विश्वविद्यालय अनुदान आयोग ( विश्वविद्यालयों द्वारा सूचना दिया जाना ) नियम , 2004
सा.का.नि. 182 ( अ ) .-विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा 25 की उपधारा ( 2 ) के खण्ड ( च ) और ( ट ) के साथ पठित उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विश्वविद्यालय अनुदान आयोग (विश्वविद्यालयों द्वारा सूचना दिया जाना ) नियम, 1979 का अतिक्रमण करते हुए केन्द्र सरकार एतद्वारा निम्नलिखित नियम बनाती है: - 1. लघु शीर्षक और प्रारम्भ
( i ) इन नियमों को विश्वविद्यालय अनुदान आयोग ( विश्वविद्यालयों द्वारा सूचना दिया जाना ) नियम, 2004 कहा जाएगा । ( ii ) ये नियम राजकीय राजपत्र में प्रकाशित होने की तारीख से लागू होंगे ।
2. दी जाने वाली सूचना:
प्रत्येकविश्वविद्यालय द्वारा प्रत्येक वर्ष विश्वविद्यालय अनुदान आयोग द्वारा विनिर्दिष्ट तारीख तक निम्नलिखित सूचना दी जानी चाहिए: -
(क) निम्नलिखित की आधुनिकतम प्रतियां,
( i) अधिनियम, संविधियां और अध्यादेश ।
( ii ) उससे संबंधित अथवा संबद्धन कॉलेजों को सहायता अनुदान देने के नियम ।
(iii) उससे संबंधित अथवा संबद्ध कॉलेजों के निरीक्षण के नियम ।
( iv ) कॉलेजों के संबद्धन के नियम ।
(v ) विश्वविद्यालय से संबंद्ध कॉलेजों की कुल संख्या ।
(ख ) उससे सम्बन्धित अथवा संबद्ध कॉलेजों की निरीक्षण रिपोर्ट ।
(ग ) परीक्षाओं की तैयारी के लिए दिनों को छोड़कर विश्वविद्यालय में न्यूनतम कार्यदिवस, अवकाश की अवधि, परीक्षा के दिन और दिनों की संख्या जब वास्तविक शिक्षण कार्य किया गया ।
(घ ) जहां प्रवेश परीक्षाएं होती हैं वहां प्रवेश संबंधी नीति और अन्य प्रावधानों , यदि कोई हों, के साथ निर्धारित न्यूनतम मानदंड प्रवेश के लिए विनिर्दिष्ट आधार होगा ।
(ङ) धारा ( घ ) के संदर्भ में जिन विद्यार्थियों को न्यूनतम अर्हता से नीचे प्रवेश दिया गया उनके आंकड़े ।
(च ) विद्यार्थियों के लिए आवासीय सुविधा ।

(ज) लेखा परीक्षा रिपोर्टो सहित विश्वविद्यालयों की वार्षिक लेखा परीक्षा ।
(झ) विभिन्न वर्गों में शैक्षिक योग्यताओं और अनुसंधान अनुभव के साथ कर्मचारियों की कुल संख्या। (यह विश्वविद्यालय द्वारा परिवर्तनों सहित , यदि वे हो तो , वर्ष में एक बार अथवा पांच वर्षों में एक बार सूचित किया जा सकता है)
(স) विभिन्न स्तरों पर विद्यार्थियों की संख्या ।
(ट) शिक्षक-शिक्षु अनुपात ।
(3) श्रेणियों सहित परीक्षाओं के परिणाम ।
(ड) विश्वविद्यालय और उसके संबद्ध कॉलेजों की राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद से प्रत्यायन की स्थिति ।
(ढ) विश्वविद्यालय अनुदान आयोग के विभिन्न विनियमों के अनुपालन की स्थिति ।
(ण) विश्वविद्यालय द्वारा विश्वविद्यालय के परिसर से बाहर चलाए जा रहे केन्द्रों/अध्ययन केन्द्रों दूरस्थ शिक्षा केन्द्रों की स्थिति ।

