का.आ. १5( अ ).- केन्द्रीय सरकार, राष्ट्रीय राजमार्ग ( राष्ट्रीय राजमार्ग प्रखंड और स्थायी पुल-लोक वित्तपोषित परियोजनाओं के उपयोग के लिए फीस ) नियम, 1997 के नियम 3 और नियम 9 तथा राष्ट्रीय राजमार्ग (फीस की दर) नियम, 1997 के नियम 3 के उपनियम (1 ) के साथ पठित राष्ट्रीय राजमार्ग अधिनियम , 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अधिसूचित करती है कि केरल में राष्ट्रीय राजमार्ग सं0 47 पर थिरुवनंतपुरम- नैयातिंकारा संयुक्त बाईपास के 5750 जरीब पर आकुलम कयाल के आरपार स्थायी आकुलम पुल (जिसे इसमें इसके पश्चात् उक्त पुल कहा गया है) के उपयोग के लिए यांत्रिक यानों पर नीचे दी गई अनुसूची में विनिर्दिष्ट दरों पर फीस उद्गृहीत और संदत्त की जाएगी और भारत सरकार की ओर से केरल सरकार को , शाश्वतिक आधार पर उक्त अनुसूची में विनिर्दिष्ट दरों पर फीस संग्रहीत करने केलिए प्राधिकृत करती है ।
2. दरें पांच रुपए के गुणज में थोक मूल्य सूचकांक पर आधारित पांच वर्ष के पश्चात् केन्द्रीय सरकार द्वारा पुनर्विलोकित की जाएंगी ।
3. यह अधिसूचना इसके प्रकाशन की तारीख को प्रवृत्त होगी ।

4. जब उसी यान को एक दिन में एक से अधिक बार पुल पार करना हो तो उपयोगकर्ता को यह विकल्प होगा कि वह पहली बार पुल पार करते समय ऊपर विनिर्दिष्ट दरों का डेढ़ गुणा संदाय कर दे या यदि यान को पुल पूर्ण मास या उससे भी अधिक लम्बी अवधि के लिए निरंतर और बार बार पार करना पड़ता है तो यान का स्वामी, पूर्वोक्त अनुसूची में यथा विनिर्दिष्ट इस पर लागू तीस एकल दरों के बराबर प्रभारों का संदाय करके मासिक पास प्राप्त कर सकता है ।
5. निम्नलिखित यान अनुसूची में ऊपर विनिर्दिष्ट फीस से छूट प्राप्त होंगे , अर्थात् : -
(i) रक्षा यान ;
(ii) पुलिस यान ;

(iii) अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान;
(iv) अग्नि शमन यान ;
(v) एंबुलेंस ;
(vi) अंत्येष्टि वैन ;
(vii) डाक व तार विभाग के यान ;
(viii) ड्यूटी पर केन्द्रीय सरकार और राज्य सरकार के यान, और
निम्नलिखित यान , अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान समझे जाएंगे, अर्थात्: -
(i) भारत का राष्ट्रपति ;
(ii) भारत का उपराष्ट्रपति ;
(iii ) केन्द्रीय और राज्य मंत्री, जब कि वे यानों में हों ;
(iv) लोक सभा या राज्य सभा या राज्य विधान मंडलों में विपक्ष के ऐसे नेता जिनकी प्रास्थिति कैबिनेट मंत्री की हो , जब कि वे यानों में हों ;
(v) राज्यों के राज्यपाल ;
(vi) संघ राज्य क्षेत्रों के उपराज्यपाल ;
(vii) केन्द्रीय और राज्य विधान मंडलों के अध्यक्ष या सभापति, जबकि वे , यानों में हों;
(viii) संसद द्वारा जारी पहचान पत्र दिखाने पर संपूर्ण भारत में संसद सदस्य ;
(ix) राज्य विधान सभाओं /परिषदों, के सदस्य स्वयं के राज्य में उनके संबंधित विधानमंडल द्वारा जारी पहचान पत्र दिखाने पर ;
(x) भारत के शासकीय दौरे पर उच्च पदस्थ विदेशी व्यक्ति ;
(xi ) सी डी/ सी सी नम्बर प्लेट वाली कारों का उपयोग कर रहे भारत में रह रहे उच्च पदस्थ विदेशी व्यक्ति;

