का.आ. 65 ( अ ) .- केन्द्र सरकार , मोटरयान अधिनियम , 1988 की धारा 110 की उपधारा (3 ) (अ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संलग्न अनुसूची में यथाउल्लिखित आयाम वाले निम्नलिखित ट्रैक्टर ट्रेलर समायोजनों के संबंध में हरियाणा राज्य में पंजीकरण प्रमाणपत्र में आवश्यक उल्लेख के लिए अनुमोदन प्रदान करती है -

6. उपर्युक्त छूट इन शर्तों के अध्यधीन है: -
इन समायोजनों का कभी- कभार प्रचालन किया जाएगा ।

(ii) लो.नि.वि. / स्थानीय प्राधिकारियों / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा विभिन्न सड़कों के लिए विनिर्दिष्ट भार प्रतिबंधों का अनुपालन किया जाएगा और वाहनों को प्रत्येक बार सड़कों पर लाते समय इन प्राधिकारियों से अनुमति ली जाएंगी । सुरक्षा की दृष्टि से ट्रेलर का प्रत्येक प्रचालन राज्य / संघ शासित प्रदेश / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण के संबंधित परिवहन विभाग द्वारा अनुमोदित किया जाएगा और उस पर कड़ी निगरानी रखी जाएगी ।
(iii) वाहनों पर खतरे संबंधी सभी झंडियां और बत्तियां लगी होनी चाहिएं , बेहतर यह होगा कि लदे हुए वाहन के आगे तथा पीछे एक-एक वाहन स्पष्ट रूप से यह दर्शाता हुआ चले कि भारी लदा हुआ वाहन गुजर रहा है ।
(iv) सड़क की चौड़ाई में ट्रेलरों को जोड़ने की अनुमति नहीं दी जाएगी ।
(V) समायोजनों के आवागमन कार्यक्रम की सूचना कम- से- कम 10 दिन पूर्व संबंधित कार्यपालक इंजीनियरों को दी जानी चाहिए और उनकी स्वीकृति प्राप्त कर लेनी चाहिए ।
(vi ) ट्रैक्टर- ट्रेलर का संयुक्त रूप से पंजीकरण किया जाएगा ।
(vii ) किसी राज्य या संघ शासित प्रदेश के लोक निर्माण विभाग / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा यदि ऐसा निर्देश दिया जाए तो लदे हुए वाहनों को उस राज्य / संघ शासित प्रदेश में सडकों पर बने पुलों से गुजरने की अनुमति नहीं होगी और ऐसे मामलों में आवेदकों को नदियों / नालों को पार करने के लिए स्वयं व्यवस्था करनी होगी ।
(viii) बड़े आकार के कार्गो को ध्यान में रखते हुए उन्हें किसी मार्ग विशेष पर चलने से पहले प्रत्येक बार शासित प्रदेश के प्राधिकारियों / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण की अनुमति प्राप्त करनी आवागमन के लिए संबंधित प्राधिकारी द्वारा समय का निर्धारण किया जाना चाहिए । संबंधित राज्य या संघ होगी । ऐसे प्रत्येक
(ix) वे राज्य / संघ शासित प्रदेश / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण के प्राधिकारियों द्वारा निर्धारित गति सीमा का पालन करेंगे ।
(x) उक्त वाहन, यातायात के सामान्य आवागमन में कोई बाधा पंहुचाए बगैर चलाया जाना चाहिए ।
सड़क पर चलने के लिए समायोजनों की अधिकतम गति 10 कि. मी . / घंटा से अधिक नहीं होगी ।

