का.आ. 249( अ ) .- मोटरयान अधिनियम , 1988 की धारा 58 की उपधारा (3 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतदृद्वारा निम्नलिखित ट्रेलरों के हरियाणा में पंजीकरण हेतु, जिनका अधिकतम सुरक्षित लदानं भार और आकार संलग्न अनुसूची में उल्लिखित है , अनुमोदन प्रदान करती है -

[PART II - SEC . 3 ( ii ) ] उपर्युक्त छूट इन शर्तों के अध्यधीन हैः- 4.
इन ट्रेलरों का कभी-कभार प्रचालन किया जाएगा 1
(क)
( ख) लो.नि.वि. / स्थानीय प्राधिकारियों द्वारा विभिन्न सड़कों के लिए विनिर्दिष्ट भार प्रतिबंधों का अनुपालन किया जाएगा और वाहनों को प्रत्येक बार सड़कों पर लाते समय इन प्राधिकारियों से अनुमति ले ली जाएगी 1 सुरक्षा कारणवश ट्रेलर का प्रत्येक प्रचालन राज्य एवं केन्द्र शासित प्रदेश के संबंधित परिवहन विभाग द्वारा अनुमोदित एवं अतरंग निगरानी में होगा 1
(ग) किसी राज्य या केन्द्र शासित प्रदेश के लोक निर्माण विभाग द्वारा यदि निर्देश दिया गया तो लदे हुए वाहनों को उस राज्य एवं केन्द्र शासित प्रदेश में सडकों पर बने पुलों एवं सुरंगो से गुजरने की अनुमित नहीं होगी और ऐसे मामलों में आवेदकों को नदीयों/ नालों/ सुरंगो को पार करने के लिए स्वयं व्यवस्था करनी होगी 1 (घ) वाहनों पर खतरे संबंधी सभी झंडीयां और बत्तियां लगी होनी चाहिएं , बेहतर यह होगा कि लदे हुए वाहन के आगे तथा पीछे एक- एक वाहन स्पष्ट रूप से यह दर्शाता हुअ चले कि भारी लदा हुआ वाहन गुजर रहा है 1 (इ) सड़क की चौड़ाई में ट्रेलरों को जोड़ने की अनुमति नहीं दी जाएगी 1
(च) वाहनों के अवागमन कार्यक्रम की सूचना कम- से- कम 10 दिन पूर्व संबंधित कार्यपालक इंजीनियरों को दी जानी चाहिए और उनकी निकासी प्राप्त कर लेनी चाहिए 1
(छ) यह सुनिश्चित किया जाना चाहिए कि जब ये वाहन चल रहे हों उस समय सड़क सरचना पर कोई अन्य वाहन न हो 1
उक्तवाहनों का अवागमन यातायात के सामान्य प्रवाह को प्रभावित किए बिना होगा 1
(ज)
(झ) मैसर्ज नाबरोस ( ट्रांसपोर्ट ) प्रा. लि. वाहनों के अवागमन से प्रत्यक्ष या अप्रत्यक्ष रूप से सड़क या सड़क संरचना या सड़क इस्तेमाल करने वाले को हुई किसी भी प्रकार की क्षतीपूर्ति के लिए राज्य सरकार को या सड़क इस्तेमाल करने वाले को भुगतान के लिए जिम्मेदार होगी 1
ट्रेलरों को अलग पंजीकृत किया जाएगा , न कि संयुक्त रूप से 1
(त)
सड़कपर ट्रेलरों के अवागमन हेतु अधिकतम गति सीमा 10 कि. मी. प्रति घंटा से अधक नहीं होगी 1 (थ)
5. केन्द्रीय मोटरयान नियमावली , 1989 के नियम 47 के तहत निर्धारित शर्तें पूरी करने तथा बिक्री दस्तावेज प्रस्तुत (बीजक , सभी करों के भुगतान का सबूत ) करने के बाद ही ट्रेलरों का पंजीकरण हरियाणा राज्य में किया जाएगा 1

New Delhi , the 28th February, 2003
S.O. 249 (E). In exercise of the powers conferred by sub- section ( 3 ) of Section 58 of the Motor Vehicles Act , 1988 , the Central Government hereby accords approval to the registration in Haryana of following trailers with maximum safe laden weight and dimensions as mentioned in the Schedule appended hereto:

The above relaxation is subject to the conditions that ; - 4.
(i ) The operations of the trailers shall be done only sparingly .
(ii ) Load restrictions on various roads stipulated by the Public Works Department/ Local Authorities will be observed and permission of such authorities will be obtained every time the vehicles are put on the roads . Each of the such movement will be approved and closely monitored by the concerned road authorities in State/ UT from safety point of view.
(iii) if so directed by the Public Works Department of a State/ UT , the loaded vehicles will not be allowed to pass over the bridges or through tunnels on the roads in that State /UT and in such cases applicants will have to make their own arrangemerits to cross the rivers / nallas or bypass tunnels .
( iv) The vehicle should display all danger flags and lights , preferably the vehicle should be proceeded and followed by a vehicle displaying prominently that a heavy load is passing.
(V) Coupling of the trailer alongwith the width of the road shall not be permitted.

[PART II-SEC. 3 (ii)] (vi) The programme of the movement of the vehicle should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained.
(vii) Itshould be ensured that no other vehicle is on the road structure while this vehicle is moving .
(viii) Thesaid vehicle shall be moved without any hindrance to the normal flow oftraffic.
(ix) M/s. Nabros ( Transport) Pvt . Ltd. Faridabad is liable to pay such amount to the State Government or to other road users where any damage is caused to the roads or road structures or to other road users directly or indirectly due to the movement of such vehicle .
(x) The trailer shall be registered individually and not as a combination .
(xi ) The maximum speed of the trailer for movement on the road shall not exceed 10 Kms/hour .
5. The trailer shall be registered in the State of Haryana only subject to fulfillment of conditions laid down under Rule 47 of the Central Motor Vehicles Rules , 1989 and production of sale documents ( invoice , proof of payment of all taxes) .
