का.आ. 40( अ ).- राष्ट्रपति, संविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत सरकार ( कार्य- आबंटन) नियम, 1961 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. ( 1 ) इन नियमों का संक्षिप्त नाम भारत सरकार ( कार्य- आबंटन ) दो सौ बयासीवां संशोधन नियम , 2006 है ।
(2) ये तुरन्त प्रवृत्त होंगे ।
2. भारत सरकार ( कार्य- आबंटन ) नियम , 1951 की द्वितीय अनुसूची में,-
(i ) " वित्त मंत्रालय " शीर्षक के अंतर्गत,--
(क) " क. आर्थिक कार्य विभाग " उपशीर्षक के अधीन प्रविष्टि 25 का लोप किया जाएगा;
(ख ) " घ. विनिवेश विभाग " उपशीर्षक के अधीन प्रविष्टि 5 के पश्चात् निम्नलिखित प्रविष्टि जोड़ी जाएगी, अर्थात्:-- " 6. राष्ट्रीय विनिवेश निधि में प्राप्त हुए विनिवेश आगमों के उपयोग के संबंध में वित्तीय नीति । ";
( ii ) " स्वास्थ्य और परिवार कल्याण मंत्रालय " शीर्षक के अंतर्गत , " क. स्वास्थ्य और परिवार कल्याण विभाग " उपशीर्षक के अधीन प्रविष्टि 1 ( त ) के पश्चात् निम्नलिखित प्रविष्टि अंतःस्थापित की जाएगी, अर्थात्: -
" ( थ ) राष्ट्रीय एड्स नियंत्रण संगठन ( नाको )।";
(iii) " गृह मंत्रालय " शीर्षक के अंतर्गत , " क. आंतरिक सुरक्षा विभाग " उपशीर्षक के अधीन, प्रविष्टि 40 के स्थान पर निम्नलिखित प्रविष्टिरखी जाएगी , अर्थात्:-
" 40. रेल संपत्ति के मूषण से संबंधित अपराधों और सरकारी रेलों और गैर- सरकारी रेलों में अपराधों से संबंधित अपराधों से भिन्न सामान्य अपराध की बाबत संसदीय प्रश्न/विषय । ";
(iv ) " रेल मंत्रालय " शीर्षक के अंतर्गत, प्रविष्टि 3 के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -
" रेल संपत्ति के मूषण से संबंधित अपराधों और सरकारी रेलों और गैर - सरकारी रेलों में अपराधों से संबंधित अपराधों की बाबत संसदीय प्रश्न/विषय।" ।

NOTIFICATION
New Delhi , the 12th January, 2006
: S.O. 40 (E) . In exercise of the powers conferred by clause (3 ) of article 77 of the Constitution , the President hereby makes the following rules further to amend the Government of India ( Allocation of Business ) Rules , 1961 , namely :-
1. (1) These rules may be called the Government of India ( Allocation of Business ) Two hundred and eighty second Amendment Rules , 2006.
(2) They shall come into force at once.
2. In the Government of India (Allocation of Business ) Rules , 1961 , in the Second Schedule,-
(i) under the heading "MINISTRY OF FINANCE (VITTA MANTRALAYA) " ,-
(a) under the sub - heading "A. Department of Economic Affairs (Arthik Karya Vibhag ) " , entry 25 shall be omitted;
(b) under the sub- heading " D. Department of Disinvestment (Vinivesh Vibhag ) " , after entry 5 the following entry shall be added, namely:-
"6. Financial policy in regard to the utilization of the proceeds of disinvestment channellised into the National Investment Fund. " ;
(ii) under the heading "Ministry of Health and Family Welfare (Swasthya Aur Parivar Kalyan Mantralaya) " under the sub -heading " A. Department of Health and Family Welfare ( Swasthya Aur Parivar Kalyan Vibhag ) " , after entry 1 (p) , the following entry shall be inserted, namely :-
"(q) . National AIDS Control Organisation (NACO ) . " ;
(iii) under the heading " Ministry of Home Affairs ( Grih Mantralaya ) ", under the sub - heading " A. Department of Internal Security (Antrik Suraksha Vibhag) " , for entry 40, the following entry shall be substituted , namely "40. Parliament questions/ matters relating to general crime other than the offences relating to pilferage of railway property and offences relating to crime on Government Railways and non - Government Railways.";
(iv) under the heading " Ministry of Railways ( Rail Mantralaya ) " , for entry 3 , the following entry shall be substituted, namely:-
"3. Parliament questions / matters regarding offences relating to pilferage of railway property and offences relating to crime on Government Railways and non- Government Railways . ".
