आ.अ. 7(अ).-लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 22 की उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग दिनांक 4 अप्रैल , 1991 की अधिसूचना सं. 434/केरल/91 ( 2 ) में निम्नलिखित संशोधन करता है, अर्थात्: -
(1 ) उक्त अधिसूचना से संलग्न सारणी के स्तम्भ ( 2 ) में दर्शाए गए क्र. सं. 2 और की विद्यमान प्रविष्टि के स्थान पर, उसके संबंध में स्तम्भ ( 1 ) के 1 - कासरागोड संसदीय निर्वाचन क्षेत्र के लिए रिटर्निंग आफिसर के सामने , " सहायक निदेशक पंचायत कासरागोड" प्रविष्टि प्रतिस्थापित की जाएगी।
( 2) उक्त अधिसूचना से संलग्न सारणी के स्तम्भ ( 2 ) में क्रम सं. 2 की विद्यमान प्रविष्टि के स्थान पर, स्तम्भ ( 1 ) में 2 - कन्नानोर संसदीय निर्वाचन क्षेत्र के लिए रिटर्निंग आफिसर के सामने , " अपील प्राधिकारी ( एल आर ) कन्नानोर " प्रविष्टि प्रतिस्थापित की जाएगी ।
(3 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में क्रम सं. 2 और 3 की विद्यमान प्रविष्टियों के स्थान पर, 4- कोझीकोड संसदीय निर्वाचन क्षेत्र के लिए रिटर्निंग आफिसर के सामने, क्रमशः " उप कलेक्टर , सतर्कता उत्तर जोन , कोझीकोड और प्रभागीय राजस्व अधिकारी, कोझीकोड" प्रविष्टियां प्रतिस्थापित की जाएंगी ।
(4 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में , क्रम संख्या 1 की विद्यमान प्रविष्टि के स्थान पर, स्तम्भ ( 1 ) पर 6 - पोन्नानी संसदीय निर्वाचन क्षेत्र के लिए रिटर्निंग आफिसर के सामने क्रमशः " उप कलेक्टर, ( एल ए ) कलेक्टोरेट मालापुरम " प्रविष्टियां प्रतिस्थापित की जाएंगी ।
(5 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 3 की विद्यमान प्रविष्टि के स्थान पर, स्तम्भ ( 1 ) पर 7- पालक्कड संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने, " संयुक्त रजिस्ट्रार सहकारी समितियां ( लेखा- परीक्षा ) पालक्कड" प्रविष्टि प्रतिस्थापित की जाएंगी ।
(6 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ (2 ) में, क्रम संख्या 7 की विद्यमान प्रविष्टि के स्थान पर , स्तम्भ ( 1 ) पर 9 - त्रिरसुर संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " उप कलेक्टर , ( एल आर ) त्रिरसुर " प्रविष्टि प्रतिस्थापित कीजाएंगी ।
(7 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में , क्रम संख्या 5 की विद्यमान प्रविष्टि के स्थान पर, स्तम्भ ( 1 ) पर 14- इदुक्की संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " उप कलेक्टर, ( इलाइची बन्दोबस्त) कलेक्टोरेट इदुक्की " प्रविष्टि प्रतिस्थापित की जाएंगी ।

[PART II-SEC. 3 (iii) ] ( 8 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 3 और 6 की विद्यमान प्रविष्टि के स्थान पर , स्तम्भ ( 1 ) पर 15-अलापुझा संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " उप- कलेक्टर, ( एल ए ) ( सामान्य) अलापुझा' 'और " उप- कलेक्टर ( एल आर ) अलापुझा " प्रविष्टि प्रतिस्थापित की जाएंगी ।
( १ ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 5 की विद्यमान प्रविष्टि के स्थान पर , स्तम्भ ( 1 ) पर 16 -मवेलीकारा संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " उप कलेक्टर, ( एल ए ) कलेक्टोरेट पथानमिट्टटा " प्रविष्टि प्रतिस्थापित की जाएंगी ।
( 10 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 4 और 5 की विद्यमान प्रविष्टि के स्थान पर , स्तम्भ ( 1 ) पर 18-कोलाम संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " प्रविष्टि के सामने क्रमशः " उप कलेक्टर, ( आर आर) कोलाम" और " सहायक विकास आयुक्त ( पीए ) , कोलाम " प्रविष्टियां प्रतिस्थापित की जाएंगी ।
(11 ) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 2 , 7 और 8 की विद्यमान प्रविष्टियों के स्थान पर , स्तम्भ ( 1 ) पर 19 - चिरामिनाकल संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " सहायक सचिव , सर्वेक्षण और भू- रिकार्ड निदेशालय , तिरुवन्तापुरम " , " सहायक आयुक्त ( आवास ) भू- राजस्व कमिश्नरों का कार्यालय , तिरुवन्तापुरम " और " जिला आपूर्ति अधिकारी, तिरुवन्तापुरम " प्रविष्टियां प्रतिस्थापित की जाएंगी ।
( 12) उक्त अधिसूचना के संलग्न सारणी के स्तम्भ ( 2 ) में, क्रम संख्या 5 की विद्यमान प्रविष्टि के स्थान पर , स्तम्भ ( 1 ) पर 20- तिरुवन्तापुरम संसदीय निर्वाचन क्षेत्र के लिए " रिटर्निंग आफिसर " के सामने क्रमशः " उप निदेशक, पंचायत, तिरुवन्तापुरम" प्रविष्टियां प्रतिस्थापित की जाएंगी ।