(ন) विश्वविद्यालय द्वारा प्रदान किए जाने वाले स्व-वित्तपोषित पाठ्यक्रम ।
(थ) शिक्षण और शिक्षणेत्तर कर्मचारियों का अनुपात
(द) शिक्षण कर्मचारी पदों के संबंध में रिक्तियों की स्थिति ।
(घ) यदि हो, तो शैक्षिक अनुसंधान और प्रबंधन में नवाचार ।
(न) विगत वित्त वर्ष के दौरान विश्वविद्यालय अनुदान आयोग/केन्द्रीय एजेंसियों से प्राप्त योजनावार अनुदान और उनके उपयोग की स्थिति ।
(प) विश्वविद्यालय अनुदान आयोग अनुदान के संबंध में लंबित कोई उपयोगिता प्रमाणपत्र, यदि कोई हो तो।
(फ) अन्य विदेशी विश्वविद्यालय के साथ सहभागिता से प्रदान किए जा रहे पाठ्यक्रम अथवा जो भी हों ।
स्पष्टीकरणः इस नियम के लिए यदि कोई सन्देह हों तो उनके निवारण के लिए यह उल्लेख किया जाता है , "विश्वविद्यालय " का अर्थ विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 ( 1956 का 3 ) की धारा 2 के खंड (च) में परिभाषित विश्वविद्यालय से है और इसमें इस अधिनियम की धारा 3 के अंतर्गत सम विश्वविद्यालय संस्थान शामिल हैं ।
नोटः विश्वविद्यालय , आयोग द्वारा निर्धारित प्रपत्र में उल्लिखित सभी अद्यतन सूचनाएं देगा एवं इन नियमों के पैरा -2 में उल्लिखित सूचना अपनी वेबसाईट पर भी प्रदान करेगा।

UGC (Returns of information by Universities) Rules , 2004
G.S.R. 182(E). In exercise of the powers conferred by Sub - section ( 1 ) read with (f) and (k) of Sub- section ( 2) of Section 25 , of the UniversityGrants Commission Act, 1956 (3 of 1956) , and in supersession of the UniversityGrants Commission (Returns of Information by Universities ) Rules, 1979 , the Central Government hereby makes the following rules, namely:
Short title , and commencement : - 1.
( i) These rules may be called the University Grants Commission ( Returns of Information by Universities ) Rules . 2004 .
(ii) They shall come into force on the date the their publication in the Official Gazette.
י Returns and Information to be furnished:
Every university shall , on or before the date specified by the University Grants commission every year in this behalf. furnish the following returns and information to the Commission . namely-
(a) up-to-date copies of.
(i) the Act.. statutes and Ordinances ;
(ii) rules for grant - in- aid to the colleges belonging to or affiliated to it :
(iii) rules of the inspection of colleges belonging to or affiliated to it:
( iv) rules for affiliation of colleges .
(1) Total number of colleges alliliated to the university .
(b) reports on the inspection of colleges belonging to or affiliated to it :
( c) minimum working days in the university . period of vacations , examination days and the number of days when actual teaching is conducted exclusive of the days for the preparation for examinations :

