फा. सं. टीडीबी/प्रशा. 1( 7 ) 30 /02-03 ).-प्रौद्योगिकी विकास बोर्ड, प्रौद्योगिकी विकास बोर्ड अधिनियम, 1995 ( 1995 का44) की धारा 4 की उपधारा ( 2 ) के साथ पठित धारा 22 की उपधारा ( 1 ) और उपधारा ( 2 ) के खंड ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार के पूर्व अनुमोदन से प्रौद्योगिकी विकास बोर्ड ( सचिव और कर्मचारियों की सेवा के निबंधन और शर्तें ) विनियम्, 2002का संशोधन करने के लिए निम्नलिखित विनियम बनाता है , अर्थात्: -
1. (1) इन विनियमों का संक्षिप्त नाम प्रौद्योगिकी विकास बोर्ड (सचिव और कर्मचारियों की सेवा के निबंधन और शर्तें) संशोधन विनियम, 2005 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. प्रौद्योगिकी विकास बोर्ड (सचिव और कर्मचारियों की सेवा के निबंधन और शतै) विनियम , 2002 (जिन्हें इसमें इसके पश्चात् उक्त विनियम कहा गया है) के विनियम 5 के स्थान पर निम्नलिखित विनियम स्खा जाएगा, अर्थात्:-
" 5. बोर्ड का सचिव और कर्मचारी-
(1) बोर्ड के सचिव और कर्मचारियों की प्रकृति और प्रवर्ग और उनके वेतनमान अनुसूची-1 में
यथाविनिर्दिष्ट होंगे ।
(2) सचिव भास्त सस्कार के अपर सचिव या संयुक्त सचिव के स्तर का अधिकारी होगा ।"
3. उक्त विनियमों के विनियम 7 के उपविनियम (1 ) के स्थान पर निम्नलिखित उपविनियम स्खा जाएगा, अर्थात् :-
"(1 ) सचिव के पद पर नियुक्ति बोर्ड द्वारा की जाएगी ।"

4. उक्त विनियमों की अनुसूची-1 में क्रम सं. 1 के सामने, स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-
"22400-525-24500रु. या 18400-500-22400रु. १
5. उक्त विनियमों की अनुसूची-2 में क्रम सं. 1 के सामने, -
स्तंभ (4) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :- "22400-525-24500रु. या 18400-500-22400रु . ।" (क)
(ख) स्तंभ (11 ) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :- "प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) जिसके न हो सकने पर आमेलन ।"
(ग) स्तंभ (12) में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:- "प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) जिसके न हो सकने पर आमेलन ।"
:न्द्रीय या राज्य सरकार के ऐसे अधिकारी, - I.
जो 22400-525-24500रु. या 18400-500-22400रु. के वेतनमान में पद धारण किए हुए हैं ; और (क)
जिनके पास प्रौद्योगिकी आधारित उद्यमों के उपक्रम वित्त प्रबंध में अनुभव है । (ख)
11 . कसा प्रबंधक/ कार्यपालक-
(i) चार्टर्ड अकाउंटेंट/ लागत लेखापाल/ कंपनी सचिव अर्हता सहित कोई विश्वविद्यालय डिग्री ; या कारबार प्रशासन/ वित्त में मास्टर डिग्री धारण किए हुए है ; या
(ii) जो वित्तीय संस्था/ वाणिज्यिक बैंक/ प्राइवेट या पब्लिक सेक्टर कंपनी में सदृश पद धारण किए हुए है ; और
(iii) जिसका उपक्रम पूंजी/ विनिधान वित्त प्रबंध में उत्तरदायी स्थिति में पांच वर्ष का अनुभव है ।
ऐसा वैज्ञानिक/ प्रौद्योगिकीविद जो
(i ) केन्द्रीय सरकार/ राज्य सरकार / स्वशासी निकायों/ उद्योग में सदृश पद धारण किए हुए है ;
(ii) विज्ञान में स्नातकोत्तर या इंजीनियरी या प्रौद्योगिकी संबद्ध विषय में स्नातक है ।
अतिरिक्त अपेक्षाएं :
(क) प्रौद्योगिकी वित्त प्रबंध/ प्रौद्योगिकी वाणिज्यिकरण पर उत्तरदायी स्थिति में पांच वर्ष का अनुभव ।
(ख) विज्ञान/ प्रौद्योगिकी विकासक/ प्रौद्योगिकी अंतरक/ प्रौद्योगिकी संवर्धक अधिमान्य होंगे ।
टिप्पण :
1) बोर्ड में एक वर्ष का अनुभव रखने वाले वैज्ञानिक ' छ' पर भी पद के लिए विचार किया जाएगा । 2) प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।"
(घ) स्तंभ ( 13) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-
" निर्धारण बोर्ड :
अध्यक्ष, प्रौद्योगिकी विकास बोर्ड अध्यक्ष के रूप में ; और [ भाग III- खण्ड 4 ]

