का.आ. 158 ( अ ) - केन्द्रीय सरकार ने भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अधिनियम, 1988 (1988 का 66) की धारा 11 के अधीन जारी की गई भारत सरकार के तत्कालीन जल भूतल परिवहन मंत्रालय ( सड़क स्कन्ध) की अधिसूचना सं का.आ. 78 (अ) तारीख 4 फरवरी , 1999 द्वारा उत्तर प्रदेश राज्य में राष्ट्रीय राजमार्ग संख्या 27 का 0.00 कि.मी. (राष्ट्रीय राजमार्ग 2 का 211.700 कि.मी. ) से 5.410 कि.मी. (राष्ट्रीय राजमार्ग संख्या 27 के नए संरेखण) तक (इलाहाबाद- मंगावन) खण्ड भारतीय राष्ट्रीय राजमार्ग प्राधिकरण को सौंपा था ।
अतः , अब, केंद्रीय सरकार राष्ट्रीय राजमार्ग (राष्ट्रीय राजमार्ग खंड और स्थायी पुल के लोक वित्तपोषित परियोजनाओं के लिये फीस) नियम, 1997 के नियम 3 , नियम 5 और नियम 11 तथा राष्ट्रीय राजमार्ग (फीस की दर) , नियम, 1997 के नियम 3 के उपनियम ( 1 ) के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 ( 1956 का 48) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह अधिसूचित करती है कि उत्तर प्रदेश राज्य में राष्ट्रीय राजमार्ग संख्या 27 के 0.00 कि.मी. (राष्ट्रीय राजमार्ग 2 का 211.700 कि.मी. ) से 5.410 कि.मी. (राष्ट्रीय राजमार्ग संख्या 27 के नए संरेखण) तक (इलाहाबाद-मंगावन) पर इलाहाबाद/ नैनी में यमुना नदी पर केबिल आधारित पुल के प्रयोग के लिए भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा विभागीय तौर पर, प्रतिस्पर्द्धात्मक निविदा के आधार पर निजी ठेकेदार के माध्यम से केंद्र सरकार की ओर से यांत्रिक यानों पर इससे संलग्न अनुसूची में विर्निदिष्ट दर पर फीस उदग्रहीत और संदत्त की जाएगी और इस अधिसूचना के राजपत्र में प्रकाशित होने की तारीख अथवा इस खंड को यातायात के लिए खोले जाने की तारीख से, जो भी बाद में हो , ऐसी फीस संग्रहीत करने के लिए भी भारतीय राष्ट्रीय राजमार्ग प्राधिकरण को प्राधिकृत करती है । यह फीस स्थायी आधार पर संग्रहीत की जाएगी । फीस की दर राष्ट्रीय राजमार्ग (फीस की दर) नियम, 1997 के अनुसार पुनरीक्षित किए जाने के अध्यधीन है ।

टिप्पण: -
1. जब उसी यांत्रिक यान को राष्ट्रीय राजमार्ग के उक्त भूखंड़ को एक दिन में एक से अधिक बार पार करना हो , तो उपयोक्ता को पहले चक्कर में द्वार पार करते समय अनुसूची में दी गई दरों पर ड्योढ़ी रकम का संदाय करने का विकल्प होगा अथवा यदि इसी यांत्रिक यान को उक्त भूखंड को संपूर्ण मास में निरंतर और बार- बार पार करना हो तो यान का स्वामी पूर्वोक्त अनुसूची में यथाविनिर्दिष्ट लागू तीस एकल दर के समतुल्य प्रभारों का संदाय करके मासिक पास ले सकेगा ।
2 अनुसूची में उपर्युक्त विनिर्दिष्ट फीस निम्न प्रकार के यानों को छूट प्राप्त होगी, अर्थात: -
(1) यान,
(अ) जो "अति महत्वपूर्ण व्यक्ति" प्रतीकों वाले अशता शासकीय रूप से निम्नलिखित से संबंधित हैं:-
भारत के राष्ट्रपति ;
(क)
भारत के उपराष्ट्रपति ;
(ख )
राज्य के राज्यपाल अथवा संघ राज्यक्षेत्रों के उपराज्यपाल ;
(ग)
(घ) भारत के राजकीय दौरे पर विदेशी उच्च पदस्थ व्यक्ति ;
(ड) " सी डी" । " सी सी" संख्यांक प्लेटों का उपयोग कर रहे भारत में रह रहे विदेशी राजनयिक ;
(च) राज्य सभा के सभापति या लोक सभा के अध्यक्ष या राज्य विधान परिषद के सभापति या राज्य विधान सभा के अध्यक्ष या संघ अथवा राज्य के मंत्री अथवा लोक सभा या राज्य सभा या राज्य विधानमंडल में विरोधी दल के नेता जो कैबिनेट मंत्री की प्रास्थिति का हो, यदि वह स्वयं यान में बैठा हो अथवा
(छ) संसद सदस्य अथवा संबंधित राज्य में राज्य विधान सभा के सदस्य या राज्य विधान परिषद के सदस्य यदि वह, यथास्थिति, संसद अथवा राज्य की संबंधित विधायिका द्वारा जारी पहचान पत्र प्रस्तुत करता है :
(आ) परमवीर चक्र, अशोक चक्र, महावीर चक्र, कीर्ति चक्र, वीर चक्र और शौर्य चक्र जैसे शौर्य पुरस्कार जितने वाले व्यक्ति, यदि ऐसा विजेता ऐसे पुरस्कार के लिए सक्षम प्राधिकारी द्वारा सम्यक् रूप से अधिप्रमाणित फोटो पहचान पत्र प्रस्तुत करता है ;
(ii) रक्षा यान , पुलिस यान, अग्नि शमन यान, एम्बुलेंस, अन्त्येष्टि यान, डाक और तार विभाग के यान, ड्यूटी पर कार्यरत केंद्रीय सरकार और राज्य सरकार के यान । 3

