फा. सं. 23/1 / 2004-आर एण्ड आर. इस मंत्रालय की संकल्प फा. सं. 23/ 1 /2004-आर एण्ड आर, दिनांक 25 मई, 2005 जो भारत के राजपत्र (असाधारण ) भाग 1 , धारा 1 (1596 जीआई/2005) , जिसके द्वारा विद्युत अधिनियम, 2003 की धारा 2 की उप- धारा (55) के प्रावधानों के अंतर्गत उत्तरी क्षेत्रीय विद्युत समिति ( एनआरपीसी) की स्थापना की गई थी, में निम्नलिखित संशोधन किए जाते हैं-
संकल्प के पैरा 3 को निम्नलिखित पैरा 3 द्वारा प्रतिस्थापित किया जाता हैः-
3. पूर्वोक्त प्रावधान के अनुसरण में भारत सरकार में निम्नलिखित सदस्यों के साथ दिल्ली, हरियाणा, हिमाचल प्रदेश, जम्मू एवं कश्मीर, पंजाब, राजस्थान, उत्तर प्रदेश और उत्तरांचल के राज्यों और संघ शासित राज्य चंडीगढ़ को सम्मिलित करते हुए उत्तरी क्षेत्रीय विद्युत समिति (एनआरपीसी ) की एतद्वारा स्थापना करती हैः-
(i) सदस्य (ग्रिड प्रचालन) , केन्द्रीय विद्युत प्राधिकरण ।
(ii ) केन्द्रीय विद्युत उत्पादन कंपनियों, केन्द्रीय पारेषण यूटिलिटी, राष्ट्रीय भार प्रेषण केन्द्र तथा उत्तर क्षेत्रीय भार प्रेषण केन्द्र में से प्रत्येक से एक- एक प्रतिनिधि ।
( iii ) क्षेत्र के प्रत्येक राज्य से राज्य उत्पादन कंपनी, पारेषण यूटिलिटी, राज्य भार प्रेषण केन्द्र तथा रोटेशन आधार पर एक वितरण कंपनी (जहां एक से अधिक कंपनी मौजूद है) का प्रतिनिधित्व किया जाएगा ।
(iv) क्षेत्र में 1000 मे. वा. से अधिक संस्थापित क्षमता वाले हरेक स्वतंत्र विद्युत उत्पादक का एक प्रतिनिधि होगा ।
(v) क्षेत्र में कार्यरत अन्य सभी स्वतंत्र विद्युत उत्पादक के लिए एक प्रतिनिधि सदस्य ।
(vi) क्षेत्र में कार्यरत विद्युत व्यापारियों का एक प्रतिनिधि सदस्य ।
(vii) सदस्य सचिव , एनआरपीसी-आयोजक ।

