सं. यू-23013/10/04-एल. टक्ल्यू डेका श्रम (विनिगमन एवं उत्सादन) अधिनियम, 1970 की धारा 5 द्वारा प्रदत्त शनितगों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा भारतीय तेल निगम, बालासोर, उड़ीसा के प्रतिष्ठान में ठेका श्रम प्रणाली के उत्सादन के प्रश्न पर विचार के लिए एक समिति का गठन करती है ।
2. समिति का संघटन और इसके विचारार्थ विषय निम्नांकित होंगे: -

3. प्रस्तावित समिति के षिचारार्थ निम्नलिखित विषय होंगे :-
" भारतीय तेल निगम के बॉटलिंग प्लांट, बालासोर, उड़ीसा के प्रतिष्ठान में अस्वीकृत सिलिंडरों को हटाने, वाशिंग प्लांट में लगी मशीन को चलाने एवं बंद करने , कन्वेयर बेल्ट पर कार्य, सिलिंडरों का केप हटाने , " ओ " रिंग की देखरेख , भार क्षमता ( ठेयरवेट ) का उल्लेख करना, कैरोजल में सिलिंडर भरने, कैरोजल इकाई से सिलिंडर हटाने , कैप लगाने, कैप बांधने, कैप को पंच करने, एल्यूमिनियम कैपिंग और सीलिंग के द्वारा कैप फिक्स करने, वाटर सोप सॉल्यूशन को भरने और खाली करने , शिफ्टिंग , स्टैकिंग और डिस्टैकिंग , लिपिकीय प्रकृति का कार्य, अकुशल प्रकृति के कार्यों एवं अन्य विविध कार्य जिसमें भारतीय तेल निगम के बॉटलिंग प्लांट बॉलासोर,

[PART I-SEC.1 ] उड़ीसा की साफ- सफाई आदि शामिल हैं, के कार्य में ठेका श्रम पद्धति ( विनियमन तथा उत्सादन ) अधिनियम , 1970 की धारा 10 के उपबंधों को ध्यान में रखते हुए इस संबंध में उपयुक्त सिफारिशें करना कि उक्त प्रतिष्ठान के उक्त जॉबों/कार्यों में ठेका श्रमिकों के नियोजन को निषिद्ध किया जाये अथवा नहीं" ।
4. समिति का मुख्यालय भुवनेश्वर में होगा । समिति अपनी रिपोर्ट यथाशीघ्र प्रस्तुत करेगी ।

RESOLUTION
NewDelhi, the 3rd March, 2005
No. U-23013/ 10/04- LW ( .) . In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby constituted a Committee to go into the question of abolition of contract labour in the establishment of the Indian Oil Corporation , Balasore , Orissa .
2. The composition of the Committee and its terms of reference will be as under

3. The terms of reference of the proposed Committee would be as follows:-
:
"To study the working of contract labour system in the jobs/ works of shifting of rejected cylinders , switching on and offmachines engaged in washing plant, operation conveyor belt, decapping of cylinders , visual checks of" O" ring , marking of tare weight, feeding of cylinder into carousal, removal of cylinder from carousal unit, cap stitching, cap tying, cap punching , cap fixing by aluminium capping and sealing, water soap solution filling and evacuation, shifting , stacking and destacking, clerical nature ofjob , unskilled type ofjobs and other misc . jobs including sweeping ofplant in the establishment of Indian Oil Corporation Bottling Plant, Balasore , Orissa and to make suitable recommendations whether or not the employment of contract labour in the above jobs/ works in the said establishment be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition) Act, 1970" .
