93- सं. 12011 /4/2002 - बी.सी.सी. भारत सरकार ने कार्मिक, लोक शिकायत तथा पेंशन ( कार्मिक एवं प्रशिक्षण ) मंत्रालय के का.. संवि०० स्था. ( एस.सी.टी. ) दिनांक 8 सितम्बर , 1993 के तहत अन्य पिछड़े वर्गों के पक्ष में सीधी भर्ती के माध्यम से भरे जाने वाले केन्द्र सरकार के अधीन सिविल पदों और सेवाओं में 27 % रिक्तियां आरक्षित की हैं ।
2. राष्ट्रीय पिछड़ा वर्ग आयोग की स्थापना राष्ट्रीय पिछड़ा वर्ग आयोग अधिनियम , 1993 के उपबंधों के अनुसार अन्य पिछड़े वर्गों की केन्द्रीय सूचियों में शामिल करने के अनुरोधों तथा अधिक शामिल करने और कम शामिल करने की शिकायतों को प्राप्त करने, जांचने और उनकी सिफारिश करने के लिए की गई थी।
3. इस सबंध में 26 राज्यों/ संघ राज्य क्षेत्रों से संबंधित अन्य पिछड़ें वर्गों की सामान्य केन्द्रीय सूची को कल्याण मंत्रालय के संकल्प सं. 12011/68/93- बी.सी.सी. ( सी ) दिनांक 10 सितम्बर , 1993, सं. 12011 /9/94- बी.सी.सी. , दिनांक 19 अक्तूबर, 1994, सं. 12011/7/95- बी.सी.सी. , दिनांक 24 मई, 1995, सं. 12011/99/94- बी.सी.सी. , दिनांक 11 दिसम्बर, 1997 , के तहत अधिसूचित किया गया । उपर्युक्त सूचियों को राष्ट्रीय पिछड़ा वर्ग आयोग की सिफारिशों के आधार पर संशोधित किया गया था और समय- समय पर संकल्प सं. 12011 /96/94- बी. सी.सी. , दिनांक 9 मार्च, 1996, सं. 12011/44/96-बी.सी.सी. , दिनांक 6 दिसम्बर, 1996 , सं. 12011 /13/97- बी.सी.सी . , दिनांक 3 दिसम्बर, 1997 , सं. 12011/68/98- बी.सी.सी. , दिनांक 27 अक्तूबर, 1999 , सं. 12011/88/99- बी.सी.सी. , दिनांक 6 दिसम्बर, 1999, सं. 12011/36/99- बी.सी.सी. , दिनांक 4 अप्रैल, 2000, सं. 12011/44/99- बी.सी.सी. , दिनांक 21 दिसम्बर, 2000, सं. 12015/9/2000- बी.सी.सी. , दिनांक 06-09-2001 तथा 12011/1 /2001- बी.सी.सी. , दिनांक 19-6-2003 के तहत जारी की गई ।
4. राष्ट्रीय पिछड़ा वर्ग आयोग ने तदन्तर आंध्र प्रदेश, बिहार, पंजाब , सिक्किम, तमिलनाडु और उत्तर प्रदेश से संबंधित अन्य पिछड़ें वर्गों की केन्द्रीय सूची में शामिल करने/संशोधन करने के लिए जातियों/समुदायों (उपजातियों/पर्यायों सहित ) की सिफारिश की है ।
5. सरकार ने आयोग की सिफारिशों पर विचार किया है और उन्हें स्वीकार कर लिया है । तद्नुसार उपर्युक्त राज्यों से संबंधित अन्य पिछड़ें वर्गों की केन्द्रीय सूची में अनुबंध में दिए गए अंतर्वेशनों/संशोधनों को एतद्वारा अधिसूचित किया है । ये अंतर्वेशन संशोधन इस संकल्प के जारी होने की तारीख से प्रभावी होंगे । निम्नलिखित राज्यों के संबंध में अन्य पिछड़ें वर्गों की केन्द्रीय सूची में समावेश/संशोधन:-

No. 12011/4/2002 -BCC.- The Government of India, vide the Ministry of Personnel , Public Grievances and Pension (Department of Personnel and Training ) OM No. 36012/22/93 - Estt. ( SCT) dated the 8th September , 1993 have reserved 27% of vacancies in Civil Posts and Services under the Central Government, to be filled through direct recruitment in favour of the Other Backward Classes ( OBCs ) .
2. The National Commission for Backward Classes (NCBC ) was set up as per the provisions of the NCBC Act , 1993 to entertain, examine and recommend upon the requests for inclusion and complaints of over - inclusion and under - inclusion in the Central Lists of OBCs .
3. The Common Central List of OBCs in respect of 26 States /UTs were notified vide Ministry of Welfare Resolution No. 12011 /68/93 - BCC ( c) dated the 10th September , 1993 , No. 12011/9/1994- BCC dated the 19th October , 1994, No. 12011/7/1995 -BCC dated the 24th May, 1995, No. 12011 /99/94-BCC dated the 11th December , 1997. The said lists were modified on the basis of the recommendations of the NCBC and notified from time to time vide Resolutions No. 12011 /96/94 - BCC dated the 9th March, 1996 , No. 12011 /44/96 -BCC dated the 6th December , 1996, No. 12011/ 13/97 -BCC dated the 3rd December, 1997, No. 12011/68/98 - BCC dated the 27th October , 1999 , No. 12011/88 / 99 - BCC dated the 6th December , 1999, No. 12011 /36 /99 -BCC dated the 4th April , 2000 , No. 12011 /44/99 - BCC dated the 21st September, 2000, No. 12015/9 /2000 -BCC dated the 6th September, 2001 and No. 12011 /1 /2001 -BCC dated the 19th June , 2003 .
4. The NCBC have subsequently recommended castes/ communities ( including sub -castes/synonyms ) for inclusion/ amendment in the Central Lists of OBCs in respect of Andhra Pradesh, Bihar, Punjab , Sikkim, Tamil Nadu and Uttar Pradesh. 5. The Government have considered and accepted the recommendations of the Commission. Accordingly , the inclusions/ amendments in the Central Lists of OBCs in respect of aforesaid States as given in the Annexure is hereby notified. These inclusions / amendments shall take effect from the date of issue of this Resolution.