[PART II-SEC. 3 ( i ) ) (d) where there are admission tests , a note indicating the minimum criteria laid down alongwith admission policy and variations , if any , form the basis specified for admission ;
(e) the statistics of the students admitted below the minimum qualifications referred to in clause (d);
(1) residential accommodation for students ;
(g) residential accommodation for staff:
(h) the annual accounts of the university including the audit report ;
(i) the total staff strength in different categories with qualifications and research experience . ( This could be intimated by the university once in every five years , with changes , if any , to be intimated every year ) ;
(j) students strength at various stages:
(k) teacher- pupil ratio ;
(1) results of examinations with divisions .
(m) Status of NAAC accreditation of the university and its affiliated colleges .
(1) Status of compliance with various UGC regulations .
(0) Status of off- campus centres/study centres and distance education centres being operated by the university.
(p) Self- financing courses being offered by the university.
(4) Teaching staff - non- teaching staff ratio .
(r) Position of vacancies against teaching staff posts.
( S) Innovation in academics , research and management , if any .
(1) Grants received from UGC / Central agencies , scheme- wise during the last financial year and position of utilization .
( u) Pending utilization certificate in respect of UGC grants , if any .
(V) Programmes of study being offered in collaboration with any foreign university , whatsoever .
Explanations : For the removal of doubts it is hereby declared that for the purpose of this rule , the term " university " means a university as defined in clause (f) of Section 2 of the University Grants Commission Act , 1956 (3 of 1956 ) , and includes an institution deemed to be a University under Section 3 of the said Act.
Note: The University shall provide all the updated information as contained in the proforma prescribed by the Commission and also the information as detailed out in para 2 of these rules on its website .

विश्वविद्यालय अनुदान आयोग ( विश्वविद्यालयों का निरीक्षण ) नियम , 2004
सा.का.नि. 183( अ).-विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा-25 की उपधारा ( 2 ) के खण्ड ( छः ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विश्वविद्यालय अनुदान आयोग ( विश्वविद्यालयों का निरीक्षण ) नियम, 1960 का अतिक्रमण करते हुए केन्द्र सरकार द्वारा एतद्वारा निम्नलिखित नियम बनाती है :-
1. (1) इन नियमों को विश्वविद्यालय अनुदान आयोग (विश्वविद्यालयों का निरीक्षण) नियम , 2004 कहा जाएगा ।
(2) ये तत्काल प्रभाव से लागू होंगे ।.
2. जब तक इन नियमों में अपेक्षित न हों
(क) " आयोग " का अर्थ विश्वविद्यालय अनुदान आयोग है ;
(ख) "विश्वविद्यालय " का अर्थ केन्द्रीय अधिनियम , प्रान्तीय अथवा राज्य अधिनियम द्वारा अथवा उसके आधीन स्थापित अथवा निगमित विश्वविद्यालय है; और इसमें उक्त अधिनियम की धारा 3 के अधीन सम-विश्वविद्यालय स्तर की उच्चतर अध्ययन संस्था शामिल है;
(ग) "वित्त वर्ष" का अर्थ 1 अप्रैल से शुरू होने वाला तथा आगामी कलैडर वर्ष के
31 मार्च को समाप्त होने वाला वर्ष है ; और
(घ) "शैक्षिक वर्ष" का अर्थ सम्बंधित विश्वविद्यालयों का शैक्षिक वर्ष है ।
3. विश्वविद्यालय अनुदान आयोग जब भी अथवा जहाँ भी आवश्यक समझें ऐसे व्यक्तियों से जिन्हें वह प्रत्येक मामले में और नियम 6 के प्रावधान के आधीन निर्धारित करें ; एक समिति की नियुक्ति विश्वविद्यालय की वित्तीय आवश्यकताओं अथवा उसके शिक्षण , परीक्षा और अनुसंधान के मानकों अथवा दोनों की जांच करने और रिपोर्ट देने के लिए कर सकता है ।
निरीक्षण के उद्देश्यार्थ विश्वविद्यालयों को इस प्रकार वर्गीकृत किया जा सकता है: -
(1) वे विश्वविद्यालय जिनकी स्थापना पिछले वर्षों के दौरान की गई है और जिन्होंने राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद से अपना प्रत्यायन नही करवाया है , विश्वविद्यालय अनुदान आयोग द्वारा उनका निरीक्षण वार्षिक आधार पर किया जाए ।
(ii) वे विश्वविद्यालय जो राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद से प्रत्यायित हैं प्रत्यायंन की वैध तारीख तक विश्वविद्यालय अनुदान आयोग द्वारा उनका निरीक्षण करने की आवश्यकता नही है । 6