[PART II-SEC . 3 (ii)] (xii) शोर्य पुरस्कारों अर्थात् परम वीर चक्र, अशोक चक्र, महावीर चक्र , कीर्ति चक्र, वीर चक्र और शौर्य चक्र के विजेता सक्षम प्राधिकारी द्वारा पुरस्कार को . अधिप्रमाणित करने वाले पहचान पत्र को दिखाने पर ।
फीस की दरें, फीस के संदाय से छूट प्राप्त यानों के प्रवर्ग और उस प्राधिकारी का नाम, पता और टेलीफोन नंबर जिसे शिकायत, यदि कोई हो, की जानी चाहिए , पथकर बूथों से 500 मीटर आगे, पथकर बूथों से 100 मीटर आगे और पथकर बूथों पर भी, सहज दृश्य और प्रमुख रूप से प्रदर्शित की जाएंगी , प्रदर्श बोर्डों की ऊंचाई और अक्षरों का आकार ऐसा हो कि चालकों के लिए प्रदर्श बोर्डों को पढ़ना आसान हो ।

NOTIFICATION
New Delhi , the 19th January , 2004
S.O. 95 ( E ) . In exercise of powers conferred by section 7 of the National Highways Act , 1956 (48 of 1956) , read with rules 3 and 9 of the National Highways ( Fees for the use of National Highway Section and permanent Bridge - Public Funded Projects ) Rules , 1997 and sub- rule ( 1 ) of rule 3 of the National Highway (Rate of Fee) Rules , 1997 , the Central Government hereby notifies that there shall be levied and paid fees on mechanical vehicles for the use of permanent Akkulam bridge across Akkulam Kayal at Chainage 5750 of Thiruvananthapuram - Neyyattinkara combined Bypass on National Highway No. 47 in Kerala ( hereinafter referred to as the said bridge ) at the rates specified in the Schedule given below and hereby authorise the Government of Kerala on behalf of the Government of India to collect fees at the rates specified in the said Schedule on the perpetuity basis .
2. The rates shall be reviewed by the Central Government after a five years based on wholesale price index in multiple of rupees five .

2. Motor.car , taxi , jeep , auto rickshaw , three wheeler vehicle, pick- up van, station - wagon, tempo or other auto -driven light vehicles with or without trailer .

3. Light commercial vehicles

4. Bus , truck and other heavy vehicles including truck trailer combination laden with goods or passengers or unladen and other mechanically propelled vehicles .
4. When the same vehicle has to cross the bridge more than once in a day , the user shall have the option to pay one and a half times the rates specified above while crossing the bridge in the first trip itself, or if the vehicle has to cross the bridge continuously and quite frequently for the entire month or even beyond that, for much longer period, the vehicle owner can have a monthly pass on the payment of charges equal to thirty single rates applicable to it as specified in the aforesaid Schedule;

5. The following vehicles shall be exempted from the fee specified above in the Schedule , namely: -
(i) Defence vehicles ;
Police vehicles ;
(ii)
Vehicles having Very Important Persons (VIP) symbols ;
(iii)
Fire fighting vehicles;
(iv)
Ambulances;
(v)
(vi) Funeral vans ;
(vii) Post and telegraph departments vehicles ;
(viii) Central and State Government vehicles on duty; and
the following vehicles shall be deemed to be vehicles having VIP symbols namely: - ,
President of India;
(i)
(ii) Vice President of India;
(iii) Central and State Ministers , while in vehicles ;

[PART II-SEC. 3(ii)] (iv) Leaders of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the status of a Cabinet Ministers while in vehicles ;
(v) Governors of States;
Lieutenant Governors of Union Territories ;
(vi)

vii ) Speakers or Chairman of Central and State legislatures , while in vehicles ;
(viii) Members of Parliament in the entire country on production of Identity Cards issued by Parliament;
(ix) Members of State Legislative Assemblies or Legislative Councils within the state on production of Identity Cards issued by their respective Legislature ;
(x) Foreign Dignitaries on State visit to India;
(xi) Foreign dignitaries stationed in India using cars with CD/CC number plate ;
(xii) Winners of the Gallantry awards namely Param Vir Chakra, Ashok Chakra, Maha Vir Chakra, Kirti Chakra, Vir Chakra and Shaurya Chakra on production of Identity Card authenticating the Award by the competent Authority;
6. The rates of fee, the categories of vehicles exempted from payment of fee and the name, address and telephone number of the authority to whom complaints , if any, should be addressed , shall be conspicuously and prominently displayed 500 Metre ahead ofthe toll booths, 100 Metre ahead of the toll booths and at the toll booths also , the height of the display boards and size of letters being such that it is easy for drivers to read the displayboards.
