस अधिसूचना के पैरा 5 के उपबन्धों के अधीन सरकारी स्टॉक को लोक ऋण अधिनियम, 1944 तथा उसके अधीन बनाई गई लोक ऋण नियमावली , 1946 के अन्तर्गत , नवीकृत, उप- विभाजित, समेकित, रूपान्तरित और अन्तरित किया जा सकता है ।

(ii) उपर्युक्त पैरा 2 में घोषित किए जाने के बावजूद बैंक द्वारा सरकारी स्टॉक का बैंक, कंपनी, निगम अथवा अन्य किसी निकाय सहित किसी अन्य व्यक्ति के पक्ष में अन्तरण किए जाने पर कोई प्रतिबन्ध नहीं होगा और ऐसी प्रतिभूति का अन्तरिती इसे धारित करने और इसी प्रक्रिया में इसका अन्तरण करने के लिए पात्र होगा ।

9. सांविधिक उपबन्ध

ऐसे किसी भी मामले के संबंध में , जिनका प्रावधान इस अधिसूचना के अन्तर्गत नहीं किया गया है , सरकारी स्टॉक लोक ऋण अधिनियम, 1944 तथा उसके अधीन बनाई गई लोक ऋण नियमावली , 1946 के अनुसार अधिशासित होंगे ।
