फा. सं. 2( 1 )/97-अनु. और सम्मे. अगस्त, 1997 में श्रीनगर में हुए बारहवें अखिल भारतीय सचेतक सम्मेलन द्वारा की गई सिफारिशों के अनुसरण में, इस मंत्रालय की समसंख्यक अधिसूचना दिनांक 7 अप्रैल, 2000 ( भारत के राजपत्र, भाग- I, खंड-1 , संख्या 79 दिनांक 8 अप्रैल , 2000 में प्रकाशित ) द्वारा बारहवें अखिल भारतीय सचेतक सम्मेलन के पूर्ण सत्र में व्यक्त किए गए विचारों और उस द्वारा की गई सिफारिशों के कार्यान्वयन की प्रगति पर निगरानी रखने के लिए एक मानीटरिंग ग्रुप का गठन किया गया था। उपर्युक्त अधिसूचना के पैरा 1 के द्वारा यह शर्त लगाई गई थी कि मानीटरिंग ग्रुप अपने प्रतिवेदन को दल की पहली बैठक की तारीख से एक वर्ष की अवधि के अन्दर अंतिम रूप दे देगा।
2. मानीटरिंग ग्रुप की पहली बैठक दिनांक 17-5-2000 को हुई थी। मानीटरिंग ग्रुप का कार्यकाल एक वर्ष के लिए दिनांक 17-5-2001 से 16-5-2002 तक बढ़ा दिया गया था , इसे बाद में फिर दिनांक 17-5-2002 से 16-8-2002 तक तीन महीने के लिए और दुबारा दिनांक 17-8-2002 से 16-2-2003 तक छः महीने के लिए बढ़ा दिया गया था। अतः मानीटरिंग ग्रुप को 16 फरवरी, 2003 तक अपने प्रतिवेदन को अंतिम रूप दे देना है ।
3. चूंकिअपने प्रतिवेदन को अंतिम रूप देने के लिए मानीटरिंग ग्रुप को कुछ और समय लगेगा, अतः मानीटरिंग ग्रुप का कार्यकाल 17 फरवरी, 2003 से छः महीने की अवधि के लिए आगे बढ़ाया जाता है।

No. 2 (1 ) /97-R&C.-Pursuant to the recommendations made by the Twelfth All India Whips' Conferenceheld at Srinagar in August, 1997, a Monitoring Group was constituted vide this Ministry's notification of evennumber dated 7th April, 2000 (published in the Gazette ofIndia, Part I, Section 1, No. 79 dated 8th April, 2000) to watch the progress of implementation of the recommendations made by the Twelfth All India Whips ' Conferenceand the views expressed in its plenary session. It was stipulated vide para 1 of the above mentioned notification that the Monitoring Group will finalise its Report within a period of one year from the date of its first sitting.
2. The first meeting of the Monitoring Group was held on 17-5-2000 . The term for the Monitoring Group was extendedby one year w.e.f. 17-5-2001 to 16-5-2002 which wasfurther extended by three months w.e.f. 17-5-2002 to 16-8-2002 and again extended by six months w.e.f. 17-8-2002 to 16-2-2003 . Therefore, the Monitoring Group was to finalise its report by 16th February, 2003 .
3. As the Monitoring Group is likely to take more time to finalise its report, the term ofthe Monitoring Group ishereby extended by a further period of six months with effect from 17-2-2003.
