6 प्रतिशत भारत सरकार यूटीआई विशेष बांड, 2010 का निर्गम
एफ. सं. 4/21 /डब्ल्यूएंड एम/ 2002.- भारत सरकार एतदद्वारा दिनांक 14 जनवरी , 2003 को 700 करोड़ रूपए की कुल (नामिनल) राशि के भारत सरकार यूटीआई विशेष बांड 2010 (जिन्हें इसके बाद संक्षिप्त रूप में विशेष बांड के रूप में निर्दिष्ट किया गया है) 6 प्रतिशत का निर्गम करती है।
1. विशेष बांड में अभिदान की पात्रता और अभिदान की सीमा
केवल यूनिट ट्रस्ट ऑफ इंडिया ( जिसे इसके बाद " यूटीआई " के रूप में उल्लिखित किया गया है) विशेष बांडों में अभिदान की पात्र होगी और विशेष बांडों में उनका अभिदान उसी राशि की सीमा तक सीमित होगा जिसे भारत सरकार ने आश्वासित लाभ योजनाओं में कमी के कारण उनकी देयताओं की पूर्ति हेतु आवंटित किया है। बैंक, कंपनी, निगम अथवा अन्य कोई निकाय सहित अन्य कोई व्यक्ति विशेष बांडों में अभिदान के लिए पात्र नहीं होगा ।

जाएंगे । विशेष बांड प्रति 10,000 रूपए (नामिनल) के लिए सममूल्य पर अर्थात् 10,000 रूपए पर जारी किए

आवेदन पत्र
विशेष बांड यूटीआई से प्राप्त आवेदन पत्र पर अनुबंध में दिए गए प्रपत्र के अनुसार जारी किए जाएंगे । 4. प्रतिभूति का स्वरूप
विशेष बांड भारतीय रिजर्व बैंक के लोक ऋण कार्यालयों में धारित सहायक सामान्य बही लेखा में क्रेडिट द्वारा जारी किया जाएगा।
5. कार्यकाल का प्रारम्भ और वापसी अदायगी की तारीख
विशेष बांडों का कार्यकाल 14 जनवरी , 2003 से शुरू होगा । विशेष बांडों पर ब्याज कार्यकाल की प्रारम्भ की तारीख से मिलेगा । विशेष बांडों की वापसी अदायगी 14 जनवरी , 2010 को की जाएगी ।

विशेष बांडों पर 6 प्रतिशत प्रतिवर्ष की दर से ब्याज प्राप्त होगा । ब्याज का हिसाब विशेष बांडों की अदधि प्रारंभ होने की तारीख से लगाया जाएगा और यह अर्द्धवार्षिक रूप से देय होगा ।
विशेष बांडों पर ब्याज का भुगतान भारतीय रिजर्व बैंक के अहमदाबाद, बंगलौर, भुवनेश्वर, मुम्बई, कोलकाता गुवाहाटी, हैदराबाद, जयपुर, कानपुर, चेन्नई, नागपुर, नई दिल्ली, पटना तथा तिरूवनंतपुरम में स्थित लोक ऋण कार्यालयों में किया जाएगा । ब्याज का भुगतान ब्याज की राशि को निकटतम रूपए तक पूर्णांकित करने के बाद किया जाएगा।
7. अभिदान की न्यूनतम राशि तथा अंकित मूल्य
विशेष बांड न्यूनतम 10,000 रूपए की राशि ( नामिनल ) के लिए और उसके बाद 10,000 रूपए के गुणजों में जारी किए जाएंगे ।
8. हस्तांतरणीयता
इस अधिसूचना में ऊपर पैरा 1 में दिए गए कथन के बावजूद यूटीआई द्वारा विशेष बांडों को बैंकों, निगम अथवा किसी अन्य निकाय सहित किसी अन्य व्यक्ति के पक्ष में अंतरण करने पर कोई प्रतिबंध नहीं होगा और ऐसी प्रतिभूति का अन्तरिती भी उन्हें उसी तरीके से धारण तथा अंतरण करने का पात्र होगा ।
9. सांविधिक उपबंध
ऐसे किसी भी मामले के संबंध में जिसकी व्यवस्था इस अधिसूचना के तहत नहीं की गई है, विशेष बांड लोक ऋपण अधिनियम, 1944 और उसके तहत निर्मित लोक ऋण नियमावली, 1946 द्वारा नियंत्रित किए जाएंगे। 10. कर कानून की प्रयोज्यता
विशेष बांडों में निवेश का मूल्य और उस पर देय ब्याज समय - समय पर लागू कर कानूनों के उपबंधों द्वारा नियंत्रित किए जाएंगे । [ भाग । - खण्ड 1 ]

