का.आ. 1594 ( अ) .-यतः पीपुल्स लिबरेशन आर्मी जिसे सामान्यतया पी.एल.ए. कहा जाता है तथा इसके राजनीतिक स्कंध, द रिवोल्यूशनरी पीपुल्स फ्रंट ( आर.पी.एफ. ) , द यूनाइटेड नेशनल लिबरेशन फ्रंट (यू.एन.एल.एफ. ) , द पीपुल्स रिवोल्यूशनरी पार्टी ऑफ कांगलीपाक (पी.आर.ई.पी.ए.के. ) तथा इसके सशस्त्र स्कंध , द " रैड आर्मी ", द कांगलीपाक कम्युनिस्ट पार्टी ( के सी पी ) और इसके सशस्त्र स्कंध जिन्हें रैड आर्मी भी कहा जाता है , द कांगली याओल कान्बा लूप ( के.वाई .के. एल. ) तथा मणिपुर पीपुल्स लिबरेशन फ्रंट ( एम.पी.एल.एफ. ) ( जिन्हें इसके बाद सामूहिक रूप से मैतई उग्रवादी संगठन कहा जाएगा ) ने:-
(i ) मणिपुर राज्य को भारत से पृथक करके स्वतंत्र मणिपुर के गठन के अपने उद्देश्य की खुले तौर पर घोषणा की है ;
( ii ) अपने उक्त उद्देश्यों को पूरा करने के लिए वे सशस्त्र साधनों का इस्तेमाल कर रहे हैं ;
(iii) सुरक्षा बलों, पुलिस , सरकारी कर्मचारियों तथा मणिपुर के कानून का पालन करने वाले नागरिकों पर हमला कर रहे हैं ;
( iv ) अपने संगठनों के लिए निधियां इकट्ठी करने के लिए नागरिकों को डरा - धमका रहे हैं, जबरन धन वसूली कर रहे हैं तथा लूट- खसोट कर रहे हैं ;
(v ) अपने अलगाववादी उद्देश्य को पूरा करने के लिए जनता की राय अपने हित में बदलने तथा शस्त्र और प्रशिक्षण प्राप्त करने के लिए विदेशी स्रोतों से संपर्क करने का प्रयास कर रहे हैं ; तथा
(vi ) आश्रय , प्रशिक्षण और गुप्त रूप से शस्त्र एवं गोलाबारूद प्राप्त करने के लिए पड़ोसी देशों में शिविर लगा रहे हैं ।
और यतः , केन्द्र सरकार की राय है कि उक्त कारणों से मैतई उग्रवादी संगठनों के कार्यकलाप भारत की प्रभुसत्ता और एकता के प्रतिकूल हैं तथा यह कि ये विधिविरुद्ध संगम हैं;
अतः अब, विधिविरुद्ध क्रियाकलाप ( निवारण ) अधिनियम, 1967 ( 1967 का 37 ) की धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्र सरकार एतद्वारा मैतई उग्रवादी संगठनों अर्थात् द पीपुल्स लिबरेशन आर्मी जिसे सामान्यतया पी.एल.ए. कहा जाता है तथा इसके राजनीतिक स्कंध, द रिवोल्यूशनरी पीपुल्स फ्रंट ( आर.पी.एफ. ) , द यूनाइटेड नेशनल लिबरेशन फ्रंट ( यू.एन.एल.एफ. ) , द पीपुल्स रिवोल्यूशनरी पार्टी ऑफ कांगलीपाक ( पी.आर.ई.पी.ए.के. ) तथा इसके सशस्त्र स्कंध द " रैड आर्मी ", द कांगलीपाक कम्युनिस्ट पार्टी ( के.सी.पी. ) तथा इसके सशस्त्र स्कंध, जिसे ' रैड आर्मी ' भी कहा जाता है , द कांगली याओल द कान्बा लूप ( के.वाई. के. एल. ) तथा मणिपुर पीपुल्स लिबरेशन फ्रंट (एम.पी.एल.एफ. ) को इसके सभी गुटों, स्कंधों तथा अग्रणी संगठनों सहित विधिविरुद्ध संगम घोषित करती है ।

