फा. सं. 01 /94/180 / 26 / ए एम 03 /पी सी IV. निर्यात और आयात नीति, 2002-2007 के पैराग्राफ 2.4 के अधीन प्रदत्त शक्तियोंका प्रयोग करते हुए महानिदेशक, विदेश व्यापार, एतद्वारा प्रक्रिया पुस्तक ( खण्ड 1 ) में निम्नलिखित संशोधन करते हैं :
(1 ) " नवागन्तुकों " से संबंधित पैराग्राफ 4.6 के अन्त में निम्नलिखित को जोड़ा गया है :
तथापि, घरेलू कारोवार करने वाली कम्पनियों ( स्वामित्व और भागीदार कम्पनियां नहीं ) को नवागन्तुक नहीं माना जाएगा यदि वे निम्नलिखित शर्तों को पूरा करती है :
(क) कम्पनी केन्द्रीय उत्पाद प्राधिकरण के साथ पंजीकृत हो और केन्द्रीय उत्पाद शुल्क जमा कर दिया हो ( यदि छूट प्राप्त नहीं हो ) । (ख ) कम्पनी राज्य बिक्री कर प्राधिकरण के साथ पंजीकृत हो और बिक्री कर जमा कर दिया हो ( यदि छूट प्राप्त नहीं हो ) । (ग ) कम्पनी अपनी ऑडिट की गई बैलेन्स शीट की प्रति प्रस्तुत करती है ।
(घ) संयंत्र और मशीनरी में न्यूनतम निवेश 50 लाख रु. होना चाहिए ।
ऐसे मामलों में लाइसेंसिंग प्राधिकारी इस शर्त पर लाइसेंस को पृष्ठांकित करेगा कि बाँड बैंक गारण्टी राजस्व विभाग द्वारा निर्धारित शर्तों के अनुसार प्रस्तुत की जाएगी ।
(2 ) " आई एस ओ 9000 ( श्रृंखला ) प्रमाणीकरण एजेंसियों की सूची " से सम्बन्धित परिशिष्ट 28 क में निम्नलिखित संशोधन/परिवर्धन किए गए हैं :

F. No. 01 /94/ 180 /26/AM03 /PC IV. In exercise of the powers conferred under paragraph 2.4 of the Export and Import Policy, 2002-2007, the Director General ofForeign Trade hereby makes the following amendment in the Handbook ofProcedures (Vol . 1 ) .-
(1) The following is added at the end of para 4.6 pertaining to " Newcomers ".
However manufacturing companies ( not proprietorships and partnership firms ) , who have domestic presence are noi to be treated as newcomers if the following conditions are met:
(a) The company is registered with Central Excise authorities and has paid central excisc ( unless exempted ) (b) The company is registered with State sales tax authorities and has paid sales tax ( unless excmpted) (c) The company furnishes copy of their audited balance sheet
(d) The minimum investment in plant and machinery mustbe Rs . 50 lakhs .
In such cases the licencing authority would endorse the licence with the condition that the bond/BG shall be furnished as per the terms and conditions stipulated by the Department of Revenue . (2) The following amendments/ additions are made in Appendix 28A pertaining to the " List of ISO 9000 (Series ) Certification Agencies" as under:
