आ.अ. 8(अ).- यतः लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 12 के अधीन जारी और भारत के राजपत्र में 9 मार्च, 2004को प्रकाशित अधिसूचना द्वारा नीचे की सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट राज्यों की विधान सभा के प्रत्येक सदस्य से यह अपेक्षा की है कि उक्त सारणी के स्तम्भ ( 2 ) में राज्यों के सामने विनिर्दिष्ट संख्या में सदस्य निर्वाचित कर दें ।

नियत करता है; और
( आ) 9.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय, उस समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो, उक्त विनिर्दिष्ट तारीख को मतदान होगा ।

New Delhi , the 9th March, 2004
O.N. 8(E). Whereas the President of India has , by notification issued under Section 12 of the Representation of the People Act, 1951 (43 of 1951 ), and published in the Gazette of India on 9th March , 2004, been pleased to call upon the elected members of each of the Legislative Assemblies of the States, specified in column ( 1 ) of the Table below, to elect to the Council of States , the number of members specified against that State in column (2) of the said Table:

Now, therefore, in pursuance of Sub- section (1 ) ofSection 39 and Section 56 of the said Act, the Election Commission ofIndia hereby-
(A) appoints, with respect to the said election in each of the above mentioned States,--
(a) the 16th March, 2004 (Tuesday ), as the last date for making nominations ;
(b) the 17th March, 2004 (Wednesday), as the date for the scrutiny of the nominations ;
(c) the 19th March , 2004 ( Friday) , as the last date for the withdrawal of candidatures ;
(d) the 26th March, 2004 (Friday), as the date on which poll shall , ifnecessary, be taken; and (e) the 29th March, 2004 (Monday), as the date before which the election shall be completed; and (b) fixes the hours from 9.00 A.M. to 4.00 P.M. , as the hours during which the poll shall , if necessary, be taken in alt the above mentioned States, on the date specified above , for the election .

आ.अ. १(अ).-लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 21 के अनुसरण में और धारा 22 की उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत निर्वाचन आयोग नीचे की सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट प्रत्येक राज्य सरकार के परामर्श से राज्य सभा के द्विवार्षिक निर्वाचनों के संबंध में राष्ट्रपति की 9 मार्च, 2004 को भारत के राजपत्र में प्रकाशित अधिसूचना के अनुसरण में इसके द्वारा : - ( i ) उक्त सारणी के स्तम्भ ( 2 ) में तत्स्थानी प्रविष्टि विनिर्दिष्ट अधिकारी को पदाभिहित करता है; और
( ii ) उक्त सारणी के स्तम्भ ( 3 ) में तत्स्थानी प्रविष्टि में विनिर्दिष्ट अधिकारियों को, रिटर्निंग आफिसर के कार्य के निष्पादन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है ।

O.N. 9(E) . In pursuance of Section 21 , and in exercise of the powers conferred by Sub - section (1 ) of Section 22, of the Representation of the People Act, 1951 (43 of 1951 ), the Election Commission of India , in consultation with the Government of each State , specified in column (1 ) ofthe TABLE below , hereby :-
(i) designates the officer , specified in the corresponding entry in column (2) of the said TABLE , to be the Returning Officer; and
(ii) appoints the officer , specified in the corresponding entry in column (3 ) of the said Table, to be the Assistant Returning Officer to assist the Returning officer in the performance of his functions ;
in respect of the biennial elections to the Council of States , to be held in that State , in pursuance of the notification ofthe President of India, published in the Gazette of India on 9th March , 2004:

आ.अ. 10(अ).-यतः भारत के राष्ट्रपति ने लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 12 के अधीन जारी और 9 मार्च, 2004 को भारत के राजपत्र में प्रकाशित अधिसूचना द्वारा पंजाब राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा की है कि वे श्री अश्विनी कुमार, श्री लाजपत राय और श्री सुखबीर सिंह के 9 अप्रैल , 2004 को उनकी पदावधि के अवसान पर सेवा निवृत्त होने से राज्य सभा में उत्पन्न रिक्ति को भरने के लिए उक्त सदन हेतु तीन सदस्य निर्वाचित कर दें । \
अत अब, उक्त अधिनियम की धारा 39 की उपधारा ( 1 ) और धारा 56 के अनुसरण में भारत निर्वाचन आयोग एतद्वारा:-- (अ) उक्त निर्वाचन के संबंध में:-

Now, therefore, in pursuance of Sub- section ( 1) ofSection 39 and Section 56 ofthe saidAct, the Election Commission of India hereby-
appoints , with respect to the said election , (A)
