सा.का.नि. 802 ( अ ) केन्द्रीय सरकार, भारत- तिब्बत सीमा पुलिस बल अधिनियम, 1992 ( 1992 का 35 ) की धारा 156 की उपधारा ( 2 ) के खंड ( ख ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत- तिब्बत सीमा पुलिस बल आयुधिक काडर ( समूह ' ग ' पद ) भर्ती नियम, 1999 का और संशोधन करने के लिए निम्नलिखित नियम बनातीहै, अर्थात्: --
1. ( 1 ) इन नियमों का संक्षिप्त नाम भारत- तिब्बत सीमा पुलिस बल आयुधिक काडर ( समूह ' ग ' पद) भर्ती ( संशोधन ) नियम, 2004 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. भारत - तिब्बत सीमा पुलिस बल आयुधिक काडर ( समूह' ' ग' पद ) भर्ती नियम, 1999 , की अनुसूची में: -
(क ) उप- निरीक्षक ( आयुधिक) के पदों से संबंधित क्रम संख्यांक 1 के सामनेः-
( i) स्तंभ ( 2 ) में की प्रविष्टि" 12 *( 1999 ) " के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्: --
" *9 ( 2004)" ।
(ii) स्तंभ 12 में की अभिव्यक्ति " शेप -1 " के पश्चात् निम्नलिखित रखे जाएंगे , अर्थात्: - " गृह मंत्रालय द्वारा जारी और समय - समय पर संशोधित यू.ओ.सं. 1 , 45020/52/2001 कार्मिक- II तारीख 30 जनवरी, 2002 में यथा अंतर्विष्ट";
(iii) स्तंभ 13 में की विद्यमान प्रविष्टि के स्थान पर 3664 GI/2004

प्रभारी निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:- " समूह ' ग ' विभागीय प्रोन्नति समिति जिसमें निम्नलिखित होंगे:-
1. उप- महानिरीक्षक या अपर उप- महानिरीक्षक भारत तिब्बत सीमा पुलिस बल -अध्यक्ष 2. कमांडेंट या सेकेंड- इन - कमान , भारत तिब्बत सीमा पुलिस बल - सदस्य 3. उप- कमांडेंट ( आर्डनेंस ) या सहायक कमांडेंट ( आयुधिक) भारत तिब्बत सीमा पुलिस बल -सदस्य";
( ख) हैड कांस्टेबल ( आयुधिक ) के पदों से संबंधित क्रम संख्यांक 2 के सामनेः-
(i) स्तंभ ( 2 ) में की प्रविष्टि" 105 * ( 1999 ) , "" के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-
**87( 2004) "।
(ii) स्तंभ ( 12 ) में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात् --- "प्रोन्नतिद्वारा:
भारत तिब्बत सीमा पुलिस के ऐसे कांस्टेबल (आयुधिक) में से जिन्होंने कांस्टेबल के रूप में आठ वर्ष नियमित सेवा की है जिसमें कांस्टेबल ( युधिक) के रूप में तीन वर्ष की सेवा की होऔर गृह मंत्रालय द्वारा जारी और समय- समय पर संशोधित यू.ओ.सं. I, 45020/52/2001- कार्मिक- II तारीख 30 जनवरी, 2002 में 2