NOTIFICATION
New Delhi , the 8th March, 2004
O.N. 7(E). In exercise of the powers conferred by Sub - rule ( 1 ) of Section 22 of the Representation of the People Act , 1951 (43 of 1951 ) , the Election Commission hereby makes following amendments in its Notification No. 434 /KL /91 (2 ) , dated 4th April, 1991 , namely:-
(1 ) In place of the existing entry at Serial No. 2 in column ( 2) of the Table appended to the said Notification, against the entry " Returning Officer - 1 Kasaragod Parliamentary Constituency " of column (1 ) thereof, following entry shall be substituted " Assistant Director of Panchayats , Kasaragod " .
(2) In place of the existing entry at Serial No. 2 in column (2) of the Table appended to the said Notification, against the entry "Returning Officer - 2 Kannur Parliamentary Constituency " of column ( 1 ) thereof, following entry shall be substituted " Appellate Authority ( LR ) Kannur" .
(3) In place of the existing entries at Serial No. 2 and 3 respectively in column (2 ) of the Table appended to the saidNotification , against the entry " Returning Officer -4 Kozhikode Parliamentary Constituency " of column (1) thereof, following entries shall be substituted respectively " Deputy Collector, Vigilance , North Zone , Kozhikode" and " Revenue Divisional Officer , Kozhikode" .
(4) In place of the existing entry at Serial No. 1 in column (2 ) of the Table appended to the said Notification, against the entry " Returning Officer -6 Ponnani Parliamentary Constituency " of column ( 1 ) thereof, following entry shall be substituted " Deputy Collector (LA) , Collectorate , Malapuram" .
(5) Inplace of the existing entry at Serial No. 3 in column (2 ) of the Table appended to the said Notification , against the entry " Returning Officer - 7 Plakkad Parliamentary Constituency " of column ( 1 ) thereof, following entry shall be substituted " Joint Registrar of Coop. Societies (Audit ) , Palakkad" .
(6) In place of the existing entry at Serial No. 7 in column (2 ) of the Table appended to the said Notification, against the entry " Returning Officer -9 Thrissur Parliamentary Constituency" of column ( 1 ) thereof, following entry shall be substituted " Deputy Collector (LR) , Thrissur " .
(7) In place of the existing entry at Serial No. 5 in column (2) of the Table appended to the said Notification, against the entry " Returning Officer - 14 Idukki Parliamentary Constituency " of column (1 ) thereof, following entry shall be substituted " Deputy Collector ( Cardamom Settlement ) Collectorate Idukki " .

3 (8) In place of the existing entries at Serial No. 3 and 6 respectively in column (2 ) of the Table appended to the said Notification, against the entries " Returning Officer - 15 Alapuzha Parliamentary Constituency" of column(1 ) thereof, following entries shall be substituted respectively " Deputy Collector (LA) ( General ), Alapuzha" and " Deputy Collector ( LR), Alapuzha" .
(9) In place of the existing entry at Serial No. 5 in column (2) of the Table appended to the said Notification , against the entry " Returning Officer - 16 Mavelikara Parliamentary Constituency " of column ( 1 ) thereof, following entry shall be substituted " Deputy Collector ( LA) , Collectorate Pathanamthita ".
( 10) In place of the existing entries at Serial No. 4 and 5 respectively in column (2) of the Table appended to the said Notification , against the entries " Returning Officer - 18 Kollami Parliamentary Constituency" of column ( 1 ) thereof, following entries shall be substituted respectively " Deputy Collector (RR) , Kollam " and "Assistant Development Commissioner (PA) , Kollam. "
(11) In place of the existing entries of Serial No. 2, 7 and 8 respectively in column (2) of the Table appended to the said Notification, against the entries " Returning Officer- 19 Chirayinkil Parliamentary Constituency" of column ( 1 ) thereof, following entries shall be substituted respectively "Assistant Secretary , Directorate of Survey & Land Records , Thiruvananthapuram " , " Assistant Commissioner (Housing ) , Commissionerate of Land Revenue, Thiruvanthapuram " and " District Supply Officer , Thiruvananthapuram " .
(12) In place of the existing entry at Serial No. 5 respectively in column (2 ) of the Table appended to the said Notification, against the entry " Returning Officer-20 Thiruvananthapuram Parliamentary Constituency " of column ( 1 ) thereof, following entriy shall be substituted "Deputy Director of Panchayat , Thiruvananthapuram" .
