का.आ. 1302(अ) .- यतः पीपल्स लिबरेशन आर्मी, जिसे आमतौर पर पी.एल.ए. के नाम से जाना जाता है और इसके राजनीतिक अंग, रेवोल्यूशनरी पीपल्स फ्रन्ट ( आर.पी.एफ. ) , यूनाइटेड नेशनल लिबरेशन फ्रन्ट (यू.एन.एल.एफ. ), पीपल्स रेवोल्यूशनरी पार्टी ऑफ कांगलीपाक ( पी.आर.ई.पी.ए.के. ) और इसके सशस्त्र अंग " रेड आर्मी ", कांगलीपाक कम्यूनिस्ट पार्टी ( के.सी.पी. ) और इसके सशस्त्र अंग जिन्हें " रेड आर्मी " भी कहा जाता है , कांगली याओल कानबा लुप ( के.वाई. के. एल. ) और मणिपुर पीपल्स लिबरेशन फ्रन्ट ( एम.पी.एल.एफ. ) ( जिन्हें यहां इसके बाद सामूहिक रूप से मैतेई उग्रवादी संगठन कहा गया है ) :-
(i ) भारत से मणिपुर राज्य को अलग करके स्वतंत्र मणिपुर बनाने के अपने लक्ष्य की खुले तौर पर घोषणा की है;
(ii) अपने उपर्युक्त उद्देश्य को प्राप्त करने के लिए सशस्त्र साधनों का इस्तेमाल कर रहे हैं ;
( iii) मणिपुर में सुरक्षा बलों , पुलिस, सरकारी कर्मचारियों और कानूनप्रिय नागरिकों पर हमले कर रहे हैं ;
( iv ) अपने संगठन के लिए धन एकत्र करने के लिए आम जनता को डराने-धमकाने , जबरन धन ऐंठने और लूटपाट के कार्य करते रहे हैं; और
(v ) अपने अलगाववादी उद्देश्य को प्राप्त करने के प्रयोजन से हथियारों और प्रशिक्षण के जरिए विदेशी स्रोतों से सहायता प्राप्त करने और जनमत को प्रभावित करने के लिए उनसे संपर्क स्थापित करने के प्रयास करते रहे हैं ;
2. और यतः , केन्द्रीय सरकार की यह राय है कि उपर्युक्त कारणों से मैतेई उग्रवादी संगठन और उनके द्वारा स्थापित अन्य निकाय , जिनमें ऊपर उल्लिखित सशस्त्र समूह भी शामिल हैं, विधि विरुद्ध संगठन हैं ।

3. अतः अब , विधि विरुद्ध कार्यकलाप ( निवारण ) अधिनियम, 1967 ( 1967 का 37 ) की धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार मैतेई उग्रवादी संगठनों अर्थात् पीपल्स लिबरेशन आर्मी, जिसे आमतौर पर पी. एल.ए. के नाम से जाना जाता है और इसके राजनीतिक अंग, रेवोल्यूशनरी पीपल्स फ्रन्ट ( आर. पी. एफ ) , यूनाइटेड नेशनल लिबरेशन फ्रन्ट (यू.एन.एल.एफ. ) , पीपल्स रेवोल्यूशनरी पार्टी ऑफ कांगलीपाक ( पी.आर.ई.पी.ए.के. ) और इसके सशस्त्र अंग , " रेड आर्मी", कांगलीपाक कम्यूनिस्ट पार्टी ( के.सी.पी. ) और इसके सशस्त्र अंग जिन्हें " रेड आर्मी" कहा जाता है, कांगली याओल कानबा लुप (के.वाई. के. एल. ) और मणिपुर पीपल्स लिबरेशन फ्रन्ट (एम.पी.एल.एफ. ) को, एतद्वारा , गैर-कानूनी संगठन घोषित करती है ।
4. और यतः-
( i) मैतेई उग्रवादी संगठनों के सशस्त्र समूहों और सदस्यों द्वारा सुरक्षा बलों और आम जनता पर बार - बार लगातार हिंसात्मक और आक्रामक कार्रवाईयां की जा रही हैं ;

