सा.का.नि. 1 (अ) .-केन्द्र सरकार का, पदार्थों ( प्राकृतिक अथवा संश्लेषी ) , अथवा प्राकृतिक सामग्री की प्रकृति और प्रभाव एवं ऐसे पदार्थों से संबंधित उपांतरणों तथा मनः प्रभावी पदार्थों पर संयुक्त राष्ट्र कन्वेंशन, 1971 में शामिल किए गए परिवर्तनों के संबंध में उपलब्ध सूचना और साक्ष्य के आधार पर समाधान हो गया है ;
अतः , अब, केन्द्रीय सरकार स्वापक औषधि और मनः प्रभावी पदार्थ अधिनियम, 1985 ( 1985 का 61 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उस अधिनियम की अनुसूची में निम्नलिखित संशोधन करती है, अर्थात्:-

G.S.R. 1 (E) . Whereas the Central Government is satisfied on the basis of information and evidence which is available with it with respect to the nature and effect of the substances (natural or synthetic) , or natural material and the modifications with respect to such substances and the changes that have been incorporated in the United Nations Convention on Psychotropic Substances , 1971 ;
Now, therefore, in exercise of the powers conferred by Section 3 ofthe Narcotic Drugs and Psychotropic Substances Act, 1985 (61 of 1985), the Central Government hereby makes the following further amendments to the Schedule ofthat Act, namely:-