[PART II-SEC . 3 (i ) ] ( iii ) वे विश्वविद्यालय जो पांच वर्ष से अधिक पुराने हैं और जिनका प्रत्यायन राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद से नही कराया गया है का निरीक्षण दो अथवा तीन वर्ष बाद किया जाए ।
3 क. " वर्ष के दौरान आयोग द्वारा विश्वविद्यालयों के निरीक्षण का कार्यक्रम तैयार किया जाएगा सम्बंधित विश्वविद्यालयों को उपलब्ध कराया जाएगा और प्रत्येक वर्ष जनवरी माह में केन्द्र सरकार को इसकी सूचना दी जाएगी ।"
4. विश्वविद्यालय अनुदान आयोग द्वारा किसी विश्वविद्यालय का निरीक्षण करने से पूर्व आयोग उक्त विश्वविद्यालय के कुलपति को प्रश्नावली भेजेगा जिसमें निरीक्षण किए जाने वाले विभाग/विभागों तथा संस्था/संस्थाओं के सम्बंध में सभी प्रासंगिक मामलों पर सूचना मांगी जाएकी ।
5. नियम 4 के तहत सूचना प्राप्त होने पर आयोग समिति द्वारा निरीक्षण किए जाने की तारीख निर्धारित करेगा और सम्बधित विश्वविद्यालय को भी इसकी सूचना देगा ।
:
5.क. शिक्षण , परीक्षा और अनुसंधान के मानकों को बनाए रखने के लिए जब भी आवश्यक होगा तो केन्द्र सरकार विश्वविद्यालय अनुदान आयोग को किसी विश्वविद्यालय विशेष का निरीक्षण करने का निर्देश दे सकती है ।
निरीक्षण में विश्वविद्यालय को इस प्रकार सहभागी बनाया जाएगा , अर्थातः-
(5) विश्वविद्यालय अधिकतम तीन प्रतिनिधि नामित करेगा जिनमें कुलपति अथवा कुलाध्यक्ष , सम्ब, ये सकाय/संकायों के डीन और विभाग/विभागों अथवा संस्थाओं के ऐसे अन्य अधिकारी /शिक्षक शामिल किए जा सकते है जो विश्वविद्यालय द्वारा प्रतिनियुक्त किए जाए और उनके नामों की सूचना आयोग को भी दी जाएगी ।
(ख ) विश्वविद्यालय के परामर्श से समिति द्वारा यथा निर्धारित समय अवधि के लिए और निर्धारित तरीके से विश्वविद्यालय के प्रतिनिधयों को निरीक्षण में सहभागी बनाया जाएगा । (ग) निरीक्षण करने में समिति द्वारा यथावश्यक समझे जाने पर वह निरीक्षण किए जाने वाले विभाग (विभागों) अथवा संस्था (संस्थाओं ) के ऐसे अधिकारियों /शिक्षकों और अन्य सदस्यों से विचार-विमर्श कर सकती है ।
7. आयोग द्वारा यथा-निर्धारित समय अवधि के भीतर समिति अपने निष्कर्षो की सूचना आयोग को देगी ।
7. क. "विश्वविद्यालय अनुदान आयोग बडी वित्तीय अनियमित्ता अथवा शिक्षण , परीक्षा और अनुसंधान के मानकों के उल्लंघन अथवा दोनों प्रकार के मामलों को विश्वविद्यालय प्राधिकारियों की जानकारी में लाएगा और इसकी सूचना केन्द्र सरकार अथवा राज्य सरकार को भी दी जाएगी । " 7.ख. विश्वविद्यालय अनुदान आयोग द्वारा सूचित की गई और जानकारी में लाई गई कमियों को दोषी विश्वविद्यालय तीन महीने की अवधि के भीतर दूर करेगा ।
8. "धारा 12 ख के अन्तर्गत विश्वविद्यालय अनुदान आयोग द्वारा यथा निर्धारित समय अवधि के भीतर ऐसी कमियों को दूर करने में असफल विश्वविद्यालय की मान्यता समाप्त कर दी जाएगी ।"