[PART II SEC. 3( ii) ] ( ii ) मैतेई उग्रवादी संगठनों की संख्या में वृद्धि हुई है ;
(iii) धन संग्रह करना, जबरन वसूली करना और अत्याधुनिक हथियारों को प्राप्त करना जारी है;
( iv ) शरणस्थल, प्रशिक्षण और चोरी छिपे हथियार और गोला बारूद प्राप्त करने के उद्देश्य से कुछ पड़ौसी देशों में लगातार शिविर बरकरार रखे जा रहे हैं ।
5. और यतः , केन्द्रीय सरकार की यह राह है कि मैतेई उग्रवादी संगठनों की उपरोक्त गतिविधियां भारत की संप्रभुता और अखण्डता के प्रति अहितकर हैं और यदि उन पर तुरंत अंकुश और नियंत्रण नहीं लगाया गया तो उक्त मैतेई उग्रवादी संगठन पुनः संगठित हो जाएंगे और हथियारों से लैस हो जाएंगे, अपने संवगों का विस्तार कर लेंगे , अत्याधुनिक हथियारों की प्राप्ति कर लेंगे , जनता और सुरक्षा बलों के जीवन को भारी क्षति पहुंचाएंगे और मणिपुर को भारत से अलग करने की अपनी गतिविधियां तेज कर देंगे ।
6. अतः अब, पैरा 4 और 5 में उल्लिखित परिस्थितियों के संदर्भ में, केन्द्रीय सरकार की यह राय है कि मैतेई उग्रवादी संगठनों अर्थात् पीपल्स लिबरेशन आर्मी , जिसे आमतौर पर पी.एल.ए. के नाम से जाना जाता है और इसके राजनीतिक अंग, रेवोल्यूशनरी पीपल्स फ्रन्ट ( आर.पी.एफ. ) , यूनाइटेड नेशनल लिबरेशन फ्रन्ट (यू.एन.एल.एफ. ) , पीपल्स रेवोल्यूशनरी पार्टी ऑफ कांगलीपाक ( पी.आर.ई.पी.ए.के. ) और इसके सशस्त्र अंग " रेड आर्मी ", कांगलीपाक कम्यूनिस्ट पार्टी ( के.सी.पी. ) और इसके सशस्त्र अंग जिन्हें " रेड आर्मी" कहा जाता है, कांगली याओल कानबा लुप (के.वाई.के.एल. ) और मणिपुर पीपल्स लिबरेशन फ्रन्ट ( एम.पी.एल.एफ. ) को तत्काल प्रभाव से गैर- कानूनी घोषित किया जाना अनिवार्य है, और तदनुसार, विधि विरुद्ध क्रियाकलाप ( निवारण ) अधिनियम, 1967 ( 1967 का 37 ) की धारा 3 की उपधारा (3 ) के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार, एतद्वारा, निर्देश देती है कि यह अधिसूचना, उक्त अधिनियम की धारा 4 के अंतर्गत किए जाने वाले किसी आदेश के अध्यधीन, सरकारी राजपत्र में प्रकाशन की तारीख से प्रभावी होगी ।

NOTIFICATION
New Delhi , the 13th November, 2003
S. O. 1302 (E ). Whereas the Peoples ' Liberation Army , generally known as the PLA, and its political wing, the Revolutionary Peoples ' Front (RPF) , the United National Liberation Front (UNLF) , the people's Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the " Red Army " , the Kangleipak Communist Party (KCP) and its armed wing, also called the " Red Army " , the Kanglei Yaol Kanba Lup (KYKL) and the Manipur Peoples' Liberation Front (MPLF) (hereinafter collectively referred to as the Meitei Extremist Organisations ) have :-
(i) openly declared as their objective the formation of an independent Manipur by secession of Manipur State from Inida;
(ii) been employing and engaging in armed means to achieve their aforesaid objective;
(iii) been attacking the Security Forces , the Police , Government employees and law - abiding citizens in Manipur ;
(iv) been indulging in acts of intimidation , extortion and looting of civilian population for collection of funds for their organization; and
(v) been making efforts to establish contacts with sources abroad for influencing public opinion for securing their assistance by way of arms and training for the purpose of achieving their secessionist objective.
2. And whereas, the Central Government is of the opinion that for the reasons aforesaid, the Meitei Extremist Organisations and other bodies set up by them, including the armed groups named above, are unlawful associations .
3. Now, therefore , in exercise of the powers conferred by Sub - section ( 1 ) of Section 3 of the Unlawful Activities (Prevention) Act , 1967 (37 of 1967 ) , the Central Government hereby declares the Meitei Extremist Organisations, namely , the Peoples' Liberation Army , generally known as the PLA and its political wing, the Revoloutionary Peoples ' Front (RPF) , the United National Liberation Front (UNLF), the People's Revolutionary Party ofKangleipak (PREPAK) and its armed wing, the "Red Army " the Kangleipak Communist Party (KCP) and its armed wing , also called the "Red Army" , the Kaglei Yaol Kanba Lup (KYKL ) and the Manipur Peoples ' Liberation Front (MPLF) to be unlawful associations.
4. And whereas ,--
(i ) there have been repeated continuing and ongoing acts of violence and attacks by ( armed groups and members of the Meitei Extremist Organisations ) on the Security Forces and the civilian population;
(ii) there has been an increase in the strength of the Meitei Extremist Organisations ;
(ii) there has been continued collection of funds / extortions and acquisition of sophisticated weapons;

3 (iv) camps in some neighbouring countries continued to be maintained for the purpose of sanctuary , training and clandestine procurement of arms and ammunition.
5. And whereas, the Central Government is of the opinion that the aforesaid activities of the Meitei Extremist Organisations are detrimental to the sovereignty and integrity of India, and if these are not immediately curbed and controlled, the said Meitei Extremist Organisations would regroup and rearm themselves , expand their cadres , procure sophisticated weapons , cause heavy loss of lives of civilians and Security forces , and accelerate their activities aimed at secession ofManipur from India.
6.Now, therefore, having regard to the circumstances referred in paragraphs 4 and 5, the Central Govemment is ofthe opinion that it is necessary to declare the Meitei Extremist Organisations, namely , the Peoples' Liberation Army , generally known as the PLA and its political wing, the Revolutionary Peoples ' Front (RPF) , the United National Liberation Front (UNLF) , the People's Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army" , the Kangleipak Communist Party (KCP) and its armed wing , also called the " Red Army" , the Kaglei Yaol Kanba Lup (KYKL) and the Manipur Peoples' Liberation Front (MPLF) , as unlawful associations with immediate effect ; and accordingly, in exercise of the powers conferred by the proviso to Sub - section (3 ) of the said Section 3 , the Central Government hereby directs that the Notification shall , subject to any order that may be made under Section 4 of the said Act, have effect fromt the date of publication in the Official Gazette .
