सा.का.नि. 70( अ ).- केन्द्रीय सरकार केन्द्रीय उत्पाद शुल्क अधिनियम, 1944 (1944 का 1 ) की धारा 3 की उपधारा (1 ) के परन्तुक के स्पष्टीकरण 2 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत सरकार के तत्कालीन वित्त मंत्रालय (राजस्व विभाग) की अधिसूचना सं0 4 / 86 - केन्द्रीय उत्पाद शुल्क, तारीख 20 जनवरी, 1986 [ सा ० का०निं0 44(अ) , तारीख 20 जनवरी, 1986] , 236/ 85- केन्द्रीय उत्पाद शुल्क, तारीख 15 नवम्बर, 1985 [ सा०का०नि० 850(अ) , तारीख 15 नवम्बर, 1985] और 38/94- केन्द्रीय उत्पाद शुल्क (एन.टी. ) , तारीख 2 सितम्बर, 1994 [ सा ० का० नि० 666 (अ) , तारीख 2 सितम्बर, 1994 ] को अधिक्रांत करते हुए , नोएडा विशेष आर्थिक जोन, मद्रास विशेष आर्थिक जोन, फाल्टा विशेष आर्थिक जोन और विशाखापत्तनम विशेष आर्थिक जोन, प्रत्येक को "विशेष आर्थिक जोन" के रूप में विनिर्दिष्ट करती है ।
स्पष्टीकरण- इस अधिसूचना के प्रयोजन के लिए, -
(1) " नोएडा विशेष आर्थिक जोन " से उत्तर प्रदेश राज्य में गौतम बुद्ध नगर स्थित नोएडा विशेष आर्थिक जोन अभिप्रेत है जिसमें नीचे विनिर्दिष्ट खसरा सं ० वाले या सर्वेक्षण सं० वाले स्थान समाविष्ट हैं तथा जो निम्नलिखित सीमाओं से घिरा हुआ है : -

सीमाएं : "नोएडा विशेष आर्थिक जोन " जो कि उत्तर प्रदेश राज्य के गौतम बुद्ध नगर जिले के नोएडा में स्थित है जो कि अन्तर्राष्ट्रीय विमान पत्तन, नई दिल्ली, से 30 किलोमीटर की दूरी पर है और 3.25 मीटर ऊंची सीमा दीवाल से घिरा हुआ है जो कि 2.35 मीटर ईंट से चिनी हुई है, 0.90 मीटर तक उसके ऊपर कांटेदार तार लगे हैं और चतुर्दिक सीमा दीवाल की कुल लम्बाई 2676.50 मीटर है जिसमें 194.00 मीटर सिंचाई नाले की ओर 997.10 मीटर नदी की ओर, 346.60 मीटर, विद्युत उप बिजली घर से लगी हुई और 720.50 मीटर आगे की ओर तथा 168.00 मीटर डीएससी सड़क से मुख्य द्वार तक की ओर है और 244.50 मीटर मुख्य द्वार से सिंचाई नाले तक है ;
1 (2) " मद्रास विशेष आर्थिक जोन " से तमिलनाडु राज्य के मीनाबक्कम विमान पत्तन के निकट का वह मद्रास विशेष आर्थिक जोन अभिप्रेत है, जिसमें चेन्नई राष्ट्रीय विमान पत्तन से 6 किलोमीटर तथा चेन्नई अन्तर्राष्ट्रीय विमान पत्तन से 8 किलोमीटर की दूरी पर स्थित तमिलनाडु में चेंगाईअन्ना जिले में सेदा पेट तालुक के काडापेरी ग्राम के सर्वेक्षण सं0 3 , 7, 8, 9, 10, 11 , 12, 13, 14, 15, 16, 24, 25, 26, 27, 28, 29, 30, 31 , 32, 33, 34, 35, 36, 37, 44, 45, 46, 47, 48, 49, 50, 51 , 52, 53, 54, 55 , 56, 57, 58, 59, 60, 61 , और 92 (भाग) , 132/1 ए2, 1 बी2, 134/1 , 2, 3बी, 135/2, 143/2ए, 114/1 , 145/1, 147/1 और 164/1 (भाग) के स्थान समाविष्ट हैं और जो स्थल की दशा के अनुसार 3.35 मीटर से 3.85 मीटर की विभिन्न ऊंचाइयों की ईंट की चिनी हुइ दीवार से और उसके ऊपर 1.2 मीटर की ऊंचाई तक ' वाई ' ऐंगिल के कांटेदार तार से घिरा हुआ है जो कि उस क्षेत्र के उत्तर पश्चिम कोने से प्रारंभ होकर उत्तर पूर्व की ओर 25 मीटर तक जाती है, आगे 1045.2 मीटर तक दक्षिण की ओर घूमती है और 18 मीटर तक पूर्व की ओर घूमती है तथा उत्तर पूर्व की ओर 262 मीटर भारत का राजपत्र असाधारण

