का.आ. 202 ( अ ).- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों को प्रयोग करते हुए जल भूतल परिवहन मंत्रालय ( सड़क पक्ष ) , केन्द्रीय इंजीनियरी सेवा ( सड़क ) समूह ' क' नियम 1995 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का नाम जल भूतल परिवहन मंत्रालय ( सड़क पक्ष) , केंद्रीय इंजीनियरी सेवा ( सड़क ) समूह ' क ' ( दूसरा संशोधन ) नियम, 2003 है ।
(2) ये नियम सरकारी राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. जल भूतल परिवहन मंत्रालय, केंद्रीय इंजीनियरी सेवा ( सड़क ) समूह ' क ' नियम, 1995 के ( जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है ) नियम 5 के उपनियम ( iii ) के नीचे निम्नलिखित उपनियम ( iii ) ( क ) जोड़ा जाएगा , अर्थात्: -
" अपर महानिदेशक का पद चयन के क्षेत्र से भरा जाएगा और जिसके लिए न्यूनतम अर्हक सेवा अनुसूची II में यथाविनिर्दिष्ट होगी । " 3. उक्त नियम में अनुसूची II में भाग 1 की क्रम संख्यांक ( ii ) के सामने-
(क) स्तंभ ( 1 ) में " 7300-100-7600 " अंकों के स्थान पर " 22,400-525-24,500 " अंक रखे जाएंगे ।
(ख) स्तंभ ( 3 ) में की प्रविष्टि के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्: -
" प्रोन्नति द्वारा "
(ग) स्तंभ ( 4 ) में की प्रविष्टि के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्:-
" सेवा के ऐसे मुख्य इंजीनियर जिन्होंने उस श्रेणी में तीन वर्ष की नियमित सेवा है । "

NOTIFICATION
New Delhi , the 18th February , 2003
S.O. 202 (E ) .- In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules further to amend the Ministry of Surface Transport ( Roads Wing ) Central Engineering Service ( Roads ) Group ' A' Rules , 1995, namely:-
1. (1 ) These rules may be ealled the Ministry of Surface Transport (Roads Wing ) , Central Engineering Service (Roads) Group A' ( Second Amendment ) Rules, 2003 . :
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Surface Transport ( Roads Wing ) Central Engineering Service ( Roads ) Group ' A ' Rules 1995 (hereinafter referred to as the said rule) ; below sub - rule ( iii ) ofrule 5 , the following sub-rule ( iii ) ( a ) shall be added namely:-
"The post of Additional Director General shall be filled up from the field of selection and minimum qualifyng service as specified in Schedule II . "
3. In the said rules , in Schedule II , against Serial number (ii) of Part I ,---
(a) in column ( 1 ) , for the figures " 7300-100-7600 " , the figures " 22400-525-24500 " shall be substituted:
(b) in column (3 ) , for the entry , the following shall be substituted, namely:- "By promotion " ;
(c) for the entry in column (4 ), the following shall be substituted , namely :--
"Chief Engineers of the service with three years regular service in the grade . " .
4. In the said rules , the following Schedule shall be added at the end , namely: ----
