सं. यू-23013 /01 /2003-एल. डब्ल्यू.-ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा -5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा आई.बी.पी. कम्पनी लिमिटेड के लयूब बलेन्डिग प्लॉट, बज - बज, साऊथ 24 - परगना, पश्चिम बंगाल के प्रतिष्ठान में ठेका श्रम उन्मूलन के प्रश्न पर विचार करने हेतु एक समिति का गठन करता है । समिति का संघठम और उसके विचारार्थ विषय निम्नलिखित होंगे:-

2. समितिके विचारार्थ विषय निम्नलिखित होंगे :-
" आई.बी.पी. कम्पनी लिमिटेड के लयूब बलेन्डिग प्लॉट, बज- बज, साऊथ 24 परगना, पश्चिम बंगाल के प्रतिष्ठान में लयूब आयल बलेन्डिग, फिलिंग/स्टेन्सलिंग , पैकेजिंग सीलिंग , लोडिंग और अनलोडिंग के जॉब/कार्यों में ठेका श्रम पद्धति के कार्यचालन का अध्ययन करना और ठेका श्रम ( विनियमन एवं उत्सादन) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए उपयुक्त सिफारिश करना कि उक्त प्रतिष्ठान में उपर्युक्त जॉब/कार्यों में ठेका श्रम के नियोजन को प्रतिषिद्ध किया जाए अथवा नहीं" । 3. समिति का मुख्यालय आसनसोल में होगा । समिति अपनी रिपोर्ट तीन माह के भीतर प्रस्तुत करेगी ।

[PART I-SEC . 1 ] question of abolition of contract labour in the establishment of IBP Company Limited at their Lube Blending Plant , Budge Budge, South 24 -Parganas , West Bengal . The composition of the committee and its terms of reference will be as under :-

2. The terms of reference of the committee would be as follows :-
"To study the working of contract labour system in the jobs/ works of lube oil blending , filling/stencilling , packaging scaling, loading and unloading , in the establishment of IBP Company Limited at their Lube Blending Plant, Budge Budge , South 24 -Paraganas , West Bengal and to make suitable recommendations whether or not the employment of contract labour in the jobs/ works in the said establishment be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition ) Act, 1970. "
3. The Headquarters of the Committee will be at Asansol. The Committee should submit its report within three months.

To study the working of contract labour system in the jobs /works of electrical maintenance and canteen workers at the container and bulk terminal Administration office, VIP guest house , Port guest house , residential township interconnected road , and surrounding areas of Jawaharlal Nehru Port Trust , and to make suitable recommenda- tions whether or not the employment of contract labour in the said jobs/ works in the said establishment be prohibited keeping in view the provisions of section 10 of the Contract Labour ( Regulation and Abolition ) Act , 1970 " 3. The Headquarters of the Committee will be at Mumbai. The Committee should submit its report at the carliest.

" जवाहरलाल नेहरू पोर्ट ट्रस्ट प्रतिष्ठान कंटेनर और बल्क टर्मिनल प्रशासन ऑफिस , आवासीय टाऊनशिप और इन्टर कनैक्टेड रोड में माली जैसे कार्य और बस आपरेटर्स जिनके द्वारा कर्मचारियों को एक स्थान से दूसरे स्थान पर लाया ले जाता है विभिन्न किस्म के जॉब सहित जवाहर लाल नेहरू पोर्ट ट्रस्ट के रखरखाव के जॉब /कार्यों में ठेका श्रम पद्धति का अध्ययन करना तथा ठेका श्रम (विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए उपयुक्त सिफारिश करना कि उक्त प्रतिष्ठान में उपर्युक्त जॉब /कार्यों में ठेका श्रम के नियोजन को प्रतिषिद्ध किया जाए अथवा नहीं । "

"

"
3. The Headquarters of the Committee will be at Mumbai . The Committee should submit its report at the earliest .

" इंडियन एयरलाइंस , इन्दिरा गांधी अंतर्राष्ट्रीय हवाई अड्डा एवं घरेलू हवाई अड्डा, पालम , नई दिल्ली स्थित इंडियन एअरलाइंस के प्रतिष्ठान में सामान लादने एवं उतारने तथा उक्त प्रतिष्ठान के जॉब/ कार्यों में ठेका श्रम पद्धति का अध्ययन करना तथा ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए उपयुक्त सिफारिश करना कि उक्त प्रतिष्ठान में उपर्युक्त जॉब/कार्यों में ठेका श्रम के नियोजन को प्रतिषिद्ध किया जाए अथवा नहीं" ।
3. समिति का मुख्यालय नई दिल्ली में होगा । समिति शीघ्रातिशीघ्र अपनी रिपोर्ट प्रस्तुत करेगी ।

"To study the working of contract labour system in the jobs / works of loading and unloading of baggage in the establishment of Indian Airlines , at Indira Gandhi International Airport and Domestic Airport at Palam, New Delhi and to make suitable recommendations whether or not the employment of contract labour in the said jobs /works in the said establishment be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition ) Act, 1970."
3. The Headquaters of the Committee will be at New Delhi . The Committee should submit its report at the earliest .
