सं. भा.आ.प. -18/( 1 )/2006-मेडि./27395.- भारतीय आयुर्विज्ञान परिषद् अधिनियम, 1956 ( 1956 का 102 ) की धारा 33 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय आयुर्विज्ञान परिषद् स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 में संशोधन करने के लिए भारत सरकार की पुर्वानुमतिसे निम्नलिखित विनियम बनाती है, अर्थात्: -
1. यह विनियम " स्नातकोत्तर चिकित्सा शिक्षा संशोधन विनियम , 2006 " कहे जाएंगे ।
2. स्नातकोत्तर चिकित्सा शिक्षा विनियमावली में विनियम 9 में उप - विनियम ( 2 ) के पश्चात निम्नलिखित उप - विनियम जोड़ा जाएगाः
" 3 ( i ) विश्वविद्यालय और अन्य संबंधित प्राधिकारी दाखले की प्रक्रिया की व्यवस्था इस तरीके से करेंगे कि हर वर्ष स्नातकोत्तर पाठ्यक्रमों में 2 मई तक और सुपरस्पेशिलीटी पाठ्यक्रमों में 1 अगस्त तक अध्यापन कार्य आरंभ हो जाए । इस उद्देश्य के लिए परिशिष्ट III में दर्शायी गई समय सारणी का पालन करेंगे।

(ii ) किसी भी परिस्थिति में स्नातकोत्तर पाठ्यक्रमों में 31 मई के पश्चात और सुपरस्पेशिलीटी पाठ्यक्रमों में 30 सितंबर के पश्चात किसी शिक्षा सत्र के संबंध में विद्यार्थियों का दाखला नहीं होगा। विश्वविद्यालय उक्त तारीख के पश्चात दाखिल किए गए किसी विद्यार्थी का पंजीकरण नहीं करेगा ।
(iii ) भारतीय आयुर्विज्ञान परिषद् निर्देश दे सकती है कि दाखला बंद होने की अंतिम तारीख के पश्चात दाखला प्राप्त कर लेने वाले के रूप में पहचान किए गए किसी विद्यार्थी को अध्ययन के पाठ्यक्रम से बरखास्त कर दिया जाएगा या ऐसे विद्यार्थी को प्रदान की गई किसी चिकित्सा योग्यता को भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 के उद्देश्य के लिए योग्यता नहीं माना जाएगा।
जो संस्थान दाखले के लिए विनिर्धारित की गई अंतिम तारीख के पश्चात किसी विद्यार्थी को दाखला देता है, उसे ऐसी कार्रवाई का सामना करना होगा जो भा.आ.प. द्वारा निर्धारित की जाए जिसमें आगामी अकादमिक वर्ष के लिए उसकी स्वीकृत प्रवेश क्षमता में, इस प्रकार किए गए दाखले के बराबर सीटों का अभ्यर्पण शामिल है। "

टिप्पणी : @@ कॉलेज के प्रमुख को चाहिए कि वे सात दिन के अंदर और स्नातकोत्तर पाठ्यक्रमों के लिए अंततः 6 अप्रैल तक तथा सुपरस्पेशिलीटी पाठ्यक्रमों के लिए 23 जुलाई तक डी.जी..एच.एस. को आखिल भारतीय कोटा की सीटों के संबंध में , संबंधित अभ्यर्थी द्वारा पाठ्यक्रम में शामिल होने की अंतिम तारीख के बाद मौजूद रिक्तियों की सूचना दें ।

MEDICAL COUNCIL OF INDIA
NOTIFICATION
New Delhi , the 23rd March, 2006
No. MCI- 18( 1 )/2006-Med./27395 .-- In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 ( 102 of 1956 ) , the Medical Council of India with the previous approval of the Central Government hereby makes the following regulations to amend the Postgraduate Medical Education Regulations , 2000 , namely: -
1. These Regulations may be called the "Postgraduate Medical Education (Amendment ) Regulations , 2006 ".
2. In the Postgraduate Medical Education Regulations , 2000 in Regulation 9 , after sub- regulation (2) , the following sub- regulation shall be inserted:
"3. ( i) The Universities and other authorities concerned shall organize admission process in such a way that teaching in postgraduate courses starts by 2nd May and by 1st August for super speciality courses each year . For this purpose , they shall follow the time schedule indicated in Appendix - III .
(ii) There shall be no admission of students in respect of any academic session beyond 31st May for postgraduate courses and 30th September for super speciality courses under any circumstances . The Universities shall not register any student admitted beyond the said date .
(iii) The Medical Council of India may direct , that any student identified as having obtained admission after the last date for closure of admission be discharged from the course of study , or any medical qualification granted to such a student shall not be a recognized qualification for the purpose of the Indian Medical Council Act, 1956 .
The institution which grants admission to any student after the last date specified for the same shall also be liable to face such action as may be prescribed by MCI including surrender of seats equivalent to the extent of such admission made from its sanctioned intake capacity for the succeeding academic year . "

Foot Note: The Principal Regulations namely , " Postgraduate Medical Education Regulations . 2000 " was published in Part - III , Section 4 of the Gazette of India on 7th October , 2000 and amended vide MCI notification dated 16th February, 2001 ; 6th October , 2001 and 16th March , 2005. published in Part - III , Section 4 of the Gazette of India on 3rd March, 2001 ; 6th October , 2001 and 16th March, 2005 respectively.
