सा.का.नि. 932 (अ).-दिल्ली विकास ( विविध ) नियम, 1959 के नियम (4 ) के साथ पठित दिल्ली विकास अधिनियम, 1957 ( 1957 का 57 ) की धारा 57 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए दिल्ली विकास प्राधिकरण एतद्वारा केन्द्र सरकार के पूर्व अनुमोदन से दि.वि.प्रा. में आशुलिपिक, वरिष्ठ आशुलिपिक, निम्न श्रेणी लिपिक एवं टंकक ( हिन्दी/अंग्रेजी ) , उच्च श्रेणी लिपिक, सहायक, कल्याण/कार्मिक निरीक्षक, प्रबंधक ( खेल ) , सहायक प्रबंधक ( खेल ) , खेल पर्यवेक्षक तथा खेल परिचर पदोंके भर्ती नियम बनाता है , जिसे निम्नानुसार पढ़ा जाए:-
:
1. संक्षित नाम और प्रारम्भः-
(1) इन विनियमों को 'आशुलिपिक , वरिष्ठ आशुलिपिक , निम्न श्रेणी लिपिक/ टंकक ( हिन्दी/अंग्रेजी) ,उच्च श्रेणी लिपिक , सहायक , कल्याण/ कार्मिक निरीक्षक, प्रबंधक (खेल) , सहायक प्रबंधक ( खेल) ,खेल पर्यवेक्षक, खेल परिचर , दिल्ली विकास प्राधिकरण 2003 पढ़ा जाए ।
(2) ये विनियम दिल्ली विकास प्राधिकरण द्वारा इनके अनुमोदन की तिथि से प्रभावी होंगे ।
दिल्ली विकास प्राधिकरण में आशुलिपिक के पद हेतु भर्ती नियम ।

(क) सीधी भर्ती हेतु आयु सीमा

(ख) क्या सी.सी.एस. (पेंशन) नियम , 1972 के नियम 30 के अन्तर्गत सेवा के किसी वर्ष को जोड़ने का लाभ अनुमेय है ।
7. सीधी भर्ती हेतु अपेक्षित शैक्षणिक एवं अन्य
योग्यताएं: -
1. किसी मान्यता प्राप्त बोर्ड/ विश्वविद्यालय से सीनीयर सैकेण्डरी प्रमाण-पत्र अथवा समकक्ष ।
2. .आशुलिपि एवं टंकण में दक्षता तथा आशुलिपि में न्यूनतम 80 शब्द प्रति मिनट एवं टंकण में 40 शब्द प्रदति मिनट की गति होनी चाहिए ।
वाछनीयः- किसी मान्यताप्राप्त संस्था से कार्यालय प्रबंध और सचिवालय पद्धति में डिप्लोमा प्राप्त व्यक्तियों को वरीयता दी जाएगी ।

पदोन्नत एवं प्रतिनियुक्त व्यक्तियों के मामले : में क्या सीधी भर्ती हेतु निर्धारित आयु एवं शैक्षणिक योग्यताएं लागू होंगी

94. निरर्हता
इन विनियमों में ऐसा कुछ नहीं है , जिससे केन्द्रीय सरकार/ दिल्ली विकास प्राधिकरण द्वारा समय- समय पर जारी आदेशों के अनुसार अनुसूचित जाति , अनुसूचित जनजाति , भूतपूर्व सैनिक और अन्य विशेष वर्गो के व्यक्तियों को मिलने वाले आरक्षण/छूट या आयु सीमा और अन्य रियायतों पर प्रतिकूल प्रभाव पड़े । कोई भी ऐसा व्यक्ति , जिसने अपनी पत्नी/ पति के जीवित होते हुए दूसरा विवाह कर लिया हो अथवा विवाह करने का अनुबंध किया हो ।
15. शिथिल करने की शक्ति
: जब उपाध्यक्ष , दि.वि.प्रा . की यह राय हो कि ऐसा करना आवश्यक अथवा समीचीन है , तो वह लिखित रूप में कारण 3

रिकार्ड करके किसी श्रेणी अथवा वर्ग अथवा व्यक्तियों या पदों के संबंध में इन विनियमों के किसी भी उपबंध को आदेश द्वारा शिथिल कर सकते है । दिल्ली विकास प्राधिकरण में निम्न श्रेणी लिपिक एवं टंकक, (हिन्दी/अंग्रेजी) के पद के भर्ती विनियम । 1. पद का नाम

