शबैंवि. पीसीबी.6657/16.26.000/ 05-06.- रिज़र्व बैंक को इस बात का समाधान हो जाने पर कि जनहित, जमाकर्ताओं के हित तथा बैंकिंग नीति के हित में बैंककारी विनियमन अधिनियम, 1949 की धारा 56 के साथ पठित धारा 24 क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए ऐसा करना आवश्यक है, रिज़र्व बैंक एतद्वारा अधिसूचित करता है कि एक शाखा- सह-प्रधान कार्यालय वाले या एक ही जिले में अनेक शाखाओं वाले गैर- अनुसूचित प्राथमिक ( शहरी ) सहकारी बैंकों को, जिनके पास 100 करोड़ रुपए या उससे कम की आधार जमाराशि हो, उक्त अधिनियम की धारा 24 में निर्धारित नकद, स्वर्ण या भार- रहित अनुमोदित प्रतिभूतियों के रूप में आस्तियां बनाए रखने से, उनके द्वारा भारतीय स्टेट बैंक, सहायक बैंक, तदनुरूपी नए बैंक तथा इंडस्ट्रियल डेवलपमेंट बैंक ऑफ इंडिया लि. में ब्याज प्रदायी जमाराशियों के रूप में जमा की गई जमाराशियों की सीमा तक छूट दी जाए ।
बशर्ते इस प्रकार की छूट भारत में उनकी कुल मांग एवं मीयादी देयताओं के 15 % से अधिक न हो । यह छूट 7 जनवरी , 2006 से लागू होगी और 31मार्च, 2008 तक प्रभावी रहेगी ।
इस अधिसूचना के अंतर्गत प्राथमिक ( शहरी ) सहकारी बैंकों की पात्रता के प्रयोजन के लिए आधार जमाराशि का निर्धारण तत्काल पूर्ववर्ती वित्त वर्ष में मांग एवं मीयादी देयताओं के पाक्षिक औसत के आधार पर किया जाएगी ।
इस अधिसूचना के प्रयोजन के लिए स्पष्टीकरण:
(क) " भारतीय स्टेट बैंक " का अर्थ है भारतीय स्टेट बैंक अधिनियम , 1955 ( 1955 का 23 ) की धारा 3 के अंतर्गत गठित भारतीय स्टेट बैंक।
(ख) " सहायक बैंक" का वही अर्थ है जो इसे भारतीय स्टेट बैंक ( सहायक बैंक) अधिनियम, 1959 ( 1959 का 38 ) में दिया गया है।
( ग) " तदनुरूपी नया बैंक " का अर्थ है एक तदनुरूपी नया बैंक जिसे बैंकिंग कंपनी ( उपक्रमों का अर्जन और अंतरण ) अधिनियम, 1970 (1970 का 5 ) की धारा 3 या बैंकिंग कंपनी ( उपक्रमों का अर्जन और अंतरण ) अधिनियम, 1980 ( 1980 का 40 ) की धारा 3 के अंतर्गत गठित किया गया हो ।
(घ ) " इंडस्ट्रियल डेवलपमेंट बैंक ऑफ इंडिया लि. " का अर्थ है इंडस्ट्रियल डेवलपमेंट बैंक ऑफ इंडिया लि. ( उपक्रमों का अंतरण और निरसन) अधिनियम, 2003 (2003 कां 53 ) के अंतर्गत गठित इंडस्ट्रियल डेवलपमेंट बैंक ऑफ इंडिया लि. ( आईडीबीआई लि. ) ।

NOTIFICATION
Mumbai , the 26th December , 2005
UBD PCB .6657/16.26.000/05-06 .-Whereas Reserve Bank is satisfied that in public interest, in the interest ofdepositors and in the interest of the banking policy, it is necessary so to do in exercise of powers conferred by Section 24A of Banking Regulation Act, 1949 read with Section 56 ibid. Reserve Bank hereby notifies that non- scheduled primary (urban) co -operative banks, having single branch - cum -head office or having multiple branches within a single district, having a deposit base of Rs. 100 crore or less are exempted froin maintaining assets in the form of cash , gold or unencumbered approved securities as prescribed in Section 24 of the Act ibid, to the extent of the amounts depositedby them with State Bank of India, Subsidiary Bank, corresponding new bank and Industrial Development Bank of India Ltd. , in interest bearing deposits.
Provided that such exemption shall not exceed 15% of their total demand and time liabilities in India . This cxemption would come into effective from 7th January, 2006 and shall be in force up to 31st March, 2008.
For the purpose of eligibility of primary ( urban ) co - operative banks under this notification the deposit base willbe determined on the basis of fortnightly average of the demand and time liabilities in the immediate preceding financial year.
Explanation for purpose of this notification :
(a) " State Bank of India " means the State Bank of India constituted under Section 3 of the State Bank of India Act, 1955 (23 of 1955) .
(b) "Subsidiary Bank " has the same meaning assigned to it in the State Bank of India (Subsidiary Banks ) Act, 1959 (38 of 1959) .
(c) "Corresponding new bank " means a corresponding new bank constituted under Section 3 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 ( 5 of 1970 ) , or under Section 3 of the Banking Companies (Acquisition and Transfer of Undertakings ) Act , 1980 (40 of 1980 ) .
(d) " Industrial Development Bank of India Ltd. " means Industrial Development Bank of India Ltd. ( IDBI Ltd. ) constituted under Industrial Development Bank (Transfer of Undertaking and Repeal ) Act, 2003 , ( 53 of 2003).
