सं. यू-23013/06/03- एल डब्ल्यू ( पीटी ) .-ठेका श्रम ( विनियमन व उत्सादन ) अधिनियम , 1970 की धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के राजपत्र, असाधारण , भाग I , खण्ड 1 में दिनांक 18 फरवरी, 2003 को प्रकाशित भारत सरकार के श्रम मंत्रालय के केन्द्रीय ठेका श्रम सलाहकार बोर्ड के संकल्प संख्या यू-23013 /06/03 - एल डब्ल्यूके अधिक्रमण में, केन्द्रीय ठेका श्रम सलाहकार बोर्ड एतद्वारा इंदिरा गांधी अंतरराष्ट्रीय हवाई अड्डा और पालम स्थित घरेलू हवाई अड्डा, नई दिल्ली में इंडियन एयरलाइंस के प्रतिष्ठान में ठेका श्रम प्रणाली के उत्सादन के प्रश्न पर विचार करने हेतु एक समिति का गठन करता है ।
2. समिति का संघटन और इसके विचारार्थ विषय निम्नवत्होंगे :-

3. समिति के विचारार्थ विषय निम्नवत्होंगे:-
" इंडियन एयरलाइंस के इंदिरा गांधी अंतर्राष्ट्रीय हवाई अड्डे और नई दिल्ली स्थित पालम घरेलू हवाई अड्डे के प्रतिष्ठान में बैगेज लादने और उतारने के काम में ठेका श्रम प्रणाली के कार्यकरण का अध्ययन करना और इस संबंध में उपयुक्त सिफारिश करना कि ठेका

श्रम विनियमन व उत्सादन अधिनियम , 1970 के उपबंधों को देखते हुए, उक्त प्रतिष्ठानों में उक्त कार्यों में ठेका श्रम प्रणाली को निषिद्ध किया जाए या नहीं । "
4. समिति का मुख्यालय नई दिल्ली में होगा । समिति अपनी रिपोर्ट यथाशीघ्र प्रस्तुत करेगी ।

RESOLUTION
New Delhi , the 10th November , 2005
No. U - 23013/06/03- LW (Pt . ).- In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, and in supersession of Resolution of Government of India in the Ministry of Labour, Central Advisory Contract Labour Board number U - 23013 /06 /03 - LW published in the Gazette of India , Extraordinary, Part I , Section 1 , dated 18th February, 2003 , Central Advisory Contract Labour Board hereby constitutes a Committce to go into the question of abolition of contract labour system in the establishment of Indian Airlines at Indira Gandhi International Airport and Domestic Airport at Palam, New Delhi.
2. The composition of the Committee and its terms of reference will be as under :-

3. The terms of reference of the Committee would be as follows:-
"To study the working of contract labour system in the jobs /works of loading and unloading of baggage in the establishment of Indian Airlines , Indira Gandhi International Airport and Domestic Airport at Palam , New Delhi and to make suitable recommendations whether or not the employment of contract labour system in the above jobs/works in the said establishments be prohibited keeping in view the provisions of Section 10 of the Contract Labour (Regulation and Abolition) Act , 1970 ".
4. The Headquarters ofthe Committee will be at New Delhi. The Committee should submit its report at the earliest .