(ख) सी.सी.एस. (पेंशन) नियम , 1972 के नियम 30 के अन्तर्गत सेवा के किसी वर्ष को जोड़ने का लाभ क्या अनुमेय हैं ।
7. सीधी भर्ती हेतु अपेक्षित शैक्षणिक एवं अन्य योग्यताएं
किसी मान्यता प्राप्त बोर्ड से कुल मिलाकर 60प्रतिशत अंक या सहित मैट्रिक परीक्षा उत्तीर्ण होनी चाहिए अथवा समकक्ष
या
किसी मान्यता प्राप्त विश्वविद्यालय से स्नातक परीक्षा ( कम से कम द्वितीय श्रेणी में) उत्तीर्ण होने चाहिए अथवा समकक्ष
उन्हें अंग्रेजी में 30 शब्द प्रति मिनट एवं हिन्दी में 25 शब्द प्रति मिनट की गति से टंकण का ज्ञान होना चाहिए ।

12. यदि विभागीय पदोन्नति समिति है तो इसका क्या गठन है
: समूह ' ग 'अधिकारियों की कनिष्ठ स्तरीय विभागीय पदोन्नति समितिः-

13. बचाव
: इन विनियमों में ऐसा कुछ नहीं है जिससे केन्द्रीय सरकार/दिल्ली विकास प्राधिकरण द्वारा समय- समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक और अन्य विशेष वर्गों के व्यक्तियों को मिलने वाले आरक्षण , छूट आयु सीमा और अन्य रियायतों पर प्रतिकूल प्रभाव पड़े । 14. निरर्हता
कोई भी ऐसा व्यक्ति उक्त पद पर नियुक्ति का पात्र नहीं होगा जिसने अपनी पत्नी/ पति के जीवित होते हुए दूसरा विवाह कर लिया हो अथवा विवाह करने का अनुबंध किया हो ।
बशर्ते कि केन्द्रीय सरकार/ दिल्ली विकास प्राधिकरण संतुष्ट हो कि ऐसा विवाह उस व्यक्ति तथा विवाह के दूसरे पक्ष पर लागू स्वयीय विधि के अंतर्गत अनुकूल है और ऐसा करने के अन्य कारण हैं तो किसी व्क्ति को उक्त विनियम के परिचालन से छूट दे सकता है ।
15. शिथिल करने की शक्ति : जब केन्द्रीय सरकार/ उपाध्यक्ष , दि.वि.प्रा . की यह राय हो कि ऐसा करना आवश्यक अथवचा समीचीन है, तो वह लिखित रूप में कारण रिकार्ड करके किसी श्रेणी अथवा वर्ग अथवा व्यक्तियों या पदों के संबंध में इन विनियमों के किसी भी उपबंध को आदेश द्वारा शिथिल कर सकता है । भारत का राजपत्र असाधारण

: इन विनियमों में ऐसा कुछ नहीं है जिससे केन्द्रीय सरकार/दिर्ल विकास प्राधिकरण द्वारा समय- समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनि और अन्य विशेष वर्गो के व्यक्तियों को मिलने वाले आरक्षण , छू आयु सीमा और अन्य रियायतों पर प्रतिकूल प्रभाव पड़े । 14. निरर्हता

बशर्ते केन्द्रीय सरकार/दि.वि.प्रा . यदि इस बात से संतुष्ट हो जाएं कि यह विवाह उस व्यक्ति और विवाह के दूसरे पक्ष पर लागू स्वीय विधि ( पर्सनल लॉ) के अंतर्गत अनुमेय है और ऐसा करने के अन्य कारण हैं , तो वह उस व्यक्ति को इस विनिपयम के प्रवर्तन से छूट दे सकता है ।

In exercise of the powers conferred by Section 57 of the Delhi Development Act , 1957 (57 of 1957 ) read with Rule (4) of the Delhi Development (Misc) Rules, 1959, the Delhi Development Authority hereby makes Recruitment Regulations with the previous approval of the Central Government to the post of Stenographers , Sr. Stenographers , LDC-cum-Typist (Hindi/English), Upper Division Clerks, Assistants , Welfare/Personnel Inspector Manager (Sports) , Assistant Manager ( Sports ) , Game Supervisor and Games Attendant in the DDA which may be read as under:
I. Short title and commencement: -