UGC (Inspection of Universities) Rules , 2004
G.S.R. 183(E) .-In exercise of the powers conferred by clause (g) of Sub- section (2 ) of Section 25 of the University Grants Commission Act , 1956 (3 of 1956 ) , and in supersession of the University Grants Commission (Inspection ofUniversities) Rules, 1960, the Central Government hereby makes the following rules :-
1. ( 1 ) These rules may be called the University Grants Commission ( Inspection of Universities ) Rules , 2004 .
(2) They shall come into force with immediate effect .
2. In these rules unless the contexts otherwise requires : -
( a) "Commission " means the University Grants Commission;
( b) " University " means a University established or incorporated by or under a Central Act , a Provincial or a State Act: and includes an institution of higher learning deemed to be a University under Section 3 of the said Act;
( c ) "Financial Year" means the year commencing from the 1 April and ending 31st March of the following calendar year ; and
( d) "Academic Year " means the academic year of the respective Universities .
3. The Commission may appoint a Committee , wherever or whenever necessary consisting of such persons as it may decide in each case and subject to the provision of rule 6 , to examine and report on the financial needs of a University or its standards of teaching , examination and research or both .
For the purpose of inspection , the universities may be categorized as follows: -
(i) The universities which have been established during last five years and have not got NAAC accreditation may be inspected by the UGC on annual basis .
(ii) The universities which have been accredited by NAAC may not require further inspection by UGC till the date of accreditation is valid .

[PART II-SEC. 3( i ) ] (iii) The universities which are older than five years and are not accredited by NAAC may be inspected after two or three years .
3A . "A schedule of inspection of universities during the year shall be prepared/ provided by the Commission to the universities concerned under intimation to the Central Government , every year in the month of January . "
4. Before the Commission inspects the University , the Commission shall send to the Vice- Chancellor of the University a questionnaire seeking information on all relevant matters relating to the Department/ Departments or institution/ institutions to beinspected.
5. After receipt of information under rule 4 , the Commission shall fix the date of inspection by the Committee and communicate the same to the University concerned .
5A . The Central Government may direct the University Grants Commission to conduct the inspection of a particular university as and when necessary to safeguard the standards of teaching , examination and research.
6. The University shall be associated with the inspection in the following manner , namely:-
(a) The University shall nominate not inore than three representatives who may include the Vice- Chancellor or the Registrar, the Dean or the Deans of Faculty/ Faculties concerned and such other officers/ teachers of the department /departments or institutions as may be deputed by the University and their naines shall be communicated to the Commission .
(b) The representatives of the University shall be associated with the inspection for such time and in such manner as may be determined by the Committee after consultation with the University .
( c) In carrying out the inspection , the Committee may have discussions with such officer /teachers and other members of the department( s ) or institutions (s ) to be inspected as may be considered necessary by the Committee .
7. Within the time limit as may be prescribed by the Commission , the Committee shall report its findings to the Commission .
7A . "Cases of major financial irregularity or violation of standards of teaching , examination and research or both shall be brought to the notice of the university authorities under intimation to the Central Government or the State Government by the Commission . "
7B . The defaulting universities would rectify the shortcomings noticed and brought to their notice by the Commission within a period of three months .

8. "The failure on the part of university to rectify such shortcomings within the time period stipulated by the UGC shall render the university to get derecognized under Section 12 B. "