की दूरी तक जाती है, उत्तर की ओर 70.8 मीटर तक जाती है और 157.7 मीटर पर पूर्व की ओर तक घूमती है, दक्षिण की ओर 154 मीटर तक जाती है और 227 मीटर पर पूर्व की ओर घूमती है, दक्षिण की ओर 96 मीटर तक जाती है, 72 मीटर तक पूर्व की ओर घूमली है और इसके आगे मुख्य जी.एस.टी. रोड के समानान्तर 86.4 मीटर तक दक्षिण की ओर उत्तर पूर्व तक, बूसटर स्टेशन तक जाती है और पश्चिम की ओर 30 मीटर तक जाती है, 200 मीटर तक पश्चिम की ओर घूमती है, उत्तर की ओर 41 मीटर तक जाती है, पश्चिम को 99.8 मीटर तक, उत्तर की ओर 82.6 मीटर तक, पश्चिम की ओर 304.4 मीटर तक टेढी, दक्षिण की ओर 630 मीटर तक बूसटर स्टेशन के चारो ओर तथा उत्तर की ओर 111 मीटर तक घूमती है और पश्चिम की ओर 34 मीटर तक जाती है, पूर्व से पश्चिम अस्थायी बाड़ 630 मीटर , अलेरी टैंक बंद के पश्चिमी किनारे के निकट के दक्षिण से पश्चिम किनारे से पुनः आरंभ होकर चिने हुए अहाते तक जो उत्तर की ओर 320 मीटर तक जाता है, पूर्व की ओर 166.15 मीटर मुड़ता है, उत्तर की ओर 320 मीटर का एक मोड़ लेता है, पूर्व की ओर 283.35 मीटर मुड़ता है, दक्षिण की ओर 361.95 मीटर मुड़ता है, पूर्व की ओर 208.55 मीटर मुड़ता है और अहाते के फेज 1 के आरंभिक बिन्दु पर मिलता है, जो ईंटों के अहाते की दीवार के 5888.10 मीटर के घेरे को समाविष्ट करता है और जिस पर 630 मीटर कांटेदार तार लगे हैं, अतः कुल मिलाकर 6,518.01 मीटर का घेरा बनाता है ;
(3) "फाल्टा विशेष आर्थिक जोन " से पश्चिमी बंगाल में 24 परगना जिल में वह फाल्टा विशेष आर्थिक जोन अभिप्रेत है, जिसमें नीचे विनिर्दिष्ट सर्वेक्षण संख्या समाविष्ट है और जो नीचे विनिर्दिष्ट सीमाओं से घिरा हुआ है :-

सीमाएं : " फाल्टा विशेष आर्थिक जोन" पश्चिम बंगाल राज्य के 24 परगना जिले में कोलकाता के पत्तन से 45 किलोमीटर की दूरी पर थाना डायमंड हार्बर में मौजा बिसरा जे.एल.सं ० 1 में स्थित है और 3.3 मीटर ऊंची चिनाई की दीवार तथा ऊपर 1.5 मीटर तक फैले हुए कांटेदार तार से घिरे हैं जो उत्तर में लगभग 627 मीटर, दक्षिण में 989 मीटर, पूर्व में 400 मीटर तथा पश्चिम में 610 मीटर तक फैली है तथा जिसका कुल योग 2626 मीटर के लगभग है;
(4) "विशाखापत्तनम विशेष आर्थिक जोन" से आन्ध्र प्रदेश राज्य के विशाखापत्तनम स्थित विशाखापत्तनम विशेष आर्थिक जोन अभिप्रेत है जिसमें नीचे विनिर्दिष्ट खसरा सं० वाले या सर्वेक्षण सं ० वाले स्थान समाविष्ट हैं तथा जो निम्नलिखित सीमाओं से घिरे हैं :-

In exercise of the power conferred by Explanation 2 to the proviso to sub - section ( 1 ) of section 3 of the Central Excise Act, 1944 ( 1 of 1944) , and in supercession of the notifications of the Government of India in the erstwhile Ministry of Finance (Department of Revenue) , Nos . 4/86- Central Excises , dated the 20th January , 1986 [ G.S.R. 44 (E ) , dated the 20th January, 1986 ] , 236/ 85- Central Excises , dated the 15th November , 1985 [ G.S.R. 850 (E) , dated the 15th November , 1985 ] and 38 /94 - Central Excise (N.T. ) , dated the 2nd September , 94 [ G.S.R. 666 (E ) , dated the 2nd September, 6

[PART II-SEC. 3 (i )] 1994 ] , the Central Government hereby specifies each the NOIDA Special Economic Zone, Madras Special Economic Zone , FALTA Special Economic Zone and Visakhapatnam Special Economic Zone , as a " special economic zone ".
Explanation . For the purpose of this notification , -
( 1 ) " NOIDA Special Economic Zone " means the NOIDA Special Economic Zone at Gautam Budh Nagar in the State of Uttar Pradesh comprising of the places bearing the Khasra numbers or survey numbers , as the case may be , and enclosed by the boundaries , specified below: -

No. 5/2003 - CENTRAL EXCISE (Non- Tariff)
G.S.R. 71 ( E). In exercise of the powers conferred by clause ( iii ) of Explanation 2 to the proviso to sub - section ( 1 ) of section 3 of the Central Excise Act, 1944 ( 1 of 1944), the Central Government hereby makes the following amendments in the notification of the Government of India, in the erstwhile Ministry of Finance (Department of Revenue) No.64 / 2001 - Central Excise ( N.T. ) , dated the 13th September , 2001 , namely: -
In the said notification, in the Explanation, -
(i) under the heading " LOCATION" , for the words and figures "AREA : 41.7058 Hectares " , the words and figures " AREA: 42.4504 Hectares " shall be substituted;