3 11. बांडों की पात्रता
विशेष बांडों में किए गए निवेश को, यूटीआई द्वारा अथवा बैंक द्वारा , वित्तीय संस्थाओं, निगमों सहित अन्य संख्याओं अथवा अन्य किसी निकाय द्वारा जिसमें बांडों को बाद में पात्र निवेश के रूप में अन्तरित किया जाता है और जिसे उन्हें किसी सांविधिक अपेक्षा अथवा प्रशासनिक आदेश, जो भी हो, के अनुपालन में सरकारी प्रतिभूतियों में निवेश करना होता है, पात्र निवेश के रूप में नहीं माना जाएगा ।

भारत सरकार, वित्त एवं कंपनी कार्य मंत्रालय की अधिसूचना संख्या एफ. 4/ 21 /डब्ल्यू एंड एम/2002 दिनांक 14 जनवरी , 2003 की शर्तों के अंतर्गत हम 700 करोड़ रूपए की समग्र राशि के शीर्षकांकित बांड में अभिदान करने के पात्र हैं ।
हमें विशेष बांडों को अभिशासित करने वाली निबंधन तथा शर्तें स्वीकार्य हैं और हम आपसे अपने पक्ष में बांड जारी करने का अनुरोध करते हैं।

NOTIFICATION
New Delhi , the 14th January, 2003
Issue of6 per cent Government of India UTI Special Bonds ,2010 .
F. No. 4/21 /W & M/2002.- Government of India hereby notifies the issue of 6 per cent Government of India UTI Special Bonds , 2010 , ( hereinafter briefly described as " Special Bonds ") for an aggregate amount of Rs . 700 crore (nominal ) on 14th January , 2003 1. Eligibility for making subscription to the Special Bonds and limits of subscription .
Only Unit Trust of India (hereinafter referred to as ' UTI ' ) shall be eligible to subscribe to the Special Bonds and their subscription to the Special Bonds shall be limited to the extent of the amount allotted by the Government of India for meeting their liability on account of shortfalls in assured returns schemes . No other person including any bank , company , corporation or any other body shall be eligible to subscribe to the Special Bonds .
2. Price
The Special Bonds shall be issued at par, i.e. Rs . 10,000 for every Rs . 10,000 (nominal ) .
3. Application
The Special Bonds shall be issued on application from UTI as per proforma in Annexure .
4. Form of Security
The Special Bonds will be issued by credit to the Subsidiary General Ledger Account maintained with Public Debt Offices of the Reserve Bank of India .
5. Commencement of tenure and date of repayment
The tenure of the Special Bonds will commence from 14th January , 2003. Interest on the Special Bonds will accrue from the date of commencement of tenure . The Special Bonds will be repaid at par on 14th January, 2010.
6. Interest
The Special Bonds will bear interest at the rate of 6 per cent per annum . Interest will be reckoned from the date of commencement of tenure of the Special Bonds and will be payable halfyearly .

Interest on the Special Bonds will be payable at the Public Debt Offices of the Reserve Bank of India at Ahmedabad , Bangalore , Bhubaneswar , Mumbai , Kolkata, Guwahati , Hyderabad, Jaipur, Kanpur, Chennai , Nagpur, New Delhi , Patna and Thiruvananthapuram. Interest will be paid after rounding off the amount of Interest to the nearest rupee .
7. Minimum amount of subscription and denomination
The Special Bonds will be issued for a minimum amount of Rs . 10,000 ( nominal ) and in multiples of Rs . 10,000 thereafter .
8. Transferability
Notwithstanding what is stated in paragraph 1 hereinabove , there will be no restriction on the transfer of the Special Bonds by UTI in favour of any other person including banks , corporation or any other body and the transferee of such security would also be entitled to hold and transfer the same in'similar manner .
9. Statutory provisions
With respect to any such matter which has not been provided under this Notification, the Special Bonds shall be governed by the Public Debt Act, 1944 and the Public Debt Rules , 1946 framed there under .
10. Applicability of Tax law
The value of the investment in the Special Bonds and the interest payable thereon will be governed by the provisions of tax laws as applicable from time to time.
11. Eligibility of Bond
The investment in the Special Bonds would not be considered as an eligible investment by UTI or the banks , other institutions including Financial Institutions , Corporation or any other body to which the bonds are subsequently transferred as eligible investment which they are required to make in Government securities in pursuance of any statutory requirement or administrative order , as the case may be .