विश्वविद्यालय अनुदान आयोग ( विश्वविद्यालय अनुदान आयोग द्वारा सूचना का विवरण ) नियमावली, 2004 सा.का.नि. 184( अ ) - केन्द्रीय सरकार एतद्वारा विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा -25 की उपधारा ( 2 ) के खण्ड ( ञ ) के साथ पठित उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित नियम बनाती है , अर्थात्: -
1. लघु शीर्षक तथा आरम्भ: -
(i) इन नियमों को विश्वविद्यालय अनुदान आयोग (विश्वविद्यालय अनुदान आयोग द्वारा सूचना का विवरण) नियम , 2004 कहा जाएगा ।
वे सरकारी- राजपत्र में अपने प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. प्रस्तुत की जाने वाली विवरणी और सूचना :
विश्वविद्यालय अनुदान आयोग इस संबंध में प्रत्येक वर्ष 31 जनवरी तथा 31 जुलाई को या इससे पूर्वकेन्द्र सरकार को निम्नलिखित विवरण तथा सूचना प्रस्तुतं करेगा , अर्थात्
विश्वविद्यालयों के बारे में सूचना 1-
1. जैसा कि विश्वविद्यालय अनुदान आयोग अधिनियम की धारा 2 (च) के अंतर्गत परिभाषित है निम्नलिखित श्रेणियों में 30 जून/ 31 दिसम्बर को कितने विश्वविद्यालय (वर्षवार तथा राज्य- वार सूची) विद्यमान है :-
क. (1 ) केन्द्रीय विश्वविद्यालय
( 11 ) राज्य कानूनों के अंतर्गत स्थापित विश्वविद्यालय

2. विश्वविद्यालय अनुदान आयोग के पास धारा 12 ख के अंतर्गत मान्यता प्रदान करने के लिए कितने आवेदन पत्र लम्बित हैं । पिछले छः महीने के दौरान कितने मामलों में ऐसी मान्यता स्वीकृत/अस्वीकृत की गई ?
3 . पिछले छ: महीने के दौरान विकास को विधिवत रेखांकित करते हुए आयोग की धारा 2 (च) के अंतर्गत कितने निजी विश्वविद्यालयों की स्थापना की गई है और कितने अधिसूचित किए गए हैं ?
4. विश्वविद्यालय अनुदान आयोग अधिनियम की धारा 25 (2 ) (छ) के अंतर्गत केन्द्र सरकार द्वारा अधिसूचित नियमों के प्रावधानों के अंतर्गत पिछले छः महीने के दौरान कितने विश्वविद्यालयों (राज्यवार) का निरीक्षण किया गया है ?
5. ऐसे निरीक्षण के बाद , कितने मामलों में बड़ी त्रुटियाँ पाई गई हैं, तत्संबंधी ब्यौरा तथा इस संबंध में की गई किए जाने हेतु प्रस्तावित कार्रवाई का उल्लेख करें ।
2. विश्वविद्यालय अनुदान आयोग से संबंधित जानकारी
1. व्यय सुधार आयोग की सिफारिशों तथा प्राप्त परिणामों पर की गई कार्रवाई ; विशेषकर पिछले छ: महीने के दौरान 1 पिछले छ: महीने के दौरान की गई प्रगति को विधिवत रेखांकित करते हुए ।
2. मानव संसाधन विकास मंत्रालय के साथ हस्ताक्षरित समझौता ज्ञापन में निहित मुद्दों पर विश्वविद्यालय अनुदान आयोग द्वारा की गई कार्रवाई तथा प्राप्त परिणाम। पिछले छः महीने के दौरान प्रगति का विधिवत उल्लेख करते हुए ।
3. राष्ट्रीय शिक्षा नीति तथा कार्रवाई संबंधी कार्यक्रम के अंतर्गत शामिल कार्रवाई किए जाने वाले सभी मुद्दों के कार्यान्वयन सम्बन्धी प्रगति रिपोर्ट । 11

