फा.सं. 38-10/विधि/2004.- क्षेत्रीय समितियों के गठन एवं कृत्यों के बारे में परिषद् द्वारा सा.का. नि. 63 दिनांक 19 जनवरी , 1995 के माध्यम से जारी अधिसूचना में आंशिक संशोधन करते हुए तथा अभातशिप अधिनियम ( 1987 का अधिनियम संख्यांक 52 ) की धारा 14 ( 1 ) ( iii ) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, अभातशिप एतद्वारा निम्नलिखित विनियम बनाती है :-
1. संक्षिप्त नाम और प्रारंभ:-
( 1 ) इन विनियमों का संक्षिप्त नाम अखिल भारतीय तकनीकी शिक्षा परिषद् ( क्षेत्रीय समितियों का गठन एवं कृत्य ) विनियम, 2004 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
उक्त विनियमों के पैरा 2, 3, 4 और 5 अपरिवर्तनीय रहेंगे ।
2. क्षेत्रीय समितियों के कृत्य:-
( i ) क्षेत्र के भीतर तकनीकी शिक्षा की आयोजना, उसके संवर्धन एवं विनियमन के सभी पहलुओं पर परिषद् को सलाह देना और उसकी सहायता करना;
( ii ) क्षेत्र में विद्यमान तकनीकी शिक्षा परिदृश्य तथा प्रत्याशित भावी प्रवृत्तियों का समय - समय पर मूल्यांकन करने में परिषद् की सहायता करना;
( iii ) ऐसे मुद्दों एवं कार्यनीतियों पर परिषद् को सलाह देना एवं उसकी सहायता करना जो क्षेत्र में तकनीकी शिक्षा की गुणवत्ता एवं परिमाण दोनों से संबंधित हों;
(iv ) भावी विकास के क्षेत्रों/पाठ्यक्रमों/विषय क्षेत्रों के प्रक्षेपण के साथ- साथ क्षेत्र में तकनीकी शिक्षा सुविधाओं का साम्यापूर्ण वितरण सुनिश्चित करने के लिए उपाय सुझाना ;
( v ) परिषद् के तकनीकी शिक्षा कार्यक्रमों के सन्नियमों एवं मानकों तथा परिषद् की अन्य सिफारिशों एवं निर्णयों के अनुश्रवण एवं कार्यान्वयन में सहायता करना ;

[PART III-SEC. 4) ] (vi ) तकनीकी संस्थाओं के सर्वेक्षण, तकनीकी जनशक्ति के मूल्यांकन तथा डाटाबेस विकसित करने एवं उसके संग्रहण में परिषद् के जनशक्ति एवं कैरियर विकास ब्यूरो की सहायता करना;
(vii ) परिषद्द्वारा समय - समय पर परिकल्पित गुणवत्ता सुधार कार्यक्रमों में परिषद् की सहायता करना;
(viii ) जब कभी अपेक्षित हो, परिषद् के राष्ट्रीय प्रत्यायन मंडल की सहायता करना ; और
(ix) परिषद् द्वारा सौंपा गया कोई अन्य कार्य निष्पादित करना ।

F. No. 38-10 /Legal/2004.-In partial modification of the Notification issued by the Council vide GSR 63 dated 19th January, 1995. regarding Constitution and Functions of Regional Committees and in exercise of the powers conferred under Section 14 ( 1 ) ( iii ) of the AICTE Act (Act 52 of 1987) the AICTE hereby makes regulations as under:-
1. Short title and Commencement :-
( 1 ) These Regulations may be called The All India Council for Technical Education ( Constitution and Functions of Regional Committees ) Regulations , 2004.
(2) They shall come into force on the date of their publication in the Official Gazette.
Para 2, 3 , 4 and 5 of the said Regulations remain unchanged .
2. Functions of the Regional Committees :-
(1) to advise and assist the Council in all aspects of planning promoting and regulating technical education within the region;
(ii) to assist the Council in assessing the technical education scenario prevalent in the region from time to time and anticipated future trends;
(iii) to advise and assist the Council on issues and strategies having bearing on both quality and quantity of technical education in the region;
(iv) to suggest measures to ensure equitable distribution of technical education facilities in the region besides projection of areas/courses /disciplines of future growth;
(V) to assist in monitoring and implementation of the norms and standards in technical education programmes of the Council and other recommendations or decisions of the Council;
(vi) to assist the bureau of Man - power and Career Development of the Council in the survey of technical institutions - technical manpower assessment and in developing and collection of data base;
(vii ) to assist the Council in Quality Improvement Programmes designed by the Council from time to time .
(viii) to assist the National Board of Accreditation of the Council whenever required .
(ix) to carry out any other work assigned by the Council .
