सा.का.नि. 26( अ).- विस्फोटक नियमावली , 1983 को और संशोधित करने के लिए , जिसे केन्द्रीय सरकार विस्फोटक अधिनियम , 1884(1884 का 4) की धारा 5 और 7 द्वारा प्रदत्त शक्तियों का प्रयोग करके करना चाहती है , निम्नलिखित नियमों का मसौदा एतद्वारा प्रकाशित किया जाता है , जैसा कि इसके द्वारा प्रभावित होने की संभावना वाले सभी व्यक्तियों की जानकारी हेतु उक्त अधिनियम की धारा 18 की उपधारा ( 1 ) के तहत करना आवश्यक है , और एतद्वारा नोटिस दिया जाता है कि उक्त मसौदे पर उस तारीख से तीस दिनों की अवधि बीत जाने के पश्चात् विचार किया जाएगा , जिस तारीख पर इस अधिसूचना वाले भारत के राजपत्र की प्रतियां जनता को उपलब्ध कराई जाएंगी;
कोई भी आपत्ति अथवा सुझाव, संयुक्त सचिव , औद्योगिक नीति और संवर्धन विभाग , वाणिज्य और उद्योग मंत्रालय , उद्योग भवन , नई दिल्ली को भेजे जाएं;
ऊपर निर्दिष्ट की गई अवधि से पहले उक्त मसौदे के संबंध में किसी भी व्यक्ति से प्राप्त होने वाली आपत्तियों अथवा सुझावों पर केन्द्र सरकार द्वारा विचार किया जाएगा ।
मसौदा नियम
1. ( i) इन नियमों को विस्फोटक (संशोधन) नियमावली , 2005 कहा जाए;

[PART II-SEC. 3 ( i ) ] ( ii) ये उस तारीख से प्रभावी होंगे जिस तारीख पर इन्हें सरकारी राजपत्र में अन्तिम रूप से प्रकाशित किया जाएगा ।
2. विस्फोटक नियम , 1983 में , नियम 176 में शुल्कों की सूची में क्रम संख्या 8 एवं उससे संबंधित प्रविष्टियों के लिए , निम्नलिखित क्रम संख्या और प्रविष्टियां प्रतिस्थापित की जाएंगी , नामतः

NOTIFICATION
New Delhi , the 14th January, 2005
G.S.R. 26(E) . The draft of the following rules to further amend the Explosives Rules, 1983 , which the Central Government proposes to make in exercise ofthe powers conferred by sections 5 and 7 of the Explosives Act, 1884(4 of 1884) is hereby published as required by sub- section ( 1 ) of section 18 of the said Act for information of all persons likely to be affected thereby , and notice is hereby given that the said draft shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of the Gazette of India containing this notification are made available to the public;
Any objection or suggestion may be sent to the Joint Secretary , Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Udyog Bhawan , New Delhi ;
Objection or suggestion received from any person with respect to the said draft before the period above specified will be considered by the Central Government.
Draft Rules

These rules may be called the Explosives ( Amendment ) Rules, 2005

(2) They shall come into force on the date of their final publication in the Official Gazette .
2. In the Explosives Rules , 1983 , in rule 176A, in schedule of fees for serial number 8 and entries relating thereto , the following serial number and entries shall be substituted, namely: -
