सा.का.नि. 224( अ )- केन्द्र सरकार, महापत्तन न्यास अधिनियम , 1963 ( 1963 का 38 ) की धारा 132 की उपधारा ( 1 ) के साथ पठित धारा 124 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, मद्रास पत्तन न्यास के न्यासी मंडल द्वारा बनाए गए और इस अधिसूचना के साथ संलग्न अनुसूची में दर्शित मद्रास पत्तन कर्मचारी (नियुक्ति पदोन्नति, आदि ) संशोधन विनियम, 2004 का अनुमोदन करती है ।
2. ये विनियम इस अधिसूचना के राजपत्र में प्रकाशित होने की तारीख से लागू होंगे ।
अनुसूची
मद्रास पोर्ट ट्रस्ट कर्मचारी ( नियुक्ति, पदोन्नति आदि) ( संशोधन) विनियम 2004.
गहा पत्तन न्यास अधिनियम 1963 ( 1963 का 38 वाँ ) की धारा 28 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए मद्रास पोर्ट ट्रस्ट बोर्ड निम्न लिखित संशोधन विनियम बनाता है ।
1.लघु शीर्ष.
ये विनियम गद्रास पोर्ट ट्रस्ट कर्मचारी ( नियुक्ति, पदोन्नति आदि) (संशोधन) विनिया 2004 के नाम से कहलाए जाएंगें ।
2. ये विनियम शासकीय राजपत्र में प्रकाशित होने की तारीख से लागू होंगें ।

[PART II-SEC . 3 ( i)] 3. मद्रास पोर्ट ट्रस्ट कर्मचारी (नियुक्ति, पदोन्नति आदि ) विनियम में संलग्न अनुसूची में निम्नलिखित संशोधन किए जाएंगें:-
(1 ) उपरोक्त विनियम में संलग्न अनुसूची में निदेशक ( ई डी पी) के पद की नियुक्ति के तरीके को "VII भंडार विभाग " के तहत शामिल किया जाएगा ।
निदेशक (ई डी गी) के पद के लिए नियुक्ति तरीका ( वर्ग 1)
1. वेतनमान

2. क्या सीधी भर्ती द्वारा
या विभागीय पदोन्नति द्वारा या स्थानान्तरण द्वारा
: कम्प्यूटर विभाग से विभागीय पदोन्नति द्वारा ऐसा न होने पर, अन्य विभाग से उपयुक्त अधिकारी ऐसा न होने पर अन्य पत्तन/ सार्वजनिक उपक्रम से प्रतिनियुक्ति द्वारा अथवा सीधी भर्ती द्वारा ।
3. सीधी भर्ती के मामले में

ए) न्यूनतम योग्यता
: बी.ई/बी.टेक ( कम्प्यूटर साइंस) या सूचना तकनीकी/एम.सी.ए. या एम.एस.सी. ( आई टी) या कोई स्नातक डिग्री के साथ एम.बी.ए. (सिस्टम)
: उपरोक्त योग्यता प्राप्त करने के बाद
बी) अनुभव
सॉफटवेयर तैयार करने में तथा प्रशासनिक कार्य मे विख्यात संगठन के कम्प्यूटर विभाग में कम से कम 5 वर्ष का अनुभव हो ।
नोट :-अगर चयन के किसी स्तर
पर अध्यक्ष द्वारा यह महसूस किया जाता है कि अ.जा. व अ.ज.जा. के लिए आरक्षित रिक्तियों के लिए उस समुदाय में आवश्यक अनुभव रखने वाले पर्याप्त उम्मीदवार उपलब्ध नहीं है तो अध्यक्ष अपने विवेकानुसार उस समुदाय के उम्मीदवारों के भामले में अनुभव में छूट दे सकते हैं ।

सी) योग्यता
: बी.ई/बी.टेक ( कम्प्यूटर साइंस ) या सूचना तकनीकी/एम.सी.ए. या एम. एस. सी. (आई टी) या कोई स्नातक डिग्री के साथ एम.बी.ए. (सिस्टम)
डी) अनुभव
: कम्प्यूटर यूनिट में विश्लेषक प्रोग्रामर/ अधीक्षक ( कम्प्यूटर) के रूप में 5 वर्ष कार्य किया हो ।
(2) उपरोक्त विनियम में संलग्न अनुसूची में " II लेखा विभाग "के तहत शामिल डेटा प्रोसेसिंग अधिकारी के पद की नियुक्ति के तरीके को "VII भंडार विभाग " के तहत शामिल किया जाएगा तथा मौजूदा तरीके में निम्नलिखित प्रतिस्थापित किया जाएगा ।
डेटा प्रोसेसिंग अधिकारी के पद के लिए नियुक्ति तरीका (वर्ग II)
: रु.8600-250-14600 (संशोधित)
1. वेतनमान
: 50% सीधी भर्ती द्वारा
2. क्या सीधी भर्ती द्वारा
50% विभागीय पदोन्नत्ति द्वारा
या विभागीय पदोन्नति या स्थानान्तरण द्वारा

