फा. संख्या 49-5/2005/राअशिप/(मा. और मानक ) .- राष्ट्रीय अध्यापक शिक्षा परिषद् ( राअशिप ) द्वारा निर्धारित मौजूदा विनियम के अनुरूप किसी अध्यापक शिक्षा कार्यक्रम शुरू करने के इच्छुक संस्थान को अपना आवेदन पत्र सम्बन्धित प्रपत्र से अन्य आवश्यक दस्तावेजों सहित तीन प्रतियों में प्रस्तुत करना होता है । तथापि आवेदन पत्रों को ' आनलाइन ' जमा किए जाने की जरूरत महसूस की गई क्योंकि ऐसा करने से प्रणाली पारदर्शी तथा प्रयोक्ता अनुकूल बन जाएगी ।
अतः , अब , राष्ट्रीय अध्यापक शिक्षा परिषद्, अधिनियम, 1993 के खण्ड 14 और खण्ड 15 के साथ पठित राअशिप अधिनियम, 1993 के खण्ड 32 के उप - खण्ड ( च ) तथा ( छ ) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय अध्यापक शिक्षा परिषद्, निम्न विनियम बनाती है यथा:
1. लघुशीर्ष और प्रवर्तन
( i ) ये विनियम राष्ट्रीय अध्यापक शिक्षा परिषद् ( संस्थाओं की मान्यता के लिए आवेदन पत्र का प्रपत्र, आवेदन पत्र प्रस्तुत करने की समय-सीमा, अध्यापक शिक्षा कार्यक्रमों की मान्यता के लिए मानदण्डों और मानकों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण शुरू करने के लिए अनुमति ) ( छठा संशोधन ) विनियम , 2005 कहलाएंगे ।
(ii ) ये विनियम सरकारी राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे।
2. संशोधन की सीमा
(i ) राष्ट्रीय अध्यापक शिक्षा परिषद् ( संस्थाओं की मान्यता के लिए आवेदन पत्र, आवेदन पत्र प्रस्तुत करने की समय - सीमा, अध्यापक शिक्षा कार्यक्रमों की मान्यता के लिए मानदण्डों और मानकों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण शुरू करने के लिए अनुमति) विनियम, 2002 में विनियम 3 ( iii ) के बाद निम्न जोड़ा जाएगा :
(ii) " आवेदन- पत्र आनलाइन भी प्रस्तुत किए जा सकते हैं । उस स्थिति में प्रार्थी को सम्बन्धित क्षेत्रीय समिति को आवश्यक दस्तावेजों सहित अलग से प्रस्तुत किए जाने वाले आवेदन - पत्र के मूल्य के लिए अलग से 100 रुपये का बैंक ड्राफ्ट जमा कराना होगा । "

NOTIFICATION
New Delhi, the 13th September , 2005
F. No. 49-5/2005 /NCTE (N & S) .-As per provisions in the existing Regulations laid down by the National Council for Teacher Education (NCTE ) , an institution desirous of starting a teacher education programme is required to submit an application to the Regional Committee concerned in the form prescribed alongwith other essential documents in triplicate. However, a need has been felt for submission of applications onlinė as it would make the system transparent and user friendly.
Now, therefore , in exercise of powers conferred under clauses (f) and ( g ) of Sub -section (2) of Section 32 of NCTE Act , 1993 , read with Section 14 and Section 15 of the NCTE Act, 1993, the National Council for Teacher Education (NCTE) hereby makesthe following regulations , namely :-
1. Short title and commencement
(i) These Regulations may be called the NCTE ( form of application for recognition , the time limit of submission ofapplication , determination of norms and standards for recognition of teacher education programmes and permission to start new course or training ) (6th Amendment ) Regulations , 2005.
(ii) They shall come into force with effect from the date of their publication in the Official Gazette .
2. Extent of Amendment
(1) In the NCTE (form of application for recognition, the time limit of submission ofapplication, determination of norms and standards for recognition of teacher education programmes and permission to start new course or training ) Regulations, 2002 dated 13-11-2002 , after regulation 3 (iii ) , the following shall be added:-
(ii) " Applications can also be submitted on- line . In that event, the essential documents shall be submitted separately to the Regional Committee concemed alongwith a Bank Draft of Rs . 100/- towards the cost of the application form. "