और यतः केन्द्र सरकार की यह भी राय है कि यदि मैतई उग्रवादी संगठनों के विधिविरुद्ध क्रियाकलापों को रोका नहीं जाता और तत्काल नियंत्रित नहीं किया जाता तो वे-
(i) अपने अलगाववादी, विध्वंसक, आतंकवादी तथा हिंसात्मक कार्यकलापों को बढ़ाने के लिए अपने काडरों को जुटाएंगे ;
(ii) भारत की प्रभुसत्ता और एकता की विरोधी ताकतों के सहयोग से राष्ट्र विरोधी क्रियाकलापों का प्रचार करेंगे ;
(iii) नागरिकों की और अधिक हत्याएं करने तथा पुलिस एवं सुरक्षा बल कार्मिकों को निशाना बनाने में संलिप्त होंगे ;
(iv) अंतर्राष्ट्रीय सीमा पार से और अधिक अवैध शस्त्र तथा गोलाबारूद प्राप्त करेंगे ;
(v) अपने विधिविरुद्ध क्रियाकलापों के लिए जनता से विपुल धनराशि जबरन वसूल करेंगे और इकट्ठी करेंगे ।
और यतः, केन्द्र सरकार की यह भी राय है कि उल्लिखित मैतई उग्रवादी संगठनों के क्रियाकलापों के मद्देनजर यह आवश्यक है कि मैतई उग्रवादी संगठनों अर्थात् पीपुल्स लिबरेशन आर्मी, जिसे सामान्यतया पी.एल.ए. कहा जाता है तथा इसके राजनैतिक स्कंध, द रिवोल्यूशनरी पीपुल्स फ्रंट (आर.पी.एफ. ) , द यूनाइटेड नेशनल लिबरेशन फ्रंट ( यू.एन.एल.एफ. ) , द पीपुल्स रिवोल्यूशनरी पार्टी ऑफ कांगलीपाक ( पी.आर.ई.पी.ए.के. ) तथा इसके सशस्त्र स्कंध , द " रैड आर्मी" , द कांगलीपाक कम्युनिस्ट पार्टी ( के.सी.पी. ) तथा इसके सशस्त्र स्कंध , जिसे " रैड आर्मी " भी कहा जाता है, द कांगली याओल कान्बा लूप (के.वाई. के. एल. ) तथा मणिपुर पीपुल्स लिबरेशन फ्रंट ( एम.पी.एल.एफ. ) को तत्काल प्रभाव से ' विधिविरुद्ध संगम ' घोषित किया जाए, तथा तदनुसार, विधिविरुद्ध क्रियाकलाप ( निवारण ) अधिनियम, 1967 ( 1967 का 37 ) की धारा 3 की उपधारा ( 3 ) के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतद्वारा निदेश देती है कि यह अधिसूचना उक्त अधिनियम की धारा 4 के अंतर्गत दिए गए किसी भी आदेश के अध्यधीन , सरकारी राजपत्र में इसके प्रकाशन की तारीख से लागू होगी ।

NOTIFICATION
New Delhi , the 13th November, 2005
S. O. 1594 (E) .-Whereas the Peoples ' Liberation Army generally known as PLA, and its political wing, the Revolutionary Peoples ' Front (RPF ), the United National Liberation Front (UNLF ) , the Peoples ' Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army " , the Kagleipak Communist Party (KCP) and its armed wing , also called the "Red Army" , the Kanglei Yaol Kanba Lup (KYKL) and the Manipur Peoples ' Liberation Front (MPLF) (hereinafter collectively referred to as the Meitei Extremist Organisations) have :-
(i) openly declared as their objective the formation of an independent Manipur by secession of Manipur State from India;
(ii) been employing and engaging in armed means to achieve their aforesaid objective;
(iii) been attacking the Security Forces , the Police, Government employees and law-abiding citizens in Manipur,
(iv) been indulging in acts of intimidation , extortion and looting of civilian population for collection of funds for their Organizations ;
(v) been making efforts to establish contacts with sources abroad for influencing public opinion and for securing their assistance by way of arms and training for the purpose of achieving their secessionist objective; and
(vi ) been maintaining camps in neighbouring countries for the purpose of sanctuary, training and clandestine procurement of arms and ammunition .
And whereas, the Central Government is of the opinion that for the aforesaid reasons activities of the Meitei Extremist Organizations are detrimental to the sovereignty and integrity of India and that they are unlawful associations ;
Now therefore, in exercise of the powers conferred by sub - section ( 1 ) of Section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) , the Central Government hereby declares the Meitei Extremist Organizations , namely the Peoples' Liberation Army generally known as PLA, and its political wing , the Revolutionary Peoples Front (RPF) , the UnitedNational Liberation Front (UNLF) , the Peoples' Revolutionary Party of Kangleipak ( PREPAK) and its armed wing , the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called the "Red Army" , the Kanglei Yaol Kanba Lup (KYKL) and the Manipur Peoples' Liberation Front (MPLF) along with all its factions wings and front organi- zations as unlawful associations ;

Andwhereas , the Central Government is also of the opinion that if the unlawful activities of the Meitei Extremist Organisations are not curbed and controlled immediately, they will take the opportunity of-
(1) mobilizing their cadres for escalating their secessionist, subversive, terrorist and violent activities;
(ii) propagating anti - national activities in collusion with forces inimical to sovereignty and integrity of India;
(iii) indulging in increased killings of civilians and targeting of the Police and Security Forces personnel ;
(iv) procuring and inducting more illegal arms and ammunitions from across the international border ;
(v) extorting and collecting huge funds from the public for their unlawful activities .
And whereas , the Central Government is further of the opinion that having regard to the activities of Meitei Extremist Organisations mentioned above it is necessary to declare the Meitei Extremist Organizations Peoples ' Liberation Army generally known as the PLA, and its political wing, the Revolutionary Peoples , 'Front (RPF) , the United National Liberation Front (UNLF) , the Peoples ' Revolutionary Party of Kangleipak (PREPAK ) and its armed wing, the "Red Army" , the Kangleipak Communist Party (KCP) and its armed wing , also called the " Red Army " , the Kanglei Yaol Kanba Lup (KYKL) and the Manipur Peoples' Liberation Front (MPLF ) as unlawful associations ' with immediate effect ; and accord- ingly, in exercise of the powers conferred by the proviso to sub - section (3 ) of Section 3 , of the unlawful Activities (prevention) Act, 1967 (37 of 1967), the Central Government hereby directs that this notification shall , subject to any order that may be made under Section 4 of the said Act, have effect from the date of its publication in the Official Gazette .
