सा.का.नि. 31 ( अ ) -केन्द्रीय सरकार, रेल संरक्षण बल अधिनियम, 1957 ( 1957 का 23 ) की धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, एतद्वारा रेल सुरक्षा बल [ उपमहानिरीक्षक समूह ( क ) पर (रेल सुरक्षा बल) उप मुख्य सुरक्षा आयुक्त, ज्येष्ठ सुरक्षा आयुक्त, सुरक्षा आयुक्त और सहायक सुरक्षा आयुक्त ] भर्ती नियम, 1994 का और संशोधन करते हुए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम रेल सुरक्षा बल [ उपमहानिरीक्षक समूह ( क) पद (रेल सुरक्षा बल ) उप- मुख्य सुरक्षा आयुक्त/ज्येष्ठ सुरक्षा आयुक्त, सुरक्षा आयुक्त और सहायक सुरक्षा आयुक्त ] भर्ती नियम, 2006 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रेल सुरक्षा बल [ उपमहानिरीक्षक समूह ( क) पद ( रेल सुरक्षा बल ) , उप- मुख्य सुरक्षा आयुक्त/ज्येष्ठ सुरक्षा आयुक्त, सुरक्षा आयुक्त और सहायक सुरक्षा आयुक्त भर्ती ] नियम , 1994 की अनुसूची में, क्रम संख्यांक 4 और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखे जाएंगे, अर्थात्:- :

प्रोन्नति: ऐसे निरीक्षकों जिन्होंने 6500-10000 रु. के पुनरीक्षित वेतनमान के साथ इस श्रेणी में पांच वर्ष नियमित सेवा की है ।
40 प्रतिशत प्रोन्नति द्वारा। 50 प्रतिशत सीधी भर्ती 10 प्रशितत सशस्त्र बलों के कर्मियों द्वारा प्रति- नियुक्ति/ पुन नियोजन द्वारा, जिसके न हो सकने पर, प्रोन्नतिद्वारा ।
टिप्पण: जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नतिके लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है ।
सशस्त्र बलों के कार्मिकों के लिए प्रतिनियुक्ति/पुन नियोजन
कैप्टन या समतुल्य की रैंक के सशस्त्र बलों के कार्मिक जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हो या रिजर्व में स्थानांतरित किए जाने वाले हैं और स्तम्भ 8 के अधीन सीधी भर्ती के लिए विहित की गई अर्हताएं और अनुभव रखते हैं , पर भी विचार किया जाएगा । यदि चयनित किये गए ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्तिके निबंधनों पर रखा जाएगा जिस तारीख को उन्हें सशस्त्र बल से निर्मोचन किया जाना है तत्पश्चात उन्हें पुनर्नियोजित केनिबन्धनों पर विस्तार किया जा सकेगा । ऐसे अधिकारियों के मामले में जो पद पर वास्तविक चयन होने से पूर्व सेवानिवृत्त हो गया है या रिजर्व में स्थानांतरित किया गया है उनकी पुर्ननियोजन के आधार पर नियुक्ति की जाएगी ( सिविल पद के निर्देश में अधिवर्षिता तक की आयु तक पुर्ननियोजन ) प्रतिनियुक्तिकी अवधि जिसके अन्तर्गत केन्द्रीय सरकार में संगठन/विभाग मेंइस नियुक्तिसे ठीक पहले धारित किसी अन्य काडर वाह्य पद पर प्रतिनियुक्ति भी है साधारणतया तीन वर्षसे अधिक नहीं होगी/प्रतिनियुक्ति सीमा 56 वर्ष से अधिक नहीं होगी जो आवेदनों को प्राप्त करने की अंतिम तारीख पर है ।

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

MINISTRY OF RAILWAYS NOTIFICATION New Delhi , the 16th January , 2006
G.S.R. 31 (E). In exercise of the powers conferred by Section 21 of the Railway Protection Force Act, 1957 (23 of 1957), the Central Government hereby makes the following rules further to amend the Railway Protection Force [Group 'A' posts of Deputy Inspector General (Railway Protection Force ), Deputy Chief Security Commissioner, Senior Security Commissioner, Security Commissioner and Assistant Security Commissioner ] Recruitment Rules, 1994, namely:-
1. (1) These rules may be called the Railway Protection Force [Group ' A' posts of Deputy Inspector General (Railway Protection Force) , Deputy Chief Security Commissioner /Senior Security Commissioner, Security Commissioner and Assistant Security Commissioner ) Recruitment Rules, 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Railway Protection Force [ Group ' A' posts of Deputy Inspector General (Railway Protection Force) , Deputy Chief Security Commissioner/Senior Security Commissioner, Security Commissioner and Assistant Security Commissioner] Recruitment Rules, 1994 in the Schedule, for serial number 4 and the entries relating thereto, the following shall be substituted, namely:

Note: Where Juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than halfof such qualifying/ eligibility service or two years, whichever is less, and have success- fully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service.
ForArmed Forces personnel :
Deputation/Re - employment
Thearmed forces personnel of the rank of Captain or equivalent who are due to retire or tobe transferred to reserve within a period of one year and have the qualifications and experience prescribed for direct recruits under column 8 shall also be considered. If selected, such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces . Thereafter they may be continued on re- employment terms . In case such officers have retired or have been transferred to reservebefore the actual selection to the post is being made , their appointment will be on re- employment basis (re- employment upto the age of superannuation with reference to civil posts) (period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applicatoins. )
