सं . एल-14012/1/2002-न्याय- 2/ 1 /2002-न्याय. दिल्ली उच्च न्यायालय ( विधि रिपोर्टिंग परिषद्) नियम, 1971 के नियम 6 , 8 और 9 में भारत सरकार द्वारा राष्ट्रीय राजधानी क्षेत्र, दिल्ली सरकार और दिल्ली उच्च न्यायालय के परामर्श से भारतीय विधि रिपोर्ट ( दिल्ली सीरिज ) के प्रकाशन के संबंध में एतद्वारा निम्नलिखित संशोधन किए जाते हैं :-
1. (i ) ये नियम दिल्ली उच्च न्यायालय ( विधि रिपोर्टिंग परिषद्) संशोधन नियम , 2001 कहे जाएंगे ।
(ii) ये नियम सरकारी राजपत्र में इनके प्रकाशित होने की तारीख से प्रवृत्त होंगे ।
2. ( i) नियम 6 के वाक्य के स्थान पर निम्नलिखित प्रतिस्थापित किया जाए: -
" सम्पादकीय स्टाफ के सदस्य प्रैक्टिसरत अधिवक्ता होंगे, जिन्हें अंशकालिक आधार पर रखा जाएगा और वे अस्थाई गैर- पेंशन योग्य पद धारण किए होंगे ।"
(ii ) नियम 8 के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा:-
" नियम- 8- रिपोर्ट, विधि रिपोर्टिंग परिषद् के प्राधिकार के अंतर्गत प्रकाशित की जाएंगी और इससे संबंधित सभी प्रबंधों के लिए परिषद् जिम्मेदार होगी ।"
(iii ) नियम 9 के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा:-
" परिषद् दिल्ली उच्च न्यायालय के माननीय न्यायाधीशों द्वारा दिए गए निर्णयों/आदेशों और सम्पादकीय स्टाफ द्वारा तैयार की गई शीर्ष टिप्पणियों के सम्बन्ध में, जैसा परिषद् उचित समझे किसी भी प्रकार से कार्रवाई करने के लिए स्वतंत्र होगी । "

NOTIFICATION
New Delhi , the 2nd January, 2003
No. L -140 2/1 /2002-Jus . The following amendments in Rules 6 , 8 and 9 of Delhi High Court ( Council of Law Reporting) Rules , 1971 are hereby carried out by the Government of India , in consultation with the Government of National Capital Territory of Delhi and the Delhi High Court with regard to the publication of the Indian Law Reports ( Delhi Series):-
1. (i) These rules shall be called the Delhi High Court ( Council of Law Reporting ) Amendment Rules , 2003 .
( ii ) They shall come into force from the date they are published in the Official Gazette .
2. ( i) First sentence of Rule 6 may be substituted by the following :
"Members of the editorial staff shall be practising Advocates who will be engaged on part time basis and shall hold the temporary non - pensionable post . "
(ii ) For Rule 8 the following shall be substituted:
"Rule & The Reports shall be published under the authority of the Law Reporting Council and the Council shall be responsible for all arrangements connected thereto . "
( iii) For Rule 9 the following shall be substituted:
"Council willbe at liberty to deal with the Judgements /orders delivered by the Hon'ble Judges of ligh Court of Delhi as well as the Headnotes prepared by the Editorial staff , in any manner as deemed appropriate by the Council ."
