सा.का.नि. 190( अ ).-- केन्द्रीय मोटरयान नियम , 1989 का और संशोधन करने के लिए कतिपय नियमों का निम्नलिखित प्रारुप, जिन्हें केन्द्रीय सरकार , मोटर यान अधिनियम, 1988 ( 1988 का 59) की धारा 110 की उप- धारा ( 1 ) के खंड (छ) , द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बनाना चाहती है , उक्त अधिनियम की धारा 212 की उप- धारा ( 1 ) अपेक्षानुसार, ऐसे सभी व्यक्तियों की, जिनके उससे प्रभावित होने की संभावना है , जानकारी के लिए प्रकाशित किया जाता है और यह सूचना दी जाती है कि उक्त प्रारुप नियमों पर , उस तारीख से , जिसको भारत के राजपत्र में यथा प्रकाशित इस अधिसूचना की प्रतियां जनता को उपलब्ध करा दी जाती हैं , तीन दिन की अवधि के पश्चात् विचार किया जाएगा;
इन प्रारुप नियमों से संबंधित, आक्षेप या सुझाव, यदि कोई हो , संयुक्त सचिव (परिवहन) , सड़क परिवहन और राजमार्ग विभाग , परिवहन भवन, संसद मार्ग , नई दिल्ली को भेजे जा सकेंगें;
आक्षेप या सुझाव , जो उक्त प्रारुप नियमों की बाबत किसी व्यक्ति से ऐसी विनिर्दिष्ट अवधि की समाप्ति से पूर्व प्राप्त होंगे, केन्द्रीय सरकार द्वारा विचार किया जाएगा ।

प्रारुप नियम
1. (1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय मोटर यान (......... संशोधन) नियम , 2005 है । (2) ये राजपत्र में इनके अंतिम प्रकाशन की तारीख को प्रवृत होंगे ।
2 . केन्द्रीय मोटर यान नियम , 1989 के नियम , 115 में, -
( क) उपनियम ( 12) में , निम्नलिखित परंतुक अंत में अंतः स्थापित किया जाएगा , अर्थात्ः- परन्तु डीजल चालित दु पहिए और तिपहिए वाहनों के लिए द्रव्यमान उत्सर्जन मानक (भारत प्रक्रम 2 ) निम्न सारणी में प्रत्येक राज्य के सामने निर्दिष्ट तारीख से लागू होंगे: -

NOTIFICATION
New Delhi , the 24th March, 2005
G.S.R. 190( E) . The followingdraft of certain rules further to amend the makein exercise the powers conferred by clause ( g) of sub-section( 1 ) of section 110 of the Motor Vehicles Act , 1988 (59 of 1988 ) , is hereby published as required by sub- section ( 1 ) of section 212 of the said Act for information of all persons likely to be Central Motor Vehicles Rules, 1989 , which the Central Government proposes to affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of three days from the date on which the copies of this notification as published in the Gazette of India are made available to the public;

[PART II-SEC. 3 (1) ] Objections or suggestions to these draft rules , if any , may be sent to the Joint Secretary ( Transport) , Department of Road Transport and Highways , Transport Bhawan, Parliament Street , New Delhi - 110001;
The objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the period so specified will be considered by the Central Government .
DRAFT RULES
1. ( 1 ) These rules may be called the Central Motor Vehicles ( ..... Amendment) Rules, 2005.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In rule 115 of the Central Motor Vehicles Rules , 1989, -
(a) in sub-rule( 12), the following proviso shall be inserted at the end , namely: - "Provided that Mass emission standards (Bharat Stage II ) for diesel driven two wheeler and three wheeler shall come into force on the dates specified against each of the States in Table below: -
