आ.अ. 65( अ ) - परिसीमन आयोग ने, पश्चिमी बंगाल राज्य में, लोक सभा तथा विधान सभा निर्वाचनों के उद्देश्य से पश्चिमी बंगाल में संसदीय और विधान सभा निर्वाचन क्षेत्रों के परिसीमन के लिए अपना प्रस्ताव भारत के राजपत्र तथा पश्चिमी बंगाल राज्य के राजपत्र के असाधारण अंक, दोनों में 8 अगस्त, 2005 को प्रकाशित किया है । आयोग ने अपने दिनांक 8 अगस्त, 2005 की सूचना द्वारा उक्त प्रस्तावों के सम्बन्ध में आपत्तियों और सुझाव 22 अगस्त, 2005 तक आमंत्रित किए थे ।
2. आयोग को प्राप्त आपत्तियों और सुझावों पर विचार करने के लिए, सिलीगुड़ी, दुर्गापुर और कोलकाता में क्रमशः 5, 7 और 8 दिसम्बर, 2005 को जन सभाएं आयोजित करने के लिए एक कार्यक्रम आयोग द्वारा अधिसूचित किया गया था ।
3. जन बैठकें निर्धारित कार्यक्रम के अनुरूप , उक्त उल्लिखित तीन स्थानों पर करायी गई थी । परंतु इनमें कुछ उपद्रवी तत्त्वों द्वारा व्यवधान उत्पन्न किया गया , जिसके कारण कई लोग जिन्होंने आयोग की दिनांक 08/08/2005 की जन सूचना के प्रत्युत्तर में पहले अपने सुझाव तथा आपत्तियों दाखिल करायी थी, पूर्व में उक्त जन बैठकों में दाखिल कराये लिखित निवेदन के समर्थन में अपना मौखिक प्रस्तुतिकरण नहीं दे सके । '

4. आयोग ने दिनांक 6 दिसंबर , 2005 के आदेश द्वारा यह निर्णय लिया है कि न्याय के हित में उक्त कथित व्यक्तियों को एक और अवसर दिया जाना उपयोगी होगा जिनको उक्त बैठकों में उपद्रवी तत्वों द्वारा व्यवधान उत्पन्न किए जाने के कारण अपने मौखिक निवेदनों को प्रस्तुत करने से रोक दिया गया था । अतः आयोग ने उक्त व्यक्तियों से जो पहले से ही प्रस्तुत सुझावों और आपत्तियों के लिए स्पष्टीकरण तथा विस्तृत ब्यौरा नहीं दे पाये थे उनके द्वारा फिर से यदि वे चाहे तो इन्हें दाखिल कराने का निर्णय लिया है । यह अवसर पुनः केवल उन्हीं सुझाव देने वालों तथा आपत्तिकर्ताओं तक ही सीमित रहेगा जो 22 अगस्त, 2005 तक अपने सुझाव तथा आपत्तियां दाखिल करा चुके थे तथा किसी और व्यक्ति के लिए नहीं ।
5. अतः, अब, दिनांक 8 अगस्त, 2005 के आयोग की सूचना के प्रत्युत्तर में दिनांक 22 अगस्त, 2005 तक जिन्होंने अपने सुझाव एवं आपत्तियां प्रस्तुत की थीं उन्हें आयोग आगे की स्पष्टीकरण एवं विस्तृत ब्यौरे दाखिल करने के लिए आमंत्रित करता है । ऐसे व्यक्ति जो दिनांक 22 अगस्त , 2005 से पहले अपने सुझाव एवं आपत्तियां प्रस्तुत कर चुके हैं और वे और स्पष्टीकरण या विस्तृत ब्यौरा देने चाहते हैं तो 22 दिसम्बर, 2005, 17.00 बजे या उससे पहले सचिव , परिसीमन आयोग , निर्वाचन सदन, अशोक रोड, नई दिल्ली-110001 को डाक से अग्रेषित कर सकते हैं ।

NOTICE
New Delhi, the 12th December, 2005
O.N. 65(E) . The Delimitation Commission has published in the Gazette of India Extraordinary, and in the West Bengal State Gazette , both dated 8th August, 2005, its proposals for the delimitation of Parliamentary and Assembly Constituencies in the State of West Bengal for the purpose of elections to the House of the People and the Legislative Assembly of the State. The Commission vide its notice dated the 8 August , 2005 invited objections and suggestions in relation to the said proposals by the 22nd August , 2005 .

2. To consider the objections and suggestions received by the Commission , a schedule for holding the public sittings at Siliguri , Durgapur and Kolkata on 5th , 7th and 8th September , 2005 respectively was notified by the Commission.
3. Thepublic sittings were held , as scheduled , at the three places mentioned above . But the same were disrupted by certain unruly elements , due to which several persons who had earlier made their suggestions and objections in response to the Commission's public notice dated 8-08-2005 could not make their oral presentations in support or elaboration of their earlier written submissions at the said public sittings.
4. The Commission vide its order dated 6th December , 2005 has decided that in the interest of justice it would be useful to give a further opportunity to the aforesaid persons who may have been precluded from making their oral submissions at the public sittings because of the disturbances created by the unruly elements . The Commission has , therefore , decided to invite further clarifications and elaborations from the said persons to the suggestions and objections already submittedby them , if they desire to submit the same . This further opportunity shall be confined only to those suggestionists and objectors who had already given their suggestions and objections by 22nd August , 2005 and not to any other person .
5 . Now, therefore , the Commission hereby invites further clarifications and elaborations from those persons who have submitted their suggestions and objections by the 22nd August , 2005 in response to the Commission's Notice dated 8th August , 2005. Such persons who desire to clarify or elaborate on their suggestions and objections submitted by them earlier by the 22nd August, 2005, may now forward the same by post to the Secretary , Delimitation Commission , Nirvachan Sadan , Ashoka Road , New Delhi - 110001 on or before 17:00 hrs on 22nd December , 2005.
