सा.का.नि. 719(अ) .- राष्ट्रपति द्वारा किया गया निम्नलिखित आदेश जनसाधारण की सूचना के लिए प्रकाशित किया जाता है :-

महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व ) दूसरा संशोधन आदेश , 2005 राष्ट्रपति महोदय ने, महाराष्ट्र राज्य के राज्यपाल द्वारा विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए पृथक विकास बोडों की स्थापना के लिए महाराष्ट्र राज्यविधान मण्डल द्वारा पारित संकल्प को प्रभावी करने के लिए, संविधान के अनुच्छेद 371 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व) आदेश , 1994 ( जिसे इसमें इसके पश्चात् उक्त आदेश कहा गया है ) किया था;
और उक्त आदेश 1 मई, 1994 को प्रवृत्त हो गया था तथा उक्त आदेश के खण्ड 1 के उप - खण्ड (3 ) के निबंधनों के अनुसार इस आदेश को 30 अप्रैल, 1999 तक या ऐसी तारीख तक, जिसे राष्ट्रपति इस संबंध में विनिर्दिष्ट करें, प्रवृत्त रहना था;
और उक्त आदेश के अनुसरण में, महाराष्ट्र के राज्यपाल ने उक्त आदेश के प्रवृत्त रहने, अर्थात् 30 अप्रैल , 1999 तक विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए विकास बोर्ड गठित किए थे;
और राष्ट्रपति महोदय ने, उक्त आदेश के खण्ड 1 के उप - खण्ड ( 3 ) के साथ पठित संविधान के अनुच्छेद 371 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संविधान आदेश सं. 175 में यह विनिर्दिष्ट किया था कि महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्रके लिए राज्यपाल का विशेष उत्तरदायित्व ) संशोधन आदेश , 1999 , 30 अप्रैल, 2004 तक प्रवृत्त रहेगा;
और महाराष्ट्र के राज्यपाल ने महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व ) संशोधन आदेश , 1999 के अनुसरण में विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए विकास बोर्डों के कार्यकाल को 30 अप्रैल, 2004 तक विस्तारित किया था;
और राष्ट्रपति महोदय ने, उक्त आदेश के खण्ड 1 के उप - खण्ड ( 3 ) के साथ पठित संविधान के अनुच्छेद 371 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संविधान आदेश सं. 203 में यह विनिर्दिष्ट किया था कि महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व ) संशोधन आदेश, 2004, 30 अप्रैल , 2005 तक प्रवृत्त रहेगा;

और महाराष्ट्र के राज्यपाल ने महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व ) संशोधन आदेश, 2004 के अनुसरण में विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए विकास बोर्डों के कार्यकाल को 30 अप्रैल, 2005 तक विस्तारित किया था;
और राष्ट्रपति महोदय ने, उक्त आदेश के खण्ड 1 के उप - खण्ड ( 3 ) के साथ पठित संविधान के अनुच्छेद 371 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियोंका प्रयोग करते हुए संविधान आदेश सं . 208 में यह विनिर्दिष्ट किया था कि महाराष्ट्र राज्य ( विदर्भ, मराठवाड़ा और शेष महाराष्ट्र के लिए राज्यपाल का विशेष उत्तरदायित्व ) संशोधन आदेश , 2005 , 30 अप्रैल , 2006 तक प्रवृत्त रहेगा;
और महाराष्ट्र के राज्यपाल उक्त क्षेत्रों के हित में उक्त विकास बोर्डों को बनाए रखना समीचीन मानते हैं और उन्होंने महाराष्ट्र राज्य सरकार केअनुमोदन पर राष्ट्रपति महोदय से उक्त आदेश की अवधि को विस्तारित करने का अनुरोध किया है;
अतः , अब राष्ट्रपति महोदय, उक्त आदेश के खण्ड 1 के उप - खण्ड ( 3 ) के साथ पठित संविधान के अनुच्छेद 371 के खण्ड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह विनिर्दिष्ट करते हैं कि उक्त आदेश 30 अप्रैल, 2010 तक प्रवृत्त रहेगा ।

G.S.R. 719 (E) .-The following Order made by the President is published for general information :-

The State of Maharashtra ( Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Second Amendment Order , 2005
Whereas the President has , in exercise of the powers conferred by clause (2 ) of article 371 of the Constitution, made the State of Maharashtra (Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Order , 1994 ( hereinafter referred to as the said Order ) giving effect to the Resolutions passed by the Maharashtra State Legislature for establishment of separate Development Boards for Vidarbha , Marathwada and the rest of Maharashtra by theGovernor of that State;
And whereas the said Order came into force with effect from the 1st day of May, 1994 and in terms of sub- clause (3) of clause I ofthe said Order it was to remain in force upto the 30th day of April , 1999 or upto such date as the President may, by order made in this behalf, specify;
And whereas in pursuance of the said Order , the Governor of Maharashtra had set up the Developinent Boards for Vidarbha , Marathwada and the rest of Maharashtra till the said Order remained in force , that is , upto the 30th day of April , 1999 ;
And whereas the President , in exercise of the powers conferred by clause (2) of article 371 of the Constitution , read with sub- clause (3 ) of clause I of the said Order, had specified in the Constitution Order 175 that the State of Maharashtra ( Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Amendment Order , 1999 shall remain in force upto the 30th day of April , 2004;
And whereas in pursuance of the State of Maharashtra (Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Amendment Order , 1999 , the Governor of Maharashtra had extended the term of the Development Boards for Vidarbha , Marathwada and the rest of Maharashtra upto the 30th day ofApril , 2004;
And whereas the President , in exercise of the powers conferred by clause (2 ) of article 371 of the Constitution, read with sub- clause (3 ) of clause 1 of the said Order , had specified in the Constitution Order 203 that the State of 3

Maharashtra ( Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Amendment Order , 2004 shall remain in force upto the 30th day ofApril , 2005;
And whereas in pursuance of the State of Maharashtra ( Special Responsibility of Governor for Vidarbha, Marathwada and the rest of Maharashtra) Amendment Order, 2004, the Governor of Maharashtra had extended the term of theDevelopment Boards for Vidarbha , Marathwada and the rest of Maharashtra upto the 30th day of April , 2005;
And whereas the President , in exercise of the powers conferred by clause ( 2 ) of article 371 of the Constitution , read with sub - clause (3 ) of clause 1 of the said Order , had specified in the Constitution Order 208 that the State of Maharashtra ( Special Responsibility of Governor for Vidarbha , Marathwada and the rest of Maharashtra ) Amendment Order, 2005 shall remain in force upto the 30th day of April , 2006;
Andwhereas the Governor of Maharashtra considers it expedient in the interest of the said areas to continue the said Development Boards and on the approval of the State Government of Maharashtra has requested the President to extend the duration of the said Order;
Now, therefore , in exercise of the powers conferred by clause (2) of article 371 of the Constitution , read with sub- clause(3) ofclause I of the said order , the President hereby specifies that the said Order shall remain in force up to the 30th dayofApril , 2010.
