एफ. संख्या 4( 9 )-डब्ल्यू. एण्ड एम./2002 .- भारत सरकार एतद्वारा इस अधिसूचना ( जिसे " विशिष्ट अधिसूचना " कहा गया है ) में उल्लिखित शर्तों तथा निबंधनों और साथ ही दिनांक 20 सितम्बर, 2002 की अधिसूचना सं. 4 ( 9 ) -डब्ल्यू. एण्ड एम./ 2000 द्वारा यथासंशोधित भारत् सरकार द्वारा निर्गत सामान्य अधिसूचना एफ.सं. 4 ( 9 ) -डब्ल्यू. एण्ड.एम./ 2000 दिनांक 6 मई , 2002 में उल्लिखित शर्तों तथा निबंधनों के अनुसार 7,500 करोड़ रुपए ( नामिनल ) की कुल राशि के 6.57 प्रतिशत सरकारी स्टॉक , 2011 ( इसके पश्चात् " सरकारी स्टॉक " के रूप में उल्लिखित ) की बिक्री अधिसूचित करती है ।
निवेश के लिएपात्रता
2. सरकारी स्टॉक में सिर्फ भारतीय रिजर्व बैंक ( इसके पश्चात् " बैंक " के रूप में उल्लिखित ) ही अभिदान करने के लिए पात्र होगा। निर्गम की विधि
3. ( i ) सरकारी स्टॉक निजी नियोजन के आधार पर केवल भारतीय रिजर्व बैंक को आवंटित किया जाएगा ।
(ii ) सरकारी स्टॉक की बिक्री भारतीय रिजर्व बैंक, फोर्ट , मुम्बई -400001 के माध्यम से की जाएगी ।
निर्गममूल्य
4. सरकारी स्टॉक को 100.00 रुपए प्रतिशत पर जारी किया जाएगा ।
आवेदन-पत्र
5. आवेदन- पत्र भारतीय रिजर्व बैंक द्वारा 24 फरवरी, 2003 को उपर्युक्त कार्यालय में प्रस्तुत किया जाना चाहिए ।
निर्गम कीतारीख
6. सरकारी स्टॉक के निर्गम की तारीख 24 फरवरी, 2003 होगी ।

8. स्टॉक की अवधि प्रारंभ होने की तारीख से स्टॉक के नामिनल मूल्य पर 6.57 प्रतिशत प्रतिवर्ष की दर से ब्याज संदेय होगा और इसका भुगतान अर्ध - वार्षिक रूप से 24 अगस्त और 24 फरवरी को किया जाएगा ।
वापसी-अदायगी की तारीख
सरकारी स्टॉक की वापसी अदायगी सममूल्य पर 24 फरवरी , 2011 को की जाएगी । सरकारी स्टॉक की हस्तांतरणीयता
0. उपरोक्त पैरा 2 में दिए गए विवरण के बावजूद भारतीय रिजर्व बैंक द्वारा सरकारी स्टॉक का बैंकों, निगमों अथवा किसी अन्य निकाय सहित किसी अन्य व्यक्ति के पक्ष में अन्तरण किए जाने पर कोई प्रतिबंध नहीं होगा और ऐसी प्रतिभूति का हस्तांतरिती भी इसका इसी तरीके से धारण और हस्तांतरण करने का हकदार होगा ।

MINISTRY OF FINANCE AND COMPANY AFFAIRS New Delhi , the 24th February, 2003
Sale of 6.57 per cent Government Stock, 2011 to the Reserve Bank of India on private placement basis F.No. 4 (9 ) -W& M/ 2002.-Government of India hereby notifies sale of 6.57 per cent Government Stock , 2011 ( heremafter referred to as 'Government Stock' ) for an aggregate amount of Rs. 7,500 crore ( nominal ) as per the term and conditions spelt out in this notification ( called ' Specific Notification ' ) as also the terms and conditions specified in the General Notification F. No. 4 ( 9 ) -W & M/ 2000 dated the 6th May , 2002 issued by Government of India, as amended by notification F. No. 4 ( 9 ) -W & M / 2000 dated the 20th September, 2002 .
Eligibility for Investment
2. Only the Reserve Bank of India ( hereinafter referred to as ' the Bank ' ) shall be eligible to subscribe to the Government Stock ,
Method of Issue
3. ( 1 ) Government Stock willbe allotted on private placement basis to the Reserve Bank of India alone . ( ii) Government Stock will be sold through the Reserve Bank of India , Fort , Mumbai 400001 .
Issue Price 4. The Government Stock will be issued at Rs . 100.00 per cent.
Application 5. The application should be submitted by the Reserve Bank of India at the aforesaid office on February 24, 2003 .
Date of issue 6. The date of issue of Government Stock willbe February 24, 2003.
Tenure
7. The Government Stock willbe of 8 year tenure commencing from February 24, 2003 .
Interest
8. Interest at the rate of 6.57 per cent per annum on the nominal value of the Stock will be payable from the date of commencement of tenure and willbe paid halfyearly on August 24 and February 24 .
Date of Repayment
9. The Government Stock will be repaid at par on February 24, 2011 .

Transferability of Government Stock
10. Notwithstanding anything is stated in Paragraph 2 hereinabove , there will be no restriction on the transfer of the Government Stock by the Reserve Bank of India in favour of any other person including Banks , corporations or any other body and the transferee of such security would also be entitled to hold and transfer the same in such manner .