3 चार और सदस्य बोर्ड द्वारा नियुक्त किए जाएंगे जिनमें से दो सदस्य बोर्ड से और दो सदस्य बोर्ड से बाहर के होंगे ।
टिप्पण : अध्यक्ष से भिन्न किसी सदस्य की अनुपस्थिति निर्धारण बोर्ड की कार्यवाहियों को निष्फल नहीं करेगी ।"

NOTIFICATION
New Delhi , the 13th January, 2005
F. No. TDB /Admn. 1 ( 7) ( 30/02-03 ). In exercise of the powers conferred by Sub- Section ( 1 ) and Clause(a). ofSub -section(2) of Section 22 read with Sub- section (2) of Section (4) ofTechnology Development Board Act, 1995 (44 of 1995) , the Technology Development Board, with the previous approval of the Central Government , hereby makes the following Regulations to amend the Technology Development Board (Terms & Conditions of Service of the Secretary and Employees ) Regulations, 2002, namely:-
1. (1) These Regulations may be called the Technology Development Board (Terms & Conditions of service of the Secretary and Employees) Amendment Regulations, 2005.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Technology Development Board (Terms and conditions of Service ofthe Secretary and Employees) Regulations, 2002 (hereinafter referred to as the said regulations) , for regulation 5, the following regulation shall be substituted, namely:-
"5. Secretary and Employees of the Board-
(1) The nature and categories of the Secretary and employees of the Board and the scales of pay thereof shall be as specified in schedule-I.
(2) The Secretary shall be an officer of the level of Additional Secretary or Joint Secretary to the Government of India.
3. Inregulation 7 of the said regulations , for sub-regulation (1 ) , the following sub- regulation shall be substituted, namely: -
"( 1 ) The appointment of the post of Secretary shall be made by the Board."
4. In Schedule- I of the said regulations, against serial number 1 , in column (4), for the entries, the following entries shall be substituted, namely: -
"Rs . 22400-525-24500 or Rs . 18400-500-22400." [PART III-SEC . 4] THE GAZETTE OF INDIA: EXTRAORDINARY
5. In Schedule - II of the said regulations , against serial number 1, -
in column (4) , for the existing entries , the following shall be substituted, (a) namely: -
"Rs . 22400-525-24500 or Rs . 18400-500-22400 ."
(b) in column (11 ) , for the existing entries , the following entries shall be substituted, namely: -
"Deputation (including short term contract ) failing which by absorption . " (c) in column ( 12) , for the entries , the following entries shall be substituted , namely: -
"Deputation (including short term contract ) failing which by absorption . " I. Officers of the Central or State Government holding-
(a) a post in the pay scale of Rs.22400-525-24500 or Rs.18400-500-22400 ; and (b) having experience in venture financing of technology based enterprises .
II . Manager/Executive-
(i) Holding a university degree with Chartered Accountant/ Cost Accountant/Company Secretary qualification ; or Masters degree in Business Administration/Finance ; or
(ii) Holding analogous post in Financial Institution/ Commercial Bank/Private or Public Sector Company; and
(iii) Having five years experience in a responsible position in venture capital/investment financing .
Scientist/Technologist holding-
(i) analogous post in Central Government/State Government/Autonomous bodies/Industry;
(ii) Post-Graduate in Science or Graduate in Engineering or technology related subject.
Additional requirements:
(a) Five years experience in responsible position on technology financing/ technology commercialisation .
(b) A Scientist/technology developer/ technology transfere/ technology promoter preferable.

1) Scientist ' G' having one year experience in the Board may also be considered forthe post.
2) Period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central Government shall ordinarily not exceed three years . The maximum age limit shall be not exceeding fifty six years , as on the closing date of receipt of applications . "
(d) In column ( 13 ) , for the entries , the following entries shall be substituted, namely:-
"Assessment Board:
Chairperson, Technology Development Board as Chairman; and Four more members to be appointed by the Board from out of which two members shall be from the Board and two members from outside the Board .
Note: Absence of any member other than the Chairman will not vitiate the proceedings of the Assessment Board."
