का.आ. 351 ( अ) केन्द्रीय सरकार , राष्ट्रीय राजमार्ग अधिनियम , 1956 ( 1956 का 48 ) की धारा 7 और धारा 8क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार के तत्कालीन सडक परिवहन और राजमार्ग मंत्रालय की अधिसूचना संख्यांक का०आ० 426 (अ) तारीख 29 मार्च , 2004 को अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रर्मन से पहले किया गया है या करने का लोप किया गया है , महाराष्ट्र राज्य के पुणे जिले के राष्ट्रीय राजमार्ग सं 0 4 के एक भाग के निर्माण , अनुरक्षण , प्रबंध और प्रचालन अर्थात " सुरंग के साथ दो अतिरिक्त लेनों का सन्निर्माण जिसके अन्तर्गत पुणे और सतारा के बीच खंबाटकी घाट पर 773/00 किलोमीटर से 781/00 किलोमीटर तक के राष्ट्रीय राजर्माग सं0 4 के विद्यमान दो लेन वाले भूखडों को मजबूत बनाना भी है " , में अन्तर्वलित व्यय , विनिहित पूंजी पर ब्याज , युक्तियुक्त वसूली , यातायात की मात्रा और मैसर्स आइडियल रोड विल्डर्स लिमिटेड, 501 , दत्ताश्रम हिन्दू कालोनी , लेन सं0 1 , दादर , मुम्बई- 400014 के साथ किए गए तारिख 16 नवम्बर , 1998 के रियायत करार की अवधि को ध्यान में रखते हुए सुरगं के साथ दो अतिरिक्त लेनों के संन्निमार्ण जिसके अन्र्तगत विद्यमान दो लेन के भूखण्ड शामिल है , पुणे और सताराके बीच खंबाटकी घाट पर 773/000 कि.मी. से 781/000 कि.मी. तक के राष्ट्रीय राजमार्ग संख्या 4 के भूखंड निर्माण प्रचालन और अंतरण के लिए अधिसूचित करती है कि इस सुविधा के उपयोग के लिए यांत्रिक यानों पर नीचे अनुसूची में विनिर्दिष्ट दरों पर फीस उदगृहीत और संदत्त की जाएगी और उक्त मैसर्स आइडियल रोड विल्डर्स लिमिटेड को इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से 31 दिसम्बर , 2005 तक के लिए उक्त अनुसूची में विनिर्दिष्ट दरों पर फीस संगृहित और प्रतिधारित करने के लिए प्राधिकृत करती है ।

[PART II-SEC. 3 (ii)], टिप्पणः जब एक ही यान को चुंगी प्लाजा को एक दिन में एक से अधिक बार पार करना हो, तो उपयोक्ता को पहले ही चक्कर में सेतु को पार करते समय उपर्युक्त दरों पर ड्योढी रकम का संदाय करने का विकल्प होगा या यदि यान को इस सुविधा का संपूर्ण मास मे निरंतर और बार बार उपयोग करना हो या उससे अधिक पर्याप्त दीर्ध अवधि के लिए उपयोग करना हो तो यान का स्वामी उपर्युक्त अनुसूची में यथा विनिर्दिष्ट लागू तीस एकल दर के समतुल्य प्रभारों का संदाय करके मासिक पास ले सकता है 1 2. अनुसूची में उपर्युक्त विनिर्दिष्ट फीस से निम्न प्रकार के यान छूट प्राप्त हैं , अर्थातः-
(i) रक्षा यान ;
(11) अति महत्वपूर्ण व्यक्ति प्रतीकों वाले यान ;
(iii) पुलिस यान;
(iv) अग्नि शमन यान ;
(V) एंबुलेस ;
(vi) अन्त्येष्टि यान ;
(vii ) डाक व तार विभाग के यान; और
( viii ) डूयटी पर केन्द्रीय सरकार और राज्य सरकार के यान ।
3 शासकीय रुप से निम्नलिखित के यान अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान समझे जाएंगे, अर्थात: - (i) भारत के राष्ट्रपति ;
( ii) भारत के उपराष्ट्रपति ;
( iii ) केन्द्रीय और राज्य मंत्री , जब वे यान में हो ;
( iv) लोक सभा या राज्य सभा, राज्य विधान मंडलों के विपक्ष के नेता जिनकी प्रास्थिति केबिनेट मंत्री की हो, जब वे यान में हों ;
( V) राज्यों के राज्यपाल ;
(vi) संघ राज्य क्षेत्रों के उप राज्यपाल ;
(vii) केन्द्रीय और राज्य विधान मंडलों के अध्यक्ष या सभापति ;
( viii ) संसद द्वारा जारी किए गए पहचान पत्र प्रस्तुत किए जाने पर संसद सदस्य ;
(ix) राज्य के भीतर विधान सभाओं/विधान परिषदों के सदस्य, राज्य विधान मंडल और राज्य विधान परिषदों द्वारा जारी किए गए पहचान पत्र प्रस्तुत किए जाने पर ;
(X) भारत के राजकीय दौरे पर उच्च पदस्थ विदेशी व्यक्ति ;
(xi ) सी डी( राजनयिक कारों) प्रतिक वाली कारो का उपयोग कर रहे भारत में रह रहे विदेशी राजनयिक , और
(xii) शौर्य पुरस्कारों अर्थात , परमवीर चक्र , अशोक चक्र , महावीर चक्र, कीर्ति चक्र , वीर चक्र, और शौर्य चक्र के विजेता , सक्षम प्राधिकारी द्वारा पुरस्कार अधिप्रमाणित करने वाले पहचान पत्र प्रस्तुत किए जाने पर ।
4 ऊपर वर्णित दरें चुंगी केन्द्र के आस पास बोर्ड पर संप्रदर्शित की जाएंगी । संप्रदर्शन बोर्ड की ऊंचाई और अक्षरों का आकार इस प्रकार का होगा जिससे चालक को संप्रदर्शन बोर्ड पढने में आसानी हो और उन्हें अंग्रेजी , हिन्दी और इस क्षेत्र में जिसमे बोर्ड लंगा है की अन्य क्षेत्रीय भाषा मे पढने योग्य लिखा और मुद्रित होना चाहिए 1 उक्त मैसर्स आइडियल रोड विल्डर्स लिमिटेड या उसके प्राधिकृत प्रतिनिधि इस अधिसूचना के अधीन फीस की वसूली के प्रत्येक अवसर पर संदायकर्ता को रसीद देंगे ।

