सं. एफ. 37-3 /विधि/2005.- अखिल भारतीय तकनीकी शिक्षा परिषद् अधिनियम , 1987 ( 1987 का 52) की धारा 10 ( प) , के साथ पठित धारा 23 की उप-धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए अभातशिप एतदद्वारा निम्नलिखित विनियम बनाती है जिनके नाम हैं : -
(1 ) संक्षिप्त नाम एवं प्रारंभ :
(1) इन विनियमों का संक्षिप्त नाम अखिल भारतीय तकनीकी शिक्षा परिषद् ( राष्ट्रीय प्रत्यायन मंडल का संघटन और कार्य ) विनियम , 2005 है ।
(2) ये विनियम भारत सरकार के सरकारी राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
(2) परिभाषाएं ;-
(क) अधिनियम" से अभिप्रेत है अखिल भारतीय तकनीकी शिक्षा अधिनियम , 1987 ( 1987 का 52);
(ख ) " परिषद् " से अभिप्रेत है अभातशिप अधिनियम की धारा 3 के अधीन स्थापित की गई परिषद्
(ग) " कार्यकारिणी समिति " से अभिप्रेत है अभातशिप अधिनियम की धारा 12 के अधीन परिषद् द्वारा संघटित की गई कार्यकारिणी समिति
(घ) इसमें प्रयुक्त अन्य सभी शब्दों एवं अभिव्यक्तियों, जिन्हें यहां परिभाषित नहीं किया गया है परंतु अखिल भारतीय तकनीकी शिक्षा परिषद् अधिनियम, 1987 ( 1987 का 52) में परिभाषित किया गया है, का वही तात्पर्य होगा जो उन्हें क्रमशः उक्त अधिनियम में निर्दिष्ट किया गया है ।

4. कार्यालय की अवधि : -
अध्यक्ष एवं अन्य सदस्यों, पदेन सदस्यों को छोड़कर के कार्यालय की अवधि उनके संघटन की तारीख से तीन वर्ष के लिए होगी ।
5. राष्ट्रीय प्रत्यायन मंडल के कार्य राष्ट्रीय प्रत्यायन मंडल के कार्य हैं :-
1 . भारतं में तकनीकी शिक्षा के गुणवत्ता आश्वासन और गुणवत्ता प्रबन्धन से जुड़े मुद्दों पर संस्तुति करना । II . तकनीकी शिक्षा कार्यक्रमों/ संस्थाओं को प्रत्यायित करने के उद्देश्य के लिए मार्गदर्शक सन्नियम एवं मानक , विनिर्धारित करना ।
III . कार्यकारिणी समिति/ परिषद् को इस उद्देश्य के लिए विनिर्धारित प्रक्रिया के अनुसार मूल्यांकन के आधार पर किसी संस्थान अथवा किसी कार्यक्रम की मान्यता समाप्त करने के लिए सलाह देना ।
IV . कार्यकारिणी समिति/ परिषद् को प्रत्यायन प्रक्रिया से संबंधित नीतियों और पैरामीटर पर सहायता और सलाह प्रदान करना ।
V. कार्यकारिणी समिति/ परिषद् को तकनीकी शिक्षा में गुणात्मक सुधारों पर स्कीमों के निरूपण के लिए सलाह देना ।
VI . कार्यकारिणी समिति/ परिषद् द्वारा सौंपे गए किसी अन्य कार्य को पूरा करना ।
राष्ट्रीय प्रत्यायन मंडल कार्यकारिणी समिति/ परिषद् द्वारा समय- समय पर विनिर्धारित पद्धति के अनुसार उक्त कार्यों को पूरा करने के लिए उपयुक्त संस्तुति तैयार करेगा ।

New Delhi , the 27th January, 2005
No. F. 37-3/Legal/2005.- in exercise of the powers conferredby sub-section ( 1 ) of section 23 read with section 10 ( u ) of All India Council for Technical Education Act , 1987 (Act 52 of 1987) , All India Council for Technical Education hereby makes the following regulations , namely-
1. Short title and commencement
(1) These regulations may be called the All India Council for Technical Education (Constitution and Functions of National Board of Accreditation ) Regulations , 2005. (2) They shall come into force on the date of their publication in the Official Gazette .
2. Definitions
(a) " Act" means the All India Council for Technical Education Act , 1987 (52 of 1987) (b) " Council " means the Council established under Section 3 of the AICTE Act ;
(c) "Executive Committee " means the Executive Committee constituted by the Council under Section 12 of the AICTE Act;
(d) All other words and expressions used herein and not defined but defined in the All India Council for Technical Education Act, 1987 (52 of 1987 ) , shall have the meanings respectively assigned to them in the said Act ,
3. Constitution of National Board of Accreditation -
The National Board of Accreditation shall have the following constitution

Adviser ( QA Bureau ) AICTE will convene the meetings of National Board of Accreditation.
4. Term of office: -
The term of office of the Chairman and other Members , except the ex - officio members shall be three years from the date of constitution of the Committee.
5. Functions of National Board of Accreditation : - The functions of the National Board of Accreditation shali be-
1. to make recommendations with regard to issues of quality assurance and quality management in technical education in India .
II . to prescribe guidelines , norms and standards for the purpose of accreditation of technical education programmes / institutions .
III . to advise the Executive Committee/ Council regarding de- recognition of an institution or a programme based on the evaluation conducted as per the prescribed procedure for the purpose .
IV. to advise and assist the Executive Committee/ Council on policies and parameters pertainingto the accreditation process.
V. to advise the Executive Committee/ Council on formulation of schemes for Promotion of Qualitative Improvements in technical Education .
VI . to carry out any other function assigned by the Executive Committee/ Council ;
The National Board of Accreditation shall make suitable recommendations in the discharge of the above functions to the Executive Committee/ Council in accordance with theprocedure prescribed from time to time.
