सा.का.नि. 6 ( अ ) .- केन्द्रीय सरकार, जूट विनिर्मिति विकास परिषद् अधिनियम, 1983 ( 1983 का 27 ) की धारा 25 द्वारा प्रदत शक्तियों का प्रयोग करते हुए, जूट विनिर्मिति विकास परिषद् ( प्रक्रियात्मक ) नियम, 2002 में निम्नलिखित संशोधन करती है, अर्थात्: --
1. संक्षिप्तनाम औरप्रारंभ
(1 ) इन नियमों का संक्षिप्त नाम जूट विनिर्मिति विकास परिषद् ( प्रक्रियात्मक ) ( संशोधन ) नियम, 2003 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. नियम 6 में , उपनियम ( 2 ) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्: -

(क) केन्द्रीय सरकार के लिए अधिनियम की धारा 3 की उपधारा (4 ) के अधीन नियुक्त किसी सदस्य के स्थान पर दो वर्ष पूरे किए जाने से पूर्व किसी अन्य व्यक्ति की नियुक्ति करना सक्षम होगा, यदि उसकी यह राय हो कि ऐसा सदस्य, ऐसे हितों का प्रतिनिधित्व नहीं कर रहा है, जिनका प्रतिनिधित्व करने के लिए उसकी नियुक्ति की गई थी । परिषद् के किसी सदस्य के स्थान पर अन्य व्यक्ति की नियुक्ति करने से पूर्व ऐसा करने के कारणों को सम्यक् रूप से अभिलिखित किया जाएगा ।
(ख) इस नियम के अधीन किसी सदस्य के विरूद्ध कोई कार्रवाई करने से पूर्व उसे अपने मामले को प्रस्तुत करने का अवसर दिया जाएगा । (3) नियम 12 में, उपनियम (4 ) में, " दस दिन की स्पष्ट सूचना " शब्दों के स्थान पर, " पांच दिन की स्पष्ट सूचना " शब्द रखे जाएंगे । (4) हिन्दी पाठ में संशोधन की आवश्यकता नहीं है ।

G.S.R. 6 (E)-In exercise of the powers conferred by Section 25 of the Jute Manufactures Development Council Act, 1983 (27 of 1983 ), the Central Government hereby makes the following amendments in the Jute Manufactures Development Council (Procedural) Rules, 2002, namely : ---
1. Short title and commencement
(1) These rules may be called the Jute Manufactures Development Council (Procedural ) (Amendment) rules , 2003.

[PART II-SEC. 3(1) ] (2) These rules shall come into force on the date of their publication in the Official Gazettee .
2.In rule6, for Sub - rule (2 ), the following shall be substituted , namely:-
2.(a) It shall be competent for the Central Government to appoint another person in the place of a member appointed under Sub-section (4) of Section 3 of the Act before the completion of two years , if it is of opinion that such member has ceased to represent the interests, he was appointed to represent. Before appointing another person in place of a member of the Council, reasons therefore have to be duly recorded.
case . (b) Before taking any action under this sub - rule against a member, he shall be given an opportunity to present his 3. In rule 12, in sub -rule ( 4) , for the words " ten clear days' notice " , the words " five clear days' notice" may be substituted .
4. In rule 14, below, Sub -rule ( 1 ) titled as 'power of appointment' , in Sub - rule titled as 'Other powers' , for number of Sub - rule " ( 1 ) " , the number " (2)" may be substituted .