समूह (v ) और ( vi ) समूहों में संबंधित संघ एनआरपीसी को अपना प्रतिनिधि भेजेंगे । संबंधित संगठन का प्रतिनिधि या तो संगठन का प्रमुख हो या कम- से- कम ऐसा व्यक्ति हो , जो केन्द्रीय सार्वजनिक क्षेत्र उपक्रमों , जहां प्रतिनिधि कार्यकारी निदेशक स्तर के भी हो सकते हैं, को. छोड़कर कंपनी/कॉरपोरेट इकाई के बोर्ड में निदेशक स्तर से नीचे का न हो ।
संकल्प के पैरा 4 को निम्नलिखित पैरा -4 द्वारा प्रतिस्थापित किया जाता हैः-
4. एनआरपीसी के अध्यक्ष क्षेत्र के राज्यों का वर्णवार रूप से प्रतिनिधित्व करेंगे । उस राज्य के एनआरपीसी के सदस्यों द्वारा स्वयं में से अध्यक्ष नामित किया जाएगा । अध्यक्ष की सेवावधि एक वर्ष की होगी ।
संकल्प के पैरा 10 को निम्नलिखित पैरा 10 द्वारा प्रतिस्थापित किया जाता हैः-
10. समिति कुशल कार्यकरण के लिए आवश्यकतानुसार उप - समिति, टास्क फोर्स, तदर्थ समितियां एवं स्थाई समितियां गठित कर सकती है । अपेक्षानुसार समिति विशेष प्रकृति के मामलों पर सलाह देने के लिए प्रसिद्ध विशेषज्ञों का समूह/ समिति बना सकती है । उप समिति आदि के प्रतिनिधि का स्तर संबंधित मामले की प्रकृति पर निर्भर करेगा ।
संकल्प के पैरा 11 को निम्नलिखित पैरा 11 द्वारा प्रतिस्थापित किया जाता हैः-
11. एनआरपीसी की कम से कम छह मास में एक बैठक होगी । एनआरपीसी की उप - समितियां, टास्क फोर्स, तदर्थ समितियां तथा स्थाई समितियां आवश्यकतानुसार बैठक का आयोजन कर सकती हैं ।
निम्नलिखित पैरा को नए पैरा के रूप में शामिल किया जाएः-
12. दिनांक 25 मई, 2005 का मुख्य संकल्प राजपत्र में संकल्प के प्रकाशन की तारीख से प्रभावी होगा ।

In this Ministry's Resolution F.No. 23 /1/2004 - R & R dated 25th May, 2005 published in the Gazette of India (Extraordinary ) , Part 1 , Section 1 , (1596 GI/2005 ) establishing the Northern Regional Power Committee (NRPC ) under the provisions of Sub- section ( 55 ) of section 2 of the Electricity Act , 2003 , the . following amendments are hereby made: -
Para 3 of the resolution is replaced by the following para 3: -
3. In pursuance of the aforesaid provision, the Government of India hereby establishes the Northern Regional Power Committee (NRPC ) comprising the States of Delhi , Haryana, Himachal Pradesh , Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh and Uttaranchal and the Union Territory of Chandigarh with the following members: - भाग - खण्ड । ]

i) Member(Grid Operations) , Central Electricity Authority ( CEA)
ii) One representative each of Central Generating Companies , Central Transmission Utility ( CTU) , National Load Despatch Center (NLDC ) and the Northern Regional Load Despatch Center ( NRLDC) .
From each of the States in the region, the State Generating Company , Transmission Utility ( STU) , State Load Despatch Center ( SLDC) and one Distribution company by rotation (where more than one such company exists) would be represented.
iv) Every Independent Power Producer (IPP) having more than 1000 MW installed capacity in the region would have one representative each .
One member representing all other IPPs operating in the region.
v) vi) One member representing the electricity traders in the region.

In categories ( v) & ( vi ) , respective associations would send their representative to the NRPC . The representative from respective organizations should be either the head of the organisation or at least a person not below the rank of a Director on the Board of the company/ corporate entity except for Central Public Sector Undertakings (CPSUs) where representative could also be at the level of Executive Director .
Para 4 of the resolution is replaced by the following para 4: -
4. Chairperson of the NRPC would represent the States of the region by rotation in alphabetical order. Members of the NRPC from that particular State would nominate the Chairperson of NRPC from amongst themselves . Term of the Chairperson would be for a period of one year .
Para 10 of the resolution is replaced by the following para 10: -
10. The Committee may constitute its Sub-committees , Task Forces , Ad hoc Committees and Standing Committees, as deemed necessary for efficient functioning . It may also set up, if required , Groups / Committees of eminent experts to advise it on issues of specific nature . The level of the representative to the Sub Committees etc would depend on the nature of the issue concerned .
Para 11 of the resolution is replaced by the following para 11 : -
11. The NRPC shall meet at least once in six months . Sub Committees , Task Forces , Ad hoc Committees and Standing Committees of the NRPC could meet as and when required.
The following para may be inserted as a new para : -
12. The principal resolution dated 25th May, 2005 shall come into force from the date of publication of this resolution in the Gazette .