(xii) समायोजनों की संपूर्ण चौड़ाई में अगले एवं पिछले हिस्से पर पीले एवं काले रंग से जेबरा पट्टी बनाई जाएगी और उस पर रात्रिके समय चलाने के लिए विधिवत लिखा होना चाहिए । पार्किंग के लिए आगे , और पीछे समुचित रुप से लाल बत्ती होनी चाहिए तथा दिन में दोनों ओर लाल झण्डी लगाई जाएंगी, जिससे वाहन की सही- सही स्थिति का स्पष्ट रूप से पता चल सके । इसके अतिरिक्त ,माल का बाहरी भाग पूरी तरह से एक लाल परावर्तक / परावर्ती टेप से ढका होना चाहिए ताकि रात्रि के समय बाहरी भाग निर्विघ्न रुप से दिखाई दे ।
(xiii) मै . जै . एन. इन्वेस्टमेंट एण्ड ट्रेडिगं कम्पनी प्रा. लि. फरीदाबाद सडकों अथवा सडक ढांचों / अन्य सडक प्रयोक्ताओं /व्यक्तियों
को ऐसे समायोजनों के प्रचालन के कारण प्रत्यक्ष अथवा अप्रत्यक्ष रूप से हुई किसी क्षति के लिए राज्य / संघ शासित प्रदेश सरकार / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण या किसी अन्य प्रभावित व्यक्ति को ऐसी राशि का भुगतान करने के लिए जिम्मेदार होगा ।
( xiv) मै. जै . एन. इन्वेस्टमेंट एण्ड ट्रेडिगं कम्पनी प्रा . लि. फरीदाबाद ऐसे प्रतिबंधों का पालन करेंगे जो इस संबंध मे राज्य सरकारों/ संघ शासित प्रदेश / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा आदेश द्वारा विनिर्दिष्ट किए जाएं ।
(xv) मै . जै. एन. इन्वेस्टमैंट एण्ड ट्रेडिगं कम्पनी प्रा. लि. फरीदाबाद ऐसे वाहनों के प्रत्येक बार आवागमन के संबंध में राज्य सरकार/ भारतीय राष्ट्रीय राजमार्ग प्राधिकरण द्वारा इस संबंध में विनिर्दिष्ट ऐसे प्राधिकारी या अधिकारी को अग्रिम सूचना देगा ।
(xvi ) पंजीकरण प्रमाण पत्र में एक विशेष प्रविष्टि की जाए कि समायेजन मालिक के लिए यह आवश्यक होगा कि वह प्रत्येक प्रचालन के लिए संबंधित प्राधिकारी अर्थात राज्य सरकार /संघ शासित प्रदेश सरकार / भारतीय राष्ट्रीय राजमार्ग प्राधिकरण सेअनुमतिप्राप्त करे ।
(xvii) 4950 एम.एम. प्रलम्ब की अनुमति तभी दी जाएगी जब समायोजन विंड ब्लैड अथवा टावर का परिवहन कर रहा है ।
7. केन्द्रीय मोटरयान नियमावली , 1989 के नियम 47 के तहत निर्धारित शर्तें पूरी करने तथा बिक्री दस्तावेज ( बीजक, सभी करों के भुगतान का सबूत) प्रस्तुत करने के बाद ही हरियाणा राज्य में समायोजनों का पंजीकरण किया जाएगा ।

S.O. 65 (E) . In exercise of the powers conferred by Section 110(3) (a) of the Motor Vehicles Act, 1988 , the Central Government hereby accords approval to the registration in Haryana of following Tractor - Trailer combinations with dimensions as mentioned in the Schedule appended hereto:

6. The above relaxation is subject to the conditions that; -
(1) The operations of the combinations shall be done only sparingly. (ii ) Size restrictions on various roads stipulated by the Public Works Department/Local Authorities / National Highway Authority of India will be observed and permission of such authorities will be obtained every time the vehicles are put on the roads . Each of such movement of the combination willbe approved and closely monitored by the concerned road authorities in State/Union Territory /National Highway Authority of India from safety point of view.
(iii) The vehicles should display all danger flags and lights , preferably the vehicle should be preceded and followed by a vehicle displaying prominently that a long vehicle is passing.

(iv) Coupling of the trailers along side by side the width of the road shall not be permitted.
(v) The programme of the movement of the combinations should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained .
(vi) The tractor-trailers shall be registered as a combination .
(vii) If so directed by the Public Works Department of a State/ Union Territory /National Highway Authority of India , the long vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers / nallas .
(viil) They would need to obtain permission each and every time before moving on a particular route from concerned state or Union Territory authorities /National Highway Authority of India enroute , in view of the oversized cargo . For each such movement , the timing should be prescribed by the concerned authority.
(ix) They would adhere to the speed limits prescribed by the authorities in State/Union Territory / National Highway Authority of India .
(x) The said vehicles should be moved without any hindrance to the normal flow of traffic.
(xi ) The maximum speed of the combination for movement on the road shall not exceed 10 kms/hour .
(xil ) The combiantion shall be painted for the entire width by yellow and black zebra strips on the front and rear sides duly marked for night time driving/ parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicles clearly. In addition the entire overhang shall be covered with a red reflector/ reflective tape to facilitate clear vision of overhang at night time .
(xili ) M/S J.N. Investment & Trading Co. Pvt .Ltd. , Faridabad , would be liable to pay such amount to the Government of State/ Union Territory /National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/other road users/ person directly or indirectly due to the movement of the combinationas .
(xiv) M/S J.N. Investment & TradingCo. Pvt . Ltd. , Faridabad , will observe such restrictions as the State/ Union Territory Government/ National Highway Authority ofIndia mayby order specify in this behalf .
(xv) M /S J.N. Investment & Trading Co. Pvt.Ltd. , Faridabad , will give an advance intimation to such authority or officer specified in this behalf by the State Government/ National Highway Authority of India regarding each movement of such vehicles .
(xvi ) A specific entry in Registration Certificate is to be made that the combination owner in case of each and every movement will be required to take the permission of concerned Authority i.e. State Govt./Union Territory Govt./National Highway Authority of India .
(xvii) The height of 4950 mm is to be allowed only while the combinations is transporting the wind blade or tower.
7. The combinations shall be registered in the State of Haryana only subject to fulfillment of conditions laid down under Rule 47 of the Central Motor Vehicles Rules, 1989 and production of sale documents ( invoice , proof of payment of all taxes ) .
