का.आ. 75 (अ ).- यतः निम्नलिखित प्रावधानों के संबंध में कुछ संशोधन, जिन्हें केन्द्र सरकार दिल्ली मास्टर प्लान 2001 में करने का प्रस्ताव करती है , दिल्ली विकास प्राधिकरण द्वारा दिल्ली विकास अधिनियम, 1956 ( 1957 का 61 ) की धारा 44 के प्रावधानों के अनुसरण में दिनांक 16-4-2004 की अधिसूचना सं. 500 ( अ ) द्वारा भारत के असाधारण राजपत्र में प्रकाशित किए गए थे और उक्त अधिनियम की धारा 11 -क की उप- धारा ( 3 ) द्वारा यथापेक्षित प्रस्तावित संशोधनों पर आपत्तियां/सुझाव उक्त सूचना जारी होने की तारीख से 30 दिन के अन्दर आमन्त्रित किए गए थे।
2. यतः प्रस्तावित संशोधन के बारे में 7 आपत्तियां/सुझाव प्राप्त हुए थे और यतः केन्द्र सरकार ने मामले के सभी पहलुओं पर ध्यानपूर्वक विचार करने के बाद मास्टर प्लान 2001 में संशोधन करने का निर्णय लिया है ।
3. अतः अब केन्द्र सरकार उक्त अधिनियम की धारा 11 - क की उप- धारा ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत के राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से दिल्ली के उक्त मास्टर प्लान 2001 में निम्नलिखित संशोधन करती है । संशोधन:
" दिनांक 1-8-1990 के भारत के ( असाधारण ) राजपत्र के पृष्ठ 63 ( दाईं ओर ) पर शीर्षक क-3 ग्रामीण जोन ( क-2 सहित ) के बाद ख ( iii ) के पश्चात निम्नलिखित जोड़ा जाए: --
( iv) मास्टर प्लान/क्षेत्रीय विकास योजना के भू उपयोग प्रावधानों के बावजूद मनोरंजन उपयोग क्षेत्र के सिवाए अन्य सभी उपयोग क्षेत्रों में अधिकतम 3 हेक्टेयर क्षेत्र तक सम्पत्ति विकास के साथ- साथ मेट्रो स्टेशनों की अनुमति दी जाएगी और यह अनुमति निम्नलिखित विकास नियंत्रण मानदण्डों के अध्यधीन होगी:-
क. 25% ग्राउण्ड कवरेज और मेट्रो स्टेशन में आने वाले क्षेत्र सहित 100 एफ ए आर जिस पर ऊंचाई की कोई सीमा नहीं होगी बशर्ते सांविधिक निकायों जैसे भारतीय पुरातत्व सर्वेक्षण, एयरपोर्ट अथारिटी, दिल्ली नगर कला आयोग आदि का अनुमोदन प्राप्त हो।
ख. वाणिज्यिक घटक के लिए बेसमेंट/बेसमेंटों में पार्किंग का प्रावधान मेट्रो स्टेशनों के लिए पार्किंग का पर्याप्त प्रावधान के साथ निर्मित क्षेत्र के 2 ईसीएस प्रति 100 वर्ग मीटर की दर से होगा जो संबंधित स्थानीय निकायों द्वारा अलग- अलग मामले में अनुमोदित किया जाएगा । ग. विकास कार्य समन्वित रूप से किया जाएगा और दिल्ली मेट्रो रेल कार्पोरेशन को सभी संबंधित स्थानीय निकायों एजेंसियों का अनुमोदन

NOTIFICATION
New Delhi , the 20th January, 2005
S.O. 75 ( E ). Whereas certain modifications which the Central Government proposes to make in the Master Plan for Delhi - 2001 regarding the provisions mentioned hereunder were published in the Gazette of India, Extraordinary by the Delhi Development Authority vide Notification No. 500 (E) dated 16-4-2004 in accordance with the provisions of Section 44 of the Delhi Development Act , 1956 (61 of 1957) inviting objections/suggestions on the proposed modification as required by Sub - section ( 3 ) of Section 11 -A of the said Act, within thirty days from the date of the said notice .

2 Whereas 7 objection/ suggestion were received with regard to the proposed modification and whereas the Central Government have , after carefully considering all aspects ofthe matter, decided to modify the Master Plan - 2001 .
Now, therefore , in exercise of the powers conferred by Sub- section (2 ) of Section 11 -A of the said Act, the ! Central Government hereby makes the following modification in the said Master Plan for Delli - 2001 with effect from the date of Publication of this Notification in the Gazette of India .
Modification :
"On page 155 ( left hand side) of the Gazette of India (Extraordinary) dated 1-8-1990 after heading A - 3 Rural Zone (including A - 2 ) after b ( iii ), the following shall be added:
( A) Notwithstanding the land use provisions of Master Plan / Zonal Development Plan . Metro Stations alongwith property development upto a maximum area of 3 ha . shall be permitted in all use zones , except Recreational Use Zonc , and shall be subject to following Development Control Norms:---
25% ground coverage and 100 FAR including area under Metro Station with no height restrictions subject to approval of the statutory bodies such as Archaeological Survey of India , Airport Authority. Delhi Urban Art Commission etc.
b The provision of parking in basement/basements for the commercial component will be @ 2 ECS per 100 sqm of built up area with adequate provisions of parking for Metro Stations , as may be approved by the concerned local bodies from case to case basis .
こ The development shall be undertaken in a composite manner and Delhi Metro Rail Corporation shall obtain approval of all the concerned local bodies /agencies . "