फा. सं. 23/1/2004-आर एण्ड आर इस मंत्रालय की संकल्प फा. सं . 23/1 / 2004-आर एण्ड आर, दिनांक 25 मई, 2005 जो भारत के राजपत्र (असाधारण ) भाग 1 , धारा 1 ( 1596 जीआई/2005-2), जिसके द्वारा विद्युत अधिनियम, 2003 की धारा 2 की उप - धारा (55 ) के प्रावधानों के अंतर्गत दक्षिण क्षेत्रीय विद्युत समिति (एसआरपीसी) की स्थापना की गई थी, में निम्नलिखित संशोधन किए जाते हैं-

3. पूर्वोक्त प्रावधान के अनुसरण में भारत सरकार में निम्नलिखित सदस्यों के साथ केरल, आंध्र प्रदेश , कर्नाटक, तमिलनाडु राज्यों और संघ शासित क्षेत्र पांडिचेरी को सम्मिलित करते हुए दक्षिणी क्षेत्रीय विद्युत समिति ( एसआरपीसी ) की एतद्वारा स्थापना करती हैः-
i) सदस्य (ग्रिड प्रचालन) , केन्द्रीय विद्युत प्राधिकरण ।
ii ) केन्द्रीय विद्युत उत्पादन कंपनियों, केन्द्रीय पारेषण यूटिलिटी , राष्ट्रीय भार प्रेषण केन्द्र तथा दक्षिण क्षेत्रीय भार प्रेषण केन्द्र में से प्रत्येक से एक- एक प्रतिनिधि ।
iii ) क्षेत्र के प्रत्येक राज्य से राज्य उत्पादन कंपनी, पारेषण यूटिलिटी, राज्य भार प्रेषण केन्द्र तथा रोटेशन आधार पर एक वितरण कंपनी (जहां एक से अधिक कंपनी मौजूद है) का प्रतिनिधित्व किया जाएगा ।

3. In pursuance of the aforesaid provision, the Government of India hereby establishes the Southern Regional Power Committee (SRPC ) comprising the States of Kerala, Andhra Pradesh , Karnataka, Tamil Nadu and the Union Territory of Pondicherry with the following members : -
i) Member(Grid Operations ) , Central Electricity Authority ( CEA)
ii) One representative each of Central Generating Companies , Central Transmission Utility ( CTU ) , National Load Despatch Center (NLDC ) and the Southern Regional Load Despatch Center (SRLDC ) .

संकल्प के पैरा 3 को निम्नलिखित पैरा 3 द्वारा प्रतिस्थापित किया जाता हैः-
3. पूर्वोक्त प्रावधान के अनुसरण में भारत सरकार में निम्नलिखित सदस्यों के साथ छत्तीसगढ़, गुजरात, मध्य प्रदेश , महाराष्ट्र गोवा राज्यों और संघ शासित क्षेत्र दादर व नगर हवेली तथा दमन व दीव को सम्मिलित करते हुए पश्चिमी क्षेत्रीय विद्युत समिति (डब्ल्यूआरपीसी) की एतद्वारा स्थापना करती है: -
i) सदस्य (ग्रिड प्रचालन) , केन्द्रीय विद्युत प्राधिकरण ।
ii) केन्द्रीय विद्युत उत्पादन कंपनियों, केन्द्रीय पारेषण यूटिलिटी, राष्ट्रीय भार प्रेषण केन्द्र तथा पश्चिम क्षेत्रीय भार प्रेषण केन्द्र में से प्रत्येक से एक- एक प्रतिनिधि ।
iii ) क्षेत्र के प्रत्येक राज्य से राज्य उत्पादन कंपनी, पारेषण यूटिलिटी, राज्य भार प्रेषण केन्द्र तथा रोटेशन आधार पर एक वितरण कंपनी (जहां एक से अधिक कंपनी मौजूद है) का प्रतिनिधित्व किया जाएगा ।