: बी.ई / बी.टेक( कम्प्यूटर साइंस ) या एम.सी.ए.
3. सीधी भर्ती के गामले में ए)न्यूनतम योग्यता
बी) अनुभव
: (i) कम्प्यूटर यूनिट में जिम्मेदार पद में 3 वर्ष का अनुभव कम्प्यूटर प्रोग्रामिंग और ग्रचालक में पर्याप्त कार्य अनुभव होना चाहिए ।
नोट :अगर चरान के किसी स्तर पर अध्यक्ष द्वारा यह महसूस किया जाता है कि अ.जा. व अ.ज.जा. के लिए आरक्षित
(ii) ओरेक्ल में पूर्ण कालिक पाठ्यक्रम पूरा किया हो और सिस्टम डिजाइन , प्रोग्राम विकास में पूरी जानकारी रखता हो तथा डेटा प्रोसेसिंग ज़रूरतों के लिए हार्डवेयर और सॉफ़्टवेयर का विकास कर सके ।
रिक्तियों के लिए उस समुदाय में आवश्यक अनुभव रखने वाले पर्याप्त उम्मीदवार उपलब्ध नहीं है तो अध्यक्ष अपने विवेकानुसार उस समुदाय के उम्मीदवारों के मागले में अनुभव में छूट दे सकते हैं ।

: डयूटी आफिसर के रूप में 5 वर्ष के लिए कम्प्यूटर यूनिट में कार्य अनुभव हो ।
(3) "II लेखा विभाग " के तहत शामिल उप निदेशक (ई डी पी) के पद की नियुक्ति के मौजूदा तरीके को हटा दिया जाएगा ।
(4) " II लेखा विभाग " के तहत शामिल अधीक्षक ( कम्प्यूटर प्रचालन) (वर्ग ) के पद की नियुक्ति के मौजूदा तरीके को हटा दिया जाएगा तथा गौजूदा अधीक्षक (कम्प्यूटर प्रचालन) पद को अनलिस्ट प्रोग्रामर ( वर्ग 1) के रूप में री - डेसिग्नेटड किया जाता है । "II लेखा विभाग " के तहत शामिल अनलिस्ट प्रोग्रामर के पद की नियुक्ति के तरीके को " VII भडार विभाग " के तहत शामिल किया जाएगा ।
(5) "II लेखा विभाग " के तहत गौजूदा पोगागर ( वर्ग II) के पदं की नियुक्ति के तरीके को " VII भंडार विभाग " के तहत शामिल किया जाएगा ।

New Delhi , the 26th March , 2004
G.S.R. 224(E) . In exercise of the powers conferredby Sub- section ( 1 ) of Section 124,. read with Sub- section ( 1 ) of Section 132 of the Major Port Trusts Act , 1963 (38 of 1963 ) , the Central Government hereby approves the Madras Port Trust Employees ' (Appointment, Promotion , etc. ) Amendment Regulations , 2004 made by the Board of Trustees of Madras Port Trust as set out in the Schedule annexed to this Notification.
The said Regulations shall come into force from the date ofpublication of this Notification in the Official Gazette .
SCHEDULE
MADRAS PORT TRUST EMPLOYEES ' ( APPOINTMENT. PROMOTION . ETC. ) (AMENDMENT) REGULATIONS , 2004 .
In exercise of the powers conferred under Section 28 of the Major Port Trusts Act , 1963 (38 of 1963) , the Madras Port Trust Board hereby makes the following amendment Regulations :-

These Regulations shall be called Madras Port Trust Employees' (Appointment, Promotion , etc.) (Amendment) Regulations , 2004.
2. These Regulations shall come into force from the date of publication of the Regulations in the official Gazette .
3. in the Schedule attached to the iviadras Port Trust Employees ' (Appointment , Promotion , etc) Regulations , the following amendments shall be made :
(1) In the Schedule attached to the aforesaid Regulations , the manner of appointment for the post of Director ( EDP) shall be included under "VII - Stores Department" :
MANNER OF APPOINTMENT TO THE POST OF DIRECTOR (EDP) (Class -1 ) 1. Scale of Pay
: Rs.13000-350-18250( revised)
2. Whether by Direct recruitment , Departmental Promotion or Transfer
: Departmental Promotion from Computer Division failing which suitable officials of other department failing which by deputation from other Ports/Public Sector Undertakings failing which by Direct Recruitment.
3. In the case of Direct recruitment
(a)Minimum Qualification
10 : B.E./B.Tech(Computer • Science) information Technology / MICA or M.Sc. , ( IT) or any Graduate with MBA ( Systems) .
(b) Experienco
Note:
: Minimum 5 years of post qualification experience in a reputed organization worked in the Computer Division In developing software and administration .

and Note: The qualification regarding experience is relaxable at the discretion of the Chairman in the case of candidates belonging to Scheduled Castes Scheduled Tribes if at any stage of Selection , the Chairman is of the opinion that sufficient number of Candidates from these Communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them .
(c) Upper age limit

(3) The existing Manner of Appointment to the post of Deputy Director (EDP) under " II- Accounts Department" shall be deleted.
(4) The existing Mianner of Appointment to the post of Superintendent ( Computer Operation ) (Class - 1 ) under " II- Accounts Department" shall be deleted and the existing post of Superintendent (Computer Operation ) has been redesignated as Analyst Programmer(Class -1). The existing manner of appointment for the post of Analyst Programmer placed under " II- Accounts Department" shall be brought under "Vil - Stores Department" ;
(5) The existing manner of appointment for the post of Programmer (Class-!!) placed under " Il Accounts Department " shall be brought under "VII Stores Department" :