8. यू जी सी- इनफोनेट परियोजना की प्रगति
9. पिछले छः महीने के दौरान प्रगति को विधिवत दर्शाते हुए फर्जी विश्वविद्यालयों की सूची तथा उनके विरूद्ध की गई कार्रवाई
10 . छः माह से अधिक समय से लम्बित संसदीय आश्वासनों के उत्तर नहीं प्रस्तुत करने के कारण
11 . छः माह से अधिक समय से लम्बित अति महत्वपूर्ण व्यक्ति संदर्भ नहीं प्रस्तुत करने के कारण
12. विश्वविद्यालयों तथा महाविद्यालयों के राष्ट्रीय मूल्यांकन तथा प्रत्यायन परिषद् से प्रत्यायन की स्थिति
13. केन्द्र सरकार द्वारा समय- समय पर निर्धारित की जाने वाली कोई अन्य सूचना।
टिप्पणीः- विश्वविद्यालय अनुदान आयोग अद्यतन सूचना रखेगा जैसाकि इन नियमों के पैरा 2 में वेबसाईट पर वर्णित है ।

NewDelhi , the 10th March, 2004 UGC (Returns of information by University Grants Commission) Rules , 2004
G.S.R. 184(E).-- In exercise of the powers conferred by Sub - section ( 1 ) read with clause (j ) of Sub- section(2) ofSection 25, of the University Grants Commission Act , 1956 (3 of 1956) , the Central Government hereby makes the following rules , namely :--
1. Short title , and commencement: -
(iii) These rules may be called the University Grants Commission ( Returns of information by University Grants Commission ) Fules . 2004 .
(iv) They shall come into force on the date the their publication in the Official Gazette.

The University Grants Commission shall , on or before 31st January & 31st July every year in this behalf, furnish the following returns and information to the Central Government , namely-
I. Information about universities :
1 . How many universities as on 30th June/31st December as defined under section 2 ( f) of the UGC Act exist ( Year-wise & State- wise list) in the following categories: -
A. i ) Central universities .
ii ) Universities established under State law
(a) State Universities. ( b) Private Universities .
iii) Institutes of National Importance .
iv) Institutes set up by State Legislatures .
v) Deemed to be Universities .
B. i ) General Universities .
ii ) Agricultural Universities .
iii ) Technological Universities .
iv) Open Universities .
v) Sports Universities .
vi) Fine Arts Universities .
C. How many of these universities are recognized under section 12B of the UGC Act ?
2. How many applications for awarding recognition under section 12 B have been pending with the UGC ? In how many cases , such recognition was granted/ refused during past six months ?
3. How many private universities have been set up and how many have been notified under section 2 ( f) of the Commission duly highlighting the developments during last six months ?
4. How many universities have been inspected during last six months under the provisions of the rules notified by the Central Government under Section 25 ( 2 ) ( g ) of the UGC Act ( State - wise ) ?
5. After such inspection , in how many cases major deficiencies have been noticed alongwith the details thereof and the action taken/ proposed to be taken in this regard.

11 . Information About UGC :
1 . Action taken on the recommendations of the Expenditure Reforms Commission (ERC ) and results achieved ; especially during last six months . Duly highlighting the progress made during the last six months .
2. Action taken by UGC on the issues contained in Memorandum of Understanding signed with the MHRD and results achieved. Duly highlighting the progress during the last six months .
3. A progress report on the implementation of all the actionable points covered under the National Policy of Education ( NPE ) and Programme of Action ( POA).
A brief of all plan schemes being operated by the UGC . 4.
5 . A statement of physical results achieved under each & every plan scheme of UGC vis- à - vis the funds released by UGC during last financial year (To be submitted with the report due as on 1st January ) .
6. Statement of funds released by the UGC during the last financial year and updated statement of funds released till date .
7. Regulations formulated/updated under Section 26 of the UGC Act during last six months .
8. Progress of the UGC - Infonet project .
9. List of fake universities and progress on action taken against them duly highlighting the progress during last six months .
10. Reasons for non- submission of replies to Parliament assurances pending for more than six months .
11 . Reasons for non - submission of VIP references pending for more than six months.
12. Status of NAAC accreditation of universities and colleges .
13. Any other information as may be prescribed by the Central Government from time to time .
Note: The University Grants Commission shall keep the updated information as detailed out in para 2 of these rules on its website .