In pursuance of the aforesaid provision , the Government of India hereby establishes the Western Regional Power Committee ( WRPC ) comprising the States of Chhatisgarh , Gujarat , Madhya Pradesh, Maharashtra , Goa and the Union Territories of Dadar Nagar Havaeli and Daman & Diu with the following members : -
i) Member(Grid Operations ) , Central Electricity Authority ( CEA)
ii) One representative each of Central Generating Companies , Central Transmission Utility ( CTU ) , National Load Despatch Center (NLDC ) and the Western Regional Load Despatch Center (WRLDC).
From each of the States in the region , the State Generating Company , Transmission Utility ( STU) , State Load Despatch Center ( SLDC ) and one Distribution company by rotation (where more than one such company exists ) would be represented.

फा. सं . 23 /1/2004- आर एण्ड आर. इस मंत्रालय की संकल्प फा. सं. 23/1 /2004- आर एण्ड आर, दिनांक 25 मई, 2005 जो भारत के राजपत्र (असाधारण) भाग 1 , धारा 1 ( 1596 जीआई/2005-4) , जिसके द्वारा विद्युत अधिनियम, 2003 की धारा 2 की उप- धारा (55) के प्रावधानों के अंतर्गत पूर्वी क्षेत्रीय विद्युत समिति (ईआरपीसी) की स्थापना की गई थी, में निम्नलिखित संशोधन किए जाते हैं-
संकल्प के पैरा 3 को निम्नलिखित पैरा 3 द्वारा प्रतिस्थापित किया जाता हैः-
3. पूर्वोक्त प्रावधान के अनुसरण में भारत सरकार में निम्नलिखित सदस्यों के साथ बिहार, झारखंड, उड़ीसा , पश्चिम बंगाल और सिक्किम राज्यों को सम्मिलित करते हुए पूर्वी क्षेत्रीय विद्युत समिति (ईआरपीसी) की एतद्वारा स्थापना करती हैः-
i) सदस्य (ग्रिड प्रचालन) , केन्द्रीय विद्युत प्राधिकरण ।

ii) केन्द्रीय विद्युत उत्पादन कंपनियों, केन्द्रीय पारेषण यूटिलिटी, राष्ट्रीय भार प्रेषण केन्द्र तथा पूर्वी क्षेत्रीय भार प्रेषण केन्द्र में से प्रत्येक से एक- एक प्रतिनिधि ।
iii ) क्षेत्र के प्रत्येक राज्य से राज्य उत्पादन कंपनी , पारेषण यूटिलिटी, राज्य भार प्रेषण केन्द्र तथा रोटेशन आधार पर एक वितरण कंपनी (जहां एक से अधिक कंपनी मौजूद है) का प्रतिनिधित्व किया जाएगा ।
iv) क्षेत्र में 1000 मे. वा. से अधिक संस्थापित क्षमता वाले हरेक स्वतंत्र विद्युत उत्पादक का एक प्रतिनिधि होगा ।
v) क्षेत्र में कार्यरत अन्य सभी स्वतंत्र विद्युत उत्पादक के लिए एक प्रतिनिधि सदस्य ।
vi ) क्षेत्र में कार्यरत विद्युत व्यापारियों का एक प्रतिनिधि सदस्य ।
vii ) सदस्य सचिव, ईआरपीसी- आयोजक ।
समूह (v ) और (vi ) समूहों में संबंधित संघ ईआरपीसी को अपना प्रतिनिधि भेजेंगे । संबंधित संगठन का प्रतिनिधि या तो संगठन का प्रमुख हो या कम- से- कम ऐसा व्यक्ति हो, जो केन्द्रीय सार्वजनिक क्षेत्र उपक्रमों, जहां प्रतिनिधि कार्यकारी निदेशक स्तर के भी हो सकते हैं, को छोड़कर कंपनी/कॉरपोरेट इकाई के बोर्ड में निदेशक स्तर से नीचे का न हो ।
संकल्प के पैरा 4 को निम्नलिखित पैरा -4 द्वारा प्रतिस्थापित किया जाता हैः-
4. ईआरपीसी के अध्यक्ष क्षेत्र के राज्यों का वर्णवार रूप से प्रतिनिधित्व करेंगे । उस राज्य के ईआरपीसी के सदस्यों द्वारा स्वयं में से अध्यक्ष नामित किया जाएगा । अध्यक्ष की सेवा अवधि एक वर्ष की होगी ।
संकल्प के पैरा 10 को निम्नलिखित पैरा 10 द्वारा प्रतिस्थापित किया जाता हैः-
10. समिति कुशल कार्यकरण के लिए आवश्यकतानुसार उप- समिति, टास्क फोर्स, तदर्थ समितियां एवं स्थाई समितियां गठित कर सकती है । अपेक्षानुसार समिति विशेष प्रकृति के मामलों पर सलाह देने के लिए प्रसिद्ध विशेषज्ञों का समूह/ समिति बना सकती है । उप समिति आदि के प्रतिनिधि का स्तर संबंधित मामले की प्रकृति पर निर्भर करेगा ।
संकल्प के पैरा 11 को निम्नलिखित पैरा 11 द्वारा प्रतिस्थापित किया जाता हैः-
11. ईआरपीसी की कम से कम छह माह में एक बैठक होगी । ईआरपीसी की उप- समितियां , टास्क फोर्स, तदर्थ समितियां तथा स्थाई समितियां आवश्यकतानुसार बैठक का आयोजन कर सकती हैं ।

