का.आ. 1395 ( अ ) .- केन्द्रीय सरकार ने राष्ट्रीय राजमार्ग अधिनियम, 1956( 1956 का 48 ) जिसे इसमें इसके पश्चात् उक्त अधिनियम कहा गया है , की धारा 5 के अधीन जारी भारत सरकार के तत्कालीन पोत परिवहन और परिवहन मंत्रालय की अधिसूचना सं. का.आ. 9 (अ) तारीख 4 जनवरी , 1973 द्वारा , राष्ट्रीय राजमार्ग सं . 21 के उतने भाग को , जो पंजाब राज्य के भीतर स्थित है , पंजाब राज्य सरकार को सौंप दिया है, अतः अब , केंद्रीय सरकार , राष्ट्रीय राजमार्ग ( राष्ट्रीय राजमार्ग खंड और स्थायी पुल लोक वित्त पोषित परियोजनाओं के उपयोग के लिए फीस ( नियम , 1997 के नियम 3 और नियम 5 के साथ पठित उक्त अधिनियम की धारा 7 और राष्ट्रीय राजमार्ग (फीस की दर ) नियम , 1997 के नियम 3 के उप नियम ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह अधिसूचित करती है कि पंजाब राज्य में राष्ट्रीय राजमार्ग सं. 21 के 56 कि.मी. पर सिरसा नदी के आरपार स्थायी पुल के उपयोग के लिए नीचे अनुसूची में विनिर्दिष्ट दरों पर यांत्रिक यानों पर फीस उद्ग्रहीत और संदत्त की जाएगी और पंजाब राज्य सरकार को केंद्रीय सरकार की ओर से संबंधित विभाग द्वारा या प्रतिस्पर्धात्मक बोली के आधार पर निजी ठेकेदारों के माध्यम से, राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से उक्त अनुसूची में विनिर्दिष्ट दरों पर फीस संग्रहीत करने के लिए प्राधिकृत करती है ।

टिप्पणी: 1. उपर्युक्त अनुसूची में विनिर्दिष्ट दरों का संपूर्ण विक्रय कीमत सूचकांक के आधार पर प्रत्येक पांच वर्ष के पश्चात् केंद्रीय सरकार द्वारा आवधिक रूप से पुनर्विलोकन किया जाएगा तथा पांच रूपए के गुणज में नियत किया जाएगा ।
2. जब उसी यान को एक दिन में एक से अधिक बार पुल पार करना हो तो उपयोक्ता को यह विकल्प होगा कि वह पहली बार ही पुल पार करते समय ऊपर विनिर्दिष्ट दरों का डेढ़ गुणा संदाय कर दे या यदि यान को पुल पूर्ण मास या उससे भी अधिक लंबी अवधि के लिए निरंतर और बार बार पार करना पड़ता है तो यान का स्वामी, तीस एकल दरों के बराबर प्रभारों का संदाय करके मासिक पास प्राप्त कर सकता है । 3. निम्नलिखित प्रकार के यानों पर इस अधिसूचना के अधीन कोई फीस संदेय नहीं होगी या संग्रहीत नहीं की जाएंगी , अर्थात्: -
(i)
रक्षा यान ,
(ii) अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान ,
(iii) पुलिस यान ,
(iv) अग्नि शमन यान ,
(v) एम्बुलेंस ,
(vi) अन्त्येष्टि वेन भारत का राजपत्र असाधारण

(vii) ड्यूटी पर डाक व तार विभाग के यान ,
(viii) ड्यूटी पर केंद्रीय सरकार और राज्य सरकार के यान
स्पष्टीकरण: - इस टिप्पण के प्रयोजनों के लिए , शासकीय रूप से निम्नलिखित से संबंधित यान , अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान समझे जा जाएंगे , अर्थात्: -
(क) भारत का राष्ट्रपति,
(ख) भारत का उप राष्ट्रपति ,
(ग) राज्यों के राज्यपाल
(घ) केंद्रीय और राज्य मंत्री,
(ङ) लोक सभा , राज्य सभा और राज्य विधान मंडलों में विपक्ष के ऐसे नेता जिनकी प्रास्थिति कैबिनेट मंत्री की हो ,
(च) संध राज्य क्षेत्रों के उपराज्यपाल ,
(छ) केंद्रीय और राज्य विधान मंडलों के अध्यक्ष या सभापति,
(ज) भारत के राजकीय दौरे पर उच्च पदस्थ विदेशी व्यक्ति,
(झ) सी डी प्रतीक वाली कारों का उपयोग कर रहे भारत में रह रहे विदेशी राजनयिक , (1) संसद द्वारा जारी , पहचान पत्र दिखाने पर संसद सदस्य,
(ट) पंजाब सरकार के राज्य विधान सभा सदस्य तथा राज्य विधान परिषद सदस्य संबंधित विधानमंडलों द्वारा जारी पहचान पत्र दिखाने पर ।
3. ऊपर उल्लिखित दरें पुल के आसपास सहजदृश्य स्थानों पर सन्निर्मित किसी बोर्ड पर अंग्रेजी , हिंदी दोनो और जिस स्थायी पुल स्थित है उस क्षेत्र की प्रादेशिक भाषा में , सुपाठय रुप में लिखित या मुद्रित रुप में संप्रदर्शित की जाएंगी । यांत्रिक यानों का प्रत्येक चालक , स्वामी या भारसाधक व्यक्ति, स्थायी पुल पार करने से पूर्व या इसे पार करने के पश्चात पार · अवरोधक ( क्रास बार ) पर अपना यान रोकेगा और फीस संग्रहण बूथ पर यानों कद बाबत उदग्रहणीय फीस का संदाय करेगा । पंजाब सरकार द्वारा राष्ट्रीय राजमार्ग ( राष्ट्रीय राजामार्ग खंड और स्थायी पुल लोक वित्तपोषित परियोजना के उपयोग के लिए फीस ) 1997 के साथ संलग्न प्ररुप 'क ' में पुल पार करने वाले किसी यांत्रिक यान की बाबत फीस के संग्रहण के लिए प्राधिकृत व्यक्ति, बदले में एक रसीद दो प्रतियों में तैयार करेगा और उक्त रसीद की एक प्रति यांत्रिक यान के चालक या स्वामी या भारसाधक व्यक्ति को देगा ।

