" संविधान के अनुच्छेद 85 के खण्ड ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मैं एतद्वारा राज्य सभा को मंगलवार, 2 दिसम्बर, 2003 को मध्याह्न पूर्व 11.00 बजे नई दिल्ली में समवेत होने के लिए आमंत्रित करता हूं।