No. 23/ 1 /2004- R & R.- In this Ministry's Resolution F.No. 23/ 1 /2004 - R& R dated 25thMay , 2005 published in the Gazette of India (Extraordinary) , Part 1 , Section 1 , ( 1596 GI/2005-4) establishing the Eastern Regional Power Committee ( ERPC ) under the provisions of Sub - section (55) of section 2 of the Electricity Act , 2003 , the following amendments are hereby made: -
Para 3 of the resolution is replaced by the following para 3: -
3. In pursuance of the aforesaid provision, the Government of India hereby establishes the Eastern Regional Power Committee (ERPC) comprising the States of Bihar, Jharkhand, Orissa, West Bengal and Sikkim with the following members: -
i) Member(Grid Operations ) , Central Electricity Authority (CEA)
ii) One representative each of Central Generating Companies , Central Transmission Utility (CTU ) , National Load Despatch Center (NLDC ) and the Eastern Regional Load Despatch Center ( E'RLDC) .
From each of the States in the region, the State Generating Company, Transmission Utility ( STU) , State Load Despatch Center (SLDC) and one Distribution company by rotation (where more than one such company exists ) would be represented.
iv) Every Independent Power Producer (IPP) having more than 1000 MW installed capacity in the region would have one representative each .
v) One member representing all other IPPs operating in the region.
vi) One member representing the electricity traders in the region .

vii) Member Secretary , ERPC
In categories ( v) & ( vi ) , respective associations would send their representative to the ERPC . The representative from respective organizations should be either the head of the organisation or at least a person not below the rank of a Director on the Board of the company/corporate entity except for Central Public Sector Undertakings ( CPSUs ) where representative could also be at the level of Executive Director .
Para 4 of the resolution is replaced by the following para 4: -
4. Chairperson of the ERPC would represent the States of the region by rotation in alphabetical order. Members of the ERPC from that particular State would nominate the Chairperson of ERPC from amongst themselves . Term of the Chairperson would be for a period of one year .

10. The Committee may constitute its Sub-committees , Task Forces , Ad hoc Committees and Standing Committees , as deemed necessary for efficient functioning . It may also set up, if required, Groups / Committees of eminent experts to advise it on issues of specific nature . The level of the representative to the Sub Committees etc would depend on the nature of the issue concerned.
