सं. 281 /2/7/2004-टीएस.-अंडमान निकोबार द्वीप समूह में राहत और पुनर्वास उपायों के कारगर समन्वय तथा संचालन के लिए एतद्वारा एकीकृत राहत कमान ( आई आर सी ) का गठन किया जाता है ।
2. इस कमान का गठन निम्नानुसार होगा:-
-अध्यक्ष
(i ) अंडमान निकोबार द्वीप समूह के उप राज्यपाल
( ii ) कमांडर- इन-चीफ, अंडमान निकोबार कमान ( सी आई एन सी ए एन )
-उपाध्यक्ष तथा संचालन प्रमुख
-सदस्य सचिव
(iii ) मुख्य सचिव, अंडमान निकोबार द्वीप समूह सरकार
-सदस्य
(iv) पोर्ट ब्लेयर में तैनात गृह मंत्रालय , भारत सरकार का नामित अधिकारी
3. एकीकृत राहत कमान का कार्य , दक्षिणी ( निकोबार ) द्वीप समूह और आदिम जनजातियों की ओर विशेष ध्यान देते हुए, अंडमान व निकोबार द्वीप - समूह में एकीकृत राहत और पुनर्वास कार्य करना होगा । एकीकृत राहत कमान भारत सरकार के मंत्रालयों/विभागों से अपेक्षित अपनी जरूरतों की मांग गृह मंत्रालय के मार्फत करेगी ।
4. एकीकृत राहत कमान का उपाध्यक्ष और संचालन प्रमुख इसका प्रवक्ता होगा ।
5. एकीकृत राहत कमान तत्काल प्रभाव से कार्य करना आरंभ कर देगी ।

effective coordination and operationalisation of relief and rehabilitation measures is hereby constituted.
2. The composition of the Command will be as under :
-Chairman
(1) Lt. Governor of the Andaman & Nicobar Islands
-Vice- Chairman and Operational Head
(ii) Commander-in- Chief, Andaman & Nicobar Command (CINCAN)
-Member Secretary
(iii) Chief Secretary, Government of Andaman & Nicobar Islands
--Member
(iv) Nominated officer of the Ministry of Home Affairs , Government of India, stationed at Port Blair.
3. The task of the IRC will be to mount an integrated relief and rehabilitation effort in the Andaman & Nicobar Islands with special attention to the Southern (Nicobar) group of Islands and the aboriginal tribes . The IRC shall project its requirements from the Ministries /Departments of Government of India , through the Ministry of Home Affairs.
4. Vice- Chairman and Operational Head of the IRC will be its spokesperson .
5. The IRC will become operational with immediate effect.
