आ.अ. ३ (अ).-यतः, मेघालय राज्य में 2 - तुरा संसदीय निर्वाचन क्षेत्र से लोक सभा के लिए निर्वाचित श्री पी. ए. संगमा का स्थान उनके त्यागपत्र दे देने के कारण दिनांक 10 अक्तूबर , 2005 को रिक्त हो गया है; और
2. यतः , इस प्रकार हुई रिक्ति को भरने के प्रयोज़न से एक उपनिर्वाचन कराना है ;
3. अतः , अब, लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 149 की उप- धारा ( 1 ) और धारा 30 और 56 के अनुसरण में भारत निर्वाचन आयोग एतद्वारा
(अ) मेघालय राज्य में उक्त 2- तुरा संसदीय निर्वाचन क्षेत्र से यह अपेक्षा करता है कि वे 23 फरवरी, 2006 ( गुरुवार) से पूर्व उक्त अधिनियम और तद्धीन बनाए नियमों और किए गए आदेशों के उपबन्धों के अनुसार लोक सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित कर दे;
(आ) उक्त निर्वाचन के सम्बन्ध में :-
(क) नाम निर्देशन करने की अन्तिम तारीख
30 जनवरी , 2006 ( सोमवार)
(ख) नाम निर्देशन की संवीक्षा की तारीख
31 जनवरी , 2006 (मंगलवार)
( ग ) अभ्यर्थिताएं वापस लेने की अन्तिम तारीख
2 फरवरी , 2006 ( गुरुवार)
(घ) वह तारीख, जिसको यदि आवश्यक हुआ तो
16 फरवरी, 2006 ( गुरुवार)
मतदान होगा,
23 फरवरी, 2006 ( गुरुवार )
(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा नियत करता है; और
(इ ) 7.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय , ऐसे समय के रूप में नियत करता है , जिसके दौरान, यदि आवश्यक हुआ तो निर्वाचन के लिए उपर्युक्त विनिर्दिष्ट तारीख को, मतदान होगा।

NOTIFICATION
New Delhi , the 23rd January, 2006
O.N.3(E). Whereas, the seat of Shri P.A. Sangma in the Lok Sabha elected from 2- Tura Parliamentary Constituency in the State ofMeghalaya has become vacant on 10th October, 2005 , by reason of his resignation ; and
2.Whereas , a bye- election is to be held for the purpose of filling the vacancy so caused;
3. Now, therefore, in pursuance of Sub - section ( 1 ) of Section 149 and Sections 30 and 56 of the Representation ofthe PeopleAct, 1951 (43 of 1951 ), the election Commission of India hereby
(A) Calls upon the said 2- Tura Parliamentary Constituency in the State of Meghalaya to elect, before the 23rd February, 2006 and in accordance with the provisions of the said Act and of the rules and orders made there under, a person, for the purpose of filling the said vacancy in the Lok Sabha;
(B) Appoints , with respect to the said election :-
(a) the 30th January , (Monday) as the last date for making nominations ;
(b) the 31st January , 2006 ( Tuesday) as the date for scrutiny nominations;
(c) the 2nd Fabruary, 2006 (Thursday) as the last date for the withdrawal of candidatures;
(d) the 16th February , 2006 (Thursday) as the date on which a poll shall , if necessary , be taken; and (e) the 23rd February, 2006 (Thursday) as the date before which the election shall be completed; and (C) fixes the hours from 7.00 A.M to 4.00 P.M as the hours during which the poll shall , if necessary , be taken on the date specified.above , for the election .