NOTIFICATION
New Delhi , the 21st March , 2005
S.O. 35 (E) . In exercise of the powers conferred by sections 7 and 8A of the National Highways Act, 1956(48 of 1956) and in supersession of the notification of the Government of India in the then Ministry of Road Transport and Highways number S.O.426 (E) dated the 29th March , 2004 except as respects things done or omitted to be done before such supersession , the Central Government having regard to the expenditure involved in building , maintenance , management and operation of the part of National Highway No.4 in the District Pune , in the State of Maharashtra that is , " construction of additional two lanes with tunnel including strengthening existing two lane stretches of National Highway No.4from Km.773/000 to Km.781 /000 in Khambatki Ghat between Pune and Satara " , interest on the capital invested , reasonable return , the volume of traffic and the period of concession agreement dated the 16th November , 1998 entered into with M/s Ideal Road Builders Limited, 501 Dattashram Hindu Colony , Lane No.1 , Dadar, Mumbai -400014, to build , operate and transfer the " construction of additional two lanes with tunnel including stretching existing two lane stretches of National Highway No. 4 from km 773.000 to km 781.000 in Khambatki Ghat between Pune and Satara " , hereby notifies that there shall be levied and paid fees on mechanical vehicles for the use of facility at the rates specified in the Schedule below and authorizes the said M/s Ideal Road Builders Limited to collect and retain fees on mechanical vehicles at the rates specified in the said Schedule from the date of publication of this Notification in the Official Gazette and until the 31st December, 2005, namely: -

NOTES : When the same vehicle has to cross the toll plaza more than once in a day , the user shall have the option to pay one and half times the above rates while crossing the bridge in the first trip itself or if the vehicle has to use the facility continuously and quite frequently for entire month or even beyond that for much longer period , the vehicle owner can have a monthly pass on the payment of charges equal to 30 single rate applicable to it as specified in the Schedule above .

[PART II-SEC . 3 ( ii ) ] Following types of vehicles are exempted from the fee specified above in the Schedule, 2. namely: -
(i) Defence vehicles ,
(ii) Vehicles having VIP symbols ,
(iii) Police vehicles ,
(iv) Fire - fighting vehicle ,
(v) Ambulances ,
(vi) Funeral vans ,
(vii) Vehicles belonging to Department of Posts and Telegraph,
(viii) Central Government and State Government vehicles on duty .
3. The vehicles officially belonging to the following shall be deemed to be vehicles having " VIP " symbols , namely: -
(i) The President of India,
(ii) The Vice -President of India ,
(iii) Central and State Ministers while in vehicles ,
(iv) Leaders of Opposition in Lok Sabha/Rajya Sabha/ State Legislature having the status ofCabinet Ministers while in vehicles ,
(v) The Governors of States ,
(vi) The Lieutenant Governors of Union Territories , Executive Councilor,
(vii) The Speakers or Chairman of Central and State Legislatures ,
(viii ) Members of Parliament on production of Identification Card issued by the Parliament,
(ix) Members of Legislative Assemblies/ Legislative Councils within the State on production of Identification Card issued by the State Legislature and Legislative Council,
(x) Foreign Dignitaries on State visit to India,
(xi) Foreign Diplomats stationed in India using cars with CD (Car Diplomatic) symbols and
(xii) Winners of the Gallantry Awards namely, Param Vir Chakra , Ashok Chakra, Maha Vir Chakra , Kirti Chakra , Vir Chakra and Shaurya Chakra on production of ID Card authenticating the Award by the Competent Authority .
4. The above mentioned rates shall be displayed on a board erected in the vicinity of the toll station. The height of the display boards and size of the letters being such that it is easy for drivers to read the display boards and they shall be legibly written or printed in English, Hindi and Other regional language of the area in which the stretch is situated . The said M/ s Ideal Road Builders Limited or its authorized legal representative shall give a receipt to the payer for the fee collected.