NOTIFICATION
New Delhi , the 5th December , 2003
S.O. 1395 (E ) . Whereas, by the notification of the Government of India in the erstwhile Ministry of Shipping and Transport , No.9 (E), dated the 4th January, 1973 , issued under section 5 of the National Highways Act, 1956 (48 of 1956) , (hereinafter referred to as the said Act ) , the Central Government entrusted so much of National Highway No.21 as are situated within the State of Punjab to the State Government ofPunjab;
Now, therefore, in exercise of powers conferred by section 7 of the said Act , read with rule 3 of the National Highways (Fee for the Use of National Highways Section and Permanent Bridge Public Funded Projects) Rules, 1997 and sub- rule (1 ) of rule 3 of the National Highways (Rate of Fees ) Rules, 1997, the Central Government hereby notifies that there shall be levied and paid fees on mechanical vehicles specified in column (2) of the Schedule below for the use of permanent bridge across river Sirsa at Km 56 on National Highway No.21 in the State of Punjab at the rates specified in column (3 ) of the said Schedule ;
And further, in pursuance of rule 5 of the National Highways (Fee for the use of National Highways Section and Permanent Bridge - Public Funded Projects ) Rule , 1997, all fees levied under this notification shall be collected by the State Government of Punjab concerned departmentally or through private contractors on the basis of competitive bidding on behalf of the Central Government from the date of publication of this notification in the Official Gazette till further order.

Note: 1 The rates specified in the above Schedule shall be reviewed periodically by the Central Government after every five years based on whole sale price index and fixed in multiple of rupees five.
2. When the same vehicle has to cross the bridge more than once in a day, the user shall have the option to pay one and a half times the rates specified above while crossing the bridge in the first trip itself. or if the vehicle has to cross the bridge continuously and quite frequently for the entire month or even beyond that , for much longer period , the vehicle owner can have a monthly pass on the payment of charges equal to thirty single rates .
3. No fee shall be payable or collected under this notification on the following types of vehicles , namely: -
Defence vehicles ;
(i)
(ii) Vehicles with VIP symbols ;
Police vehicles;

(v) Ambulances;
(vi) Funeral Vans ;
(vii) Post and Telegraph Department Vehicles on duty;
(viii) Central and State Government Vehicles on duty.
Explanation - For the purposes of this Note , the vehicles officially belonging to the following shall be deemed to have vehicles having VIP symbols , namely: -
(a) President of India;
(b) Vice President of India;
(c) Governors of States ;
(d) Central and State Ministers ;
(e) Leaders of Opposition of Lok Sabha , Rajya Sabha and State Legislatures having the status of Cabinet Ministers ;
(f) Lieutenant Governors of Union Territories ;
(g) Speakers or Chairmen of Central and State Legislatures ;
(h) Foreign dignitaries on State visit to India;
(i) Foreign Diplomats stationed in India using cars with " CD " symbols ;
(j) Members of Parliament on showing the Identity card issued by the Parliament ;
(k) Members of State Legislative Assembly and State Legislative Council of Government of Punjab on showing the identity card issued by respective legislatures .
3. The above - mentioned rates shall be conspicuously displayed on a Board erected at conspicuous places in the vicinity of the bridge , both legibly written or printed in English, 7

Hindi and the regional language of the area in which the permanent bridge is situated . Every driver , owner or person in - charge of the mechanical vehicles shall, before crossing the permanent bridge or after having crossed it, stop his vehicle at the cross bar and pay the fee leviable in respect of the vehicles at the fee collection booth. The person authorized by the State Government of Punjab to collect fee in respect of any mechanical vehicle crossing the bridges shall in return , prepare a receipt in duplicate in form'A ' appended to the National Highways ( Fees for the use of National Highways , Section and Permanent Bridge- public funded Project ) Rules , 1997 and hand over one copy of the said receipt to the driver or owner or person in charge of the mechanical vehicle .