अंतर्विष्ट विभागीय परीक्षा उत्तीर्ण करने के अध्यधीन और चिकित्सा प्रवर्ग शेष -1 में रहते हुए निम्नलिखित पाठ्यक्रम पूरा किया हो :
( 1 ) बुनियादी प्रशिक्षण ( 2 ) आयुधिक पाठ्यक्रम, श्रेणी 2
पुनःनियोजनद्वारा:
समतुल्य रैंक का ऐसा सेवानिवृत्त या निर्मुक्त सशस्त्र बल कार्मिक जिसे आर्डनेंस में अनुभव हो।";
(iii) स्तंभ ( 13 ) में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
" समूह ' ग ' विभागीय प्रोन्नति समिति जिसमें निम्नलिखित होंगे:-
1. कमांडेंट, भारत तिब्बत सीमा पुलिस बल -अध्यक्ष 2. सेकेंड- इन-कमान या उप- कमांडेंट, भारत तिब्बत सीमा पुलिस बल -सदस्य 3. सहायक कमांडेंट ( आयुधिक ) भारत तिब्बत सीमा पुलिस बल -सदस्य" ;
(ग ) कांस्टेबल ( आयुधिक) के पदों से सम्बंधित क्रम संख्यांक 3 के सामने :-
(i ) स्तंभ ( 2 ) में की प्रविष्टि" 29 * ( 1999 ) " के स्थान पर निम्नलिखित प्रविष्ठि रखी जाएगी, अर्थात्ः-
" *23( 2004) " ।
( ii ) स्तंभ 12 में की अभिव्यक्ति " शेप -1 " के पश्चात् निम्नलिखित रखा जाएगा , अर्थात्: - " गृह मंत्रालय द्वारा जारी और समय - समय पर संशोधित यू.ओ.सं. 1 , 45020/52/2002 कार्मिक- II तारीख 30 जनवरी, 2002 में यथा अंतर्विष्ट। ";
(iii) स्तंभ 13 में की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-
" समूह ' ग ' विभागीय प्रोन्नति समिति जिसमें निम्नलिखित होंगे :-
1. कमांडेंट, भारत तिब्बत सीमा पुलिस बल -अध्यक्ष 2. सेकेन्ड- इन- कमान या उप कमांडेंट, भारत तिब्बत सीमा पुलिस बल -सदस्य 3. सहायक कमांडेंट ( आयुधिक) भारत तिब्बत सीमा पुलिस बल -सदस्य" [ फा.सं० I - 12013/6/2004-ओ.आर.जी. ( कार्मिक-1 ) ] श्याम जिन्दल, उप सचिव टिप्पण.-मूल नियम, भारत के राजपत्र में सा. का. नि. 551 ( अ ) दिनांक 27 जुलाई , 1999 द्वारा प्रकाशित हुए थे और ये अभी तक संशोधित नहीं हुए हैं ।
[PART II-SEC . 3( i) ] MINISTRY OF HOME AFFAIRS NOTIFICATION
New Delhi , the 9th December , 2004 G.S.R. 802 (E) . In exercise of the powers conferred by clause (b) of sub - section (2) of section 156 of the Indo- Tibetan Border Police Force Act, 1992 (35 of 1992) , the Central Government hereby makes the following rules further to amend the Indo - Tibetan Border Police Force, Armourer Cadre(Group ' C ' Posts) in the Recruitment Rules , 1999 , namely :---
1. ( 1) These Rules may be called the Indo - Tibetan BorderPolice Force Armourer Cadre (Group ' C' Posts ) Recruitment ( Amendment ) Rules , 2004.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Indo-Tibetan Border Police ForceArmourer Cadre ( Group ' C' Posts) Recruitment Rules , 1999:-
(A) against serial number 1 relating to the posts of Sub-Inspector (Armourer) ,-
(i) in column (2) for the entry " 12 * ( 1999) " the following entry shall be substituted, namely:-- " *9(2004)" ..
(ii) in column 12 , after the expression " SHAPE - I " following shall be inserted, namely :-
" as contained in the UO No.I.45020/52/ 2001 Pers- II dated the 30th January , 2002 issued by the Ministry of Home Affairs and amended from time to time ." ;
(iii) in column (13 ) for the existing entry , the following entry shall be substituted , namely:-
"Group ' C ' Departmental Promotion Committee consisting of :-
1. Deputy Inspector General or Additional Deputy Inspector General Indo- Tibetan Border Police Force -Chairman 2. Commandant or Second - in -Command Indo -Tibetan Border Police Force -Member 3. Depurty Commandant (Ordnance) or Assistant Commandant, ( Armourer) Indo -Tibetan Border Police Force -Member";
(B) against serial number 2 relating to the posts of Head Constable (Armourer),---
(i) in column (2) for the entry " 105 * ( 1999 ), " the following entry shall be substituted , namcly:-
"87*(2004)" .

"By Promotion :
From amongst Constables (Armourer) of the Indo -Tibetan Border Police Force who have rendered eight years ' regular service as Constables including three years service as Constable (Armourer ) and have undergone the following courses subject to passing the departmental test and being in Medical Category SHAPE - 1 as contained in the UO No.I.45020/ 52/2001 - Pers - II , dated the 30th January , 2002 issued by the Ministry ofHome Affairs and amended from time to time .
( 1 ) Basic Training (2 ) Armourer Course , Grade II.
By re- employment :
Retired or released Army personnel of equivalent rank with experience in Ordnance ." ;
(iii) in column ( 13 ) for the entry, the following entry shall be substituted , namely:--
"Group 'C' Departmental Promotion Committee consisting of: -
1. Commandant, Indo -Tibetan Border police Force
-Chairman 2 Second - in- Command or Depurty Commandant, Indo - Tibetan Border Police Force -Member 3.Assistant Commandant (Armourer) Indo - Tibetan Border Police Force -Member";
(c) against serial number 3 relating to the posts of Constable (Armourer) ,-
3 (1) in column (2 ) for the entry " 29 *( 1999) " the following entry shall be substituted, namely:-
"* 23 (2004)" .
(ii) in column (12 ) , after the expression " SHAPE- I" following shall be inserted , namely :-- " as contained in the UO No. I.45020/52/ 2002- Pers- II , dated the 30th January, 2002 issued by the Ministry of Home Affairs and amended from time to time." ;
(iii) in column ( 13 ) for the entry, the following entry shall be substituted, namely : -- "Group ' C' Departmental Promotion Committee consisting of:-
