संख्या यू-23013/11/04- एल. डब्ल्यू. - ठेका श्रम ( विनियमन एवं उत्सादन ) अधिनियम, 1970 की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा भारतीय तेल निगम, असम के लुमडिंग ट्रांशिपमेंट टर्मिनल के प्रतिष्ठान में ठेका श्रम प्रणाली के उत्सादन के प्रश्न पर विचार के लिए एक समिति का गठन करती है । 4
2. समिति का संघटन और इसके विचारार्थ विषय निम्नांकित होंगे:-

3. प्रस्तावित समिति का विचारार्थ विषय निम्नांकित होगा:-
" भारतीय तेल निगम के लुमडिंग ट्रांशिप टर्मिनल के प्रतिष्ठान में टैंक वैगनों, पर पेट्रोलियम उत्पादों को लादने और उतारने, जिसमें हौज पाइपों को जोड़ना और अलग करना, ढीली पाइपों को फिट करने के लिए टैंक के फलैंग वैगन को लगाना; वैगनों के मैनहोल कवर को खोलना बंद करना, पंपिंग प्रचालन, तेल पंपों पर तेल वाल्वों को बंद करना और खोलना, टैंक वैगनों और लेबेल फिक्सिंग आदि को सीलबंद/सील रहित करना शामिल है , के कार्य में ठेका श्रम पद्धति के कार्यकरण का अध्ययन करना और ठेका श्रम ( विनियमन तथा उत्सादन ) अधिनियम, 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए इस संबंध में उपयुक्त सिफारिशें करना कि उक्त प्रतिष्ठान के उक्त जॉबों/ कार्यों में ठेका श्रमिकों के नियोजन को निषिद्ध किया जाए या नहीं" ।
4. समिति का मुख्यालय गुवाहटी में होगा । समिति अपनी रिपोर्ट यथाशीघ्र प्रस्तुत करेगी।

RESOLUTION
New Delhi , the 8th December, 2004
No. U- 23013 / 11 / 04- LW.-In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition ) Act , 1970 , the Central Advisory Contract Labour Board hereby constitutes a Committee to go into the question of abolition of contract labour system in the establishment of the Lumding Transhipment Terminal of Indian Oil Corporation, Assam .
2. The composition of the Committee and its terms of reference will be as under :-
(1 ) Shri U.M. Sankar Das ,

3. The terms of reference of the proposed Committee would be as follows : ---
"To study the working of contract labour system in the jobs/works of loading and unloading of petroleum products from the tank wagons involving connecting and disconnecting of hose pipes , fixing the flange ofthe tank , wagon for fitting loose pipes , opening/closing of the manhole cover of the wagons , pumping operation, closing and opening oil valves at oil pumps , sealing/ unsealing of tank, wagons and label fixing etc. in the establishment of Lumding Transhipment Terminal of Indian Oil Corporation Assam and to make suitable recommendations whether or not the employment of contract labour in the above jobs / works in the said establishment be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition ) Act, 1970 " .
4. The Headquarter of the Committee will be at Guwhati . The Committee should submit its report at the earliest.

संख्या यू-23013/02/2003 - एल. डब्ल्यू.- ठेका श्रम ( विनियमन और उत्सादन ) अधिनियम , 1970 की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा निर्देश देता है कि भारत के राजपत्र, असाधारण, भाग -1, खण्ड-1 में दिनांक 9 जून, 2003 को प्रकाशित भारत सरकार, श्रम और रोजगार मंत्रालय, केन्द्रीय ठेका श्रम सलाहकार बोर्ड के संकल्प में निम्नलिखित संशोधन किये जाएंगे, अर्थात्:-
उक्त संकल्प में क्रम संख्या ( 1 ) और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा, अर्थात्:-