3. फीस की दरें, फीस के संदाय से छूट प्राप्त यानों के प्रवर्ग और उस प्राधिकारी का नाम, पता, टेलीफोन संख्या, जिसे शिकायत, यदि कोई हो , की जानी चाहिए , चुंगीबूथों से 500 मी. की दूरी परं पहले , चुंगी बूथों से 100 मी . की दूरी पर, और चुंगी बूथों पर भी सहजदृश्य रूप से और प्रमुख रूप से प्रदर्शित किए जाएंगें । प्रर्दशन बोर्ड की ऊचांई और अक्षरों का आकार ऐसा होगा जिसे चालक प्रदर्शन बोर्डों पर आसानी से पढ सकें और वे अंग्रेजी, हिंदी और उस क्षेत्र की, जिसमें पुल स्थित है प्रादेशिक भाषा में स्पष्ट रूप से लिखा अथवा मुद्रित होगा ।
4. यह फीस नैनी में पुल के ऊपर 1.600 कि.मी की अवस्थिति पर संग्रहीत की जाएगी ।

NOTIFICATION
New Delhi , tic 2nd February , 2005
S.O. 158 (E) . Whereas , vide notification of the Government of India in the erstwhile Ministry of Surface Transport (Roads Wing) , number S.O. 78 (E) , dated the 4th February, 1999 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988 ), the Central Government entrusted the stretch from Km 0.000 (Km 211.700 of NH-2) to Km 5.410 (new alignment of NH - 27) (Allahabad- Mangawan) of National Highway No. 27 in the State of Uttar Pradesh to the National Highways Authority of India;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956) , read with rules 3 , 5 and 11 of the National Highways (Fees for the Use of National Highways Section and Permanent Bridge Public Funded Project) Rules, 1997 and sub- rule (1 ) of rule 3 of the National Highways (Rate of Fee) Rules , 1997, the Central Government hereby notifies that there shall be levied, and collected, by the National Highways Authority of India departmentally, through Private Contractor on the basis of competitive bidding on behalf of the Central Government , a fee on mechanical vehicles for the use of Cable Stayed Bridge across river Yamuna at Allahabad/Naini , from Km 0.000 (Km 211.700 of NH -2) to Km 5.410 (new alignment of NH - 27) (Allahabad -Mangawan) of National Highway No. 27 in the State of Uttar Pradesh at the rates specified in the Schedule annexed hereto and also authorizes the National Highways Authority of India to collect such fee from the date of the publication of this notification in the Official Gazette or date of opening of the said section to traffic, whichever is later. The fee shall be collected in perpetuity. The rate of fee are subject to revision as per the National Highways (Rate of Fee) Rules, 1997 .

Note:-
1. When the same mechanical vehicle has to cross the said stretch of the National Highway more than once in a day, the user shall have the option to pay the fee of one and half times of the rates as given in the Schedule while crossing the gate in the first trip itself, or if the same mechanical vehicle has to cross the said streich frequently for the entire month , the owner of the vehicle may obtain a monthly pass on the payment of charges equal to thirty single rates applicable to it, as specified in the aforesaid Schedule .
2 . The following types of vehicles shall be exempted from the fee specified above in the Schedule, namely : -
(i) vehicles , -
(A) having "VIP " symbols ; or officially belonging to -
(a) the President of India;
(b) the Vice President of India ;
(c) the Governor of a State or Lt. Governor of a Union territory;
(d) a Foreign Dignitary on State visit to India;
(e) a Foreign diplomat stationed in India using cars with " CD " / " CC" number plates;
(f) the Chairman of Rajya Sabha or the Speaker of Lok Sabha or the Chairman of a State Legislative Council or Speaker of a State Legislative Assembly or a Minister for the Union or State, or Leaders of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the status of Cabinet Minister , if he is sitting in the vehicle ; or (g ) a Member of Parliament or a Member of Legislative Assembly of a State or a Member of Legislative Council of a State , in the respective State , if he produces his identity card issued by the Parliament or concerned Legislature of a State , as the case maybe;

(B) belonging to winner of Gallantary awards such as Param Vir Chakra , Ashok Chakra , Maha Vir Chakra, Kirti Chakra, Vir Chakra and Shaurya Chakra , if such awardee produces his photo identity card duly authenticated by the Competent Authority for such award .
(ii) Defence vehicles , Police vehicles , Fire -fighting vehicles , Ambulances , Funeral vans , vehicles of the Department of Posts and Telegraphs and Central Government and State Government vehicles on duty.
3. The rates of fees , the categories of vehicles exempted from payment of fee and the name , address and telephone number of the Company to whom complaints , if any, should be addressed, shall be conspicuously and prominently displayed 500 meters ahead of the toll booths , 100 meters ahead of the toll booths and at the toll booths also . The height of the display boards and size of letters being such that it is easy for drivers to read the display boards and they shall be legibly written or printed in English , Hindi and the regional language of the area in which the bridge is situated.
