सा.का.नि. 667(अ). विद्युत अधिनियम, 2003 (2003 का अधिनियम 36 ) की धारा 176 द्वारा सौंपी गई शक्तियों का प्रयोग करते हुए , केन्द्र सरकार एतद्वारा विद्युत अधिनियम, 2005 में संशोधन के लिए निम्नलिखित नियम बनाती है, नामतः :
1. ( 1 ) ये नियम विद्युत ( संशोधन ) नियम, 2006 कहे जाएंगे ।
(2) ये नियम सरकारी राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे ।
(2) विद्युत अधिनियम, 2005 के नियम 7 में उप-नियम
( 1) को निम्नलिखित उप - नियम द्वारा प्रतिस्थापित किया जाएगा,
नामतः
" ( 1) वितरण लाइसेंसधारी धारा 42 की उप- धारा ( 5 ) के
अधीन उपभोक्ताओं की शिकायत के निवारण के लिए
एक मंच स्थापित करेगा , जिसमें लाइसेंसधारी के
अधिकारीगण शामिल होंगे । उचित आयोग एक स्वतंत्र
सदस्य नामित करेगा जो उपभोक्ता मामलों से अवगत हों :
बशर्ते कि मंच के सदस्य के रूप में नियुक्त किए जाने वाले व्यक्तियों की नियुक्ति का तरीका तथा योग्यता एवं अनुभव और मंच द्वारा उपभोक्ताओं के शिकायतों व अन्य समान मामलों का निवारण राज्य आयोग द्वारा विनिर्दिष्ट दिशानिर्देशों के अनुसार होगा । "

MINISTRY OF POWER NOTIFICATION
New Delhi , the 26th October, 2006
G.S.R. 667 (E) . In exercise of the powers conferred by Section 176 ofthe Electricity Act, 2003 (36 of2003) , the Central Government hereby makes the following Rules to amend the Electricity Rules , 2005 , namely :-
1. (1) These rules may be called the Electricity (Amendment)Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Electricity Rules , 2005, in Rule 7, for sub-rule ( 1 ) the following sub - rule shall be substituted , namely :-
"(1) The distribution licensee shall establish a Forum for Redressal of Grievances of Consumers under sub-section (5) of Section 42 which shall consist of officers of the licensee. The Appropriate Commission shall nominate one independent member who is familiar with the consumer affairs: Provided that the manner of appointment and the qualification and experience of the persons to be appointed as member of the Forum and the procedure of dealing with the grievances of the consumersby the Forum and other similar matters would be as per the guidelines specified by the State Commission. "
