भारत निर्वाचन आयोग अधिसूचना
(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा 31 मार्च, 2006 ( शुक्रवार)

नियत करता है , और
( ई ) 9.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय, ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ है तो, निर्वाचन के लिए उपर्युक्त विनिर्दिष्ट तारीख को, मतदान होगा ।
आ.अ. 12(अ).-यतः , उड़ीसा राज्य की विधान सभा के निर्वाचित सदस्यों द्वारा निर्वाचित ( श्री ) डॉ. छत्रपाल सिंह लोढ़ा का स्थान , राज्य सभा में उनकी पदावधि, जो 1 जुलाई, 2010 सहित उस तारीख तक थी, के समाप्त होने से पूर्व, जिनकी सदस्यता उस सदन से निष्कासन के कारण , 23 दिसम्बर, 2005 से रिक्त हो गया है, और

आदेश से, यतः , इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप - निर्वाचन कराना है ।

ELECTION COMMISSION OF INDIA NOTIFICATION
अतः , अब , लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 39 की उपधारा ( 1 ) और धारा 56 के अनुसरण में, भारत निर्वाचन आयोग एतद्वारा :-
New Delhi , the 10th March , 2006 (अ) उड़ीसा राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता है कि वे 31 मार्च, 2006 ( शुक्रवार ) से पूर्व तथा उक्त अधिनियम और तद्धीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार राज्य सभा में उक्त रिक्ति को भरने के प्रयोजन से एक सदस्य निर्वाचित कर दें,
(आ) उक्त निर्वाचन के संबंध में :-
Ο.Ν. 12 ( E ) .- Whereas , the seat of Shri Dr. Chhattrapal Singh Lodha in the Council of States , electedby the elected members of the Legislative Assembly of the State of Orissa, has become vacant on 23rd December , 2005 by the reason of his expulsion from the membership ofthe House, before the expiration ofhis term ofoffice which was upto and including the 1st July, 2010 ; and
(क) नाम निर्देशन करने की अन्तिम तारीख- 17मार्च, 2006 ( शुक्रवार)
Whereas , a bye- election is to be held for the purpose of filling the vacancy so caused;
(ख) नाम निर्देशन की संवीक्षा की तारीख- 18 मार्च, 2006 (शनिवार)
Now, therefore, in pursuance of Section 147, Sub- section ( 1 ) of Section 39 and Section 56 of the Representation of the People Act, 1951 ( 43 of 1951 ), the Election Commission of India hereby :-
(ग ) अभ्यर्थिताएं वापस लेने की अंतिम तारीख- 20 मार्च, 2006 (सोमवार)
(घ ) वह तारीख , जिसको यदि आवश्यक हुआ तो मतदान होगा- 28 मार्च, 2006 ( मंगलवार )
(A) calls upon the elected members ofthe Legislative Assembly of the State of Orissa to elect , before 31stMarch, 2006(Friday) and in accordance with the provisions of the

said Act and ofthe rules and orders made thereunder, a person for the purpose of filling the said vacancy in the Council of States ;
(B) appoints , with respect to the said election;
(a) the 17thMarch, 2006 (Friday), as the lastdate for making nominations ;
(b) the 18th March, 2006 ( Saturday) , as the date for the scrutiny of the nominations ;
(c) the 20th March, 2006 ( Monday) , as the last date for the withdrawal of candidatures ;
(d) the 28th March, 2006 (Tuesday) as the date on which a poll shall, if necessary , be taken; and
(e) the 31st March, 2006 ( Friday) , as the date before which the election shall be completed; and
(C) fixes the hours from 9.00 A.M. to 4.00 P.M. , as the hours during which the poll shall, if necessary, be taken on the date specified above for the election .

आ.अ. 13(अ).-लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 21 के अनुसरण में और धारा 22 की उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निर्वाचन आयोग, उड़ीसा राज्य सरकार के परामर्श से एतद्वारा तारीख 10 मार्च, 2006 को भारत के राजपत्र में प्रकाशित आयोग की अधिसूचना के अनुसरण में इस राज्य में राज्य सभा के लिए उप निर्वाचन के संबंध में :-
( i ) नीचे की सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करता है , और
: ( ii ) उक्त सारणी के स्तम्भ ( 2 ) में विनिर्दिष्ट अधिकारी को, रिटर्निंग आफिसर की उसके कृत्यों के निष्पादन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है ।

NOTIFICATION
New Delhi , the 10th March , 2006
O.N. 13 (E) . In pursuance of Section 21 , and in exercise of the powers conferred by Sub - section ( 1 ) of Section 22, of the Representation of the People Act, 1951 (43 of 1951 ) , the Election Commission of India , in consultation with the Government of the State of Orissa , hereby:-
(1) designates the Officer , specified in column ( 1) ofthe Table below, to be the ReturningOfficer; and
(ii) appoints the Officer, specified in column (2) ofthe said Table, to be the Assistant Returning Officer to assist the Returning Officer in the performance of his functions ;
in respect of thebye -election to the Council ofStates , to be held in that State in pursuance of the Commission's notification, published in the Gazette of India on 10th March, 2006:
