(अ)कुलसचिवकोशिक्षकोंएवंशैक्षणिकस्टाफ़कोछोड़किसीभी कर्मचारीकेविरूद्धअनुशासनात्मककार्रवाईकरनेऔरअध्यादेशके अनुसारलंबितजांचंतकनिलंबितकरने,उन्हेंचेतावनीदेनेअथवा उनकीवेतनवृद्धिरोकनेकाजुर्मानालगानेकाअधिकारहोगा। शर्तयहरहेगीकिकिसीभीव्यक्तिकेविरुद्धतबतकजुर्मानानहीं लगायाजासकेगा,जबतककिउसको,उसपरलगायेगयेआरोपोंका उचितजवाबदेनेकाअवसरनदें।
(इ)यदिजांचमेंउल्लेखितसज्ञाकुलसचिवकेअधिकारोंकेबाहरहै तोकुलसचिवजांचकेपरिणामकीरिपोर्टअपनीसिफारिशोंकेसाथ कुलपतिकोसौंपेगा।साथहीकुलपतिकेआदेशपरलगायेगयेजुर्माने केविरूद्धकार्यकारीपरिषद्केसामनेअपीलरखीजासकतीहै।

४. जबकुलसचिवकापदरिक्तहोगाअथवाकुलसचिवबीमार, अनुपस्थितयाकिसीअन्यकारणवहअपनेकर्त्तव्यनिर्वहननहींकर पातातबयहपदकुलपतिद्वाराऐसेकिसीव्यक्तिकोनिर्वाहकरनाअधिकृत होगा,जिसकोइसउद्देश्यसेनियुक्तकियागयाहो।

३. योग्यहोगा। कुलसचिवकावेतनएवंअन्यअवधितथाशर्तेंकार्यकारीपरिषद्द्वारा समय-समयपरनिर्धारितनिर्देशानुसारहोंगी।इसकेअनुसार कुलसचिव62वर्षकीआयुकोपहुँचकरसेवानिवृत्तहोगा।

जबकुलसचिवकापदरिक्तहोगाअथवाकुलसचिवबीमार, अनुपस्थितयाकिसीअन्यकारणवहअपनेकर्तव्यनिर्वहननहींकर पातातबयहपदकुलपतिद्वाराऐसेकिसीव्यक्तिकोनिर्वाहकरना होगा,जिसकोइसउद्देश्यसेनियुक्तकियाजाताहै।.
(अ)कुलसचिवकोशिक्षकोंएवंशैक्षणिकस्टाफ़कोछोड़किसीभी कर्मचारीकेविरुद्धअनुशासनात्मककार्रवाईकरनेऔरअध्यादेशके अनुसारलंबितजांचतकनिलंबितकरने,उन्हेंचेतावनीदेनेअथवा उनपरवेतनवृद्धिरोकनेकाजुर्मानालगानेकाअधिकारहोगा। शर्तयहभीरहेगीकिकिसीभीव्यक्तिकेविरूद्धतबतकजुर्मानानहीं लगायाजासकेगा,जबतककिउसको,उसपरलगायेगयेआरोपोंका

(इ)यदिजांचमेंयहपायाजाएकिसजाकुलसचितकेअधिकारोंके बाहरहैतोकुलसचिवअपनीजांचकेपरिणामकीरिपोर्टअपनी सिफारिशोंकेसाथकुलपतिकोसौंपेगा।साथहीकुलपतिकेआदेश परलगायेगयेजुर्मानेकेविरुद्धकार्यकारीपरिषद्केसामनेअपील रखीजासकतीहै।

(1) All the teachers and other academic staff of the University shall, in the absence of any agreement to the contrary, be governed by the terms and conditions of service and code of conduct as are specified in the Statutes , the Ordinances and the Regulations.

विश्वविद्यालय में विद्यार्थियों का प्रवेश (नियमित कैम्पस विद्यार्थियों के लिए ) [अधिनियम एस . 5(xvii ) , 27 ( 1 ) (ए) ]
१ विश्वविद्यालय द्वारा प्रस्तावित विभिन्न पाठ्यक्रमों में प्रवेश के लिए आवेदन पत्र शैक्षणिक परिषद् अथवा किसी अन्य इकाई व्दारा समय - समय पर जारी किये जाएँगे ।
२ विश्वविद्यालय के विभिन्न स्कूलों में प्रवेश के लिए आवेदन पत्रों की स्वीकृति की अंतिम तिथि शैक्षणिक परिषद व्दारा हर वर्ष तय की जाएगी ।
३ विश्वविद्यालय के स्कूलों में प्रवेश की अंतिम तिथि प्रति वर्ष अकादमिक परिषद् व्दारा तय की जाएगी।

४. विश्वविद्यालय के स्कूलों में अगले सत्र में विद्यार्थियों की संख्या प्रति वर्ष शैक्षणिक परिषद् के कहे अनुसार तय की जाएगी ।
५. स्नातकोत्तर तथा एम . फिल्. पाठ्यक्रमों में प्रवेश स्कूल अथवा विभाग/ केंद्र व्दारा स्थापित प्रवेश समिति आयोजित करेगी । समिति में डीन/विभागाध्यक्ष, केन्द्र /विभाग के प्रमुख एवम्विभाग के दो वरिष्ठतम् सदस्य होंगे ।
६. डॉक्टर ऑफ़ फिलॉसाफ़ी में प्रवेश पर विचार संबंधित स्कूलों के स्कूल बोर्ड व्दारा किया जाएगा ।
७. विभिन्न विभागों के पाठ्यक्रमों में प्रवेश के लिए न्यूनतम योग्यताएँ स्कूल के डीन व्दारा प्रति वर्ष विभाग / केंद्र प्रमुख के परामर्श के बाद तय की जाएगी । इस नियमों के अन्तर्गत प्रदान की गयी रियासतों को भी ध्यान में रखा जाएगा । वरियता सूची के आधार पर विद्यार्थियों को विभिन्न पाठ्यक्रमों में प्रवेश दिया जाएगा ।
८. ऐसे विद्यार्थी जो आवश्यक योग्यताओं को पूरा करते हैं उनके शैक्षणिक रिकोर्ड तथा /अथवा प्रवेश परीक्षा वायवा ओसी में किये गये प्रदर्शन के आधार पर प्रवेश के लिए विचार किया जाएगा ।
९ . केवल वही विद्यार्थी, जिसने किसी भी विधि के आधीन स्थापितं भारतीय विश्वविद्यालय से परीक्षा उत्तीर्ण की हो अथवा इसके समतुल्य अन्य परीक्षा उत्तीर्ण कीहो, प्रवेश के लिए विचारणीय होंगे ।
१०. विश्वविद्यालय द्वारा प्रस्तावित शैक्षणिक कार्यक्रमों / पाठ्यक्रमों में प्रवेश हेतु 15 प्रतिशत सीटें अनुसूचित जाति के विद्यार्थियों तथा 7.5 प्रतिशत सीटें अनुसूचित जनजाति के विद्यार्थियों के लिए आरक्षिल होंगी । इसके अलावा विश्वविद्यालय शारीरिक रूप से विकलांग तथा अन्य ऐसे समूहों के लिए शैक्षणिक परिषद् व्दारा तय की गयी सिफारिशों के अनुसार विशेष प्रावधान भी समय- समय पर ला सकता है ।
११. सामान्यतया किसी भी विद्यार्थी को एक ही समय पर एक से अधिक पाठ्यक्रम में प्रवेश नहीं दिया जाएगा ।
नोट: - यद्यपि, विद्यार्थियों को सांयकालीन स्नाकोत्तर डिप्लोमा में नियमित पाठ्यक्रम में अन्य संस्था में प्रवेश हेतु अनुमति दी जा सकेगी । विश्वविद्यालय में नियमित पाठ्यक्रमों में प्रवेश प्राप्त विद्यार्थियों को अन्य संस्थाओं के पार्ट टाइम सांयकालीन कोर्स हेतू अनुमति दी जा सकेगी ।
१२. विश्वविद्यालय द्वारा प्रस्तावित पाठ्यक्रमों की न्यूनतम एवं अधिकतम समयावलि शैक्षणिक परिषद् द्वारा तय की जाएगी ।
१३. प्रवेश पाने वाला विद्यार्थी यदि स्वास्थ्य परीक्षण में अस्वस्थ पाया जाता है तो उसका प्रवेश रद्द कर दिया जाएगा ।

१४. विद्यार्थी को स्कूल के पाठ्यक्रम में प्रवेश तब ही दिया जाएगा जब उसका नाम विश्वविद्यालय के विद्यार्थी के रूप में दर्ज हो । अध्यादेशों के ज़रिए निर्धारित प्रवेश शुल्क अदा करने पर ही विद्यार्थी को प्रवेश मिलेगा ।
१५. विश्वविद्यालय में प्रवेश पाने वाला विद्यार्थी हॉल ऑफ़ रेसिडेंस/हॉस्टल अथवा नॉन रेसिडेंट स्टूडेंट सेंटर का सदस्य होगा ।
१६. यदि किसी विद्यार्थी को गलत वक्तव्य अथवा गैर कानूनी तरिके से प्रवेश पाने का दोषी पाया जाता है तो उसका नाम विश्वविद्यालय के रोल से हटा दिया जाएगा।
विश्वविद्यालय में विद्यार्थियों का प्रवेश ( दूरस्थ शिक्षा - विद्यार्थियों के लिए )

1. विश्वविद्यालय द्वारा प्रस्तावित शैक्षणिक कार्यक्रमों / पाठ्यक्रमों में प्रवेश उन सभी के लिए खुला होगा जो संबंधित पाठ्यक्रमों में प्रवेश की योग्यताओं को पूरा करते हो ।
2. शैक्षणिक योग्यताओं, आयु तथा अन्य योग्यताओं से संबंधित शर्तें: हर शैक्षणिक कार्यक्रम तथा पाठ्यक्रम के लिए शैक्षणिक परिषद् व्दारा तय की जाएँगी और विश्वविद्यालय इन शर्तों को पूरा करने वाले विद्यार्थियों को प्रवेश देगा ।
3. समय- समय पर जारी होने वाले कार्यक्रमों / पाठ्यक्रमों में प्रवेश के लिए विश्वविद्यालय परीक्षाएँ आयोजित कर सकता है ।

6. विश्वविद्यालय द्वारा प्रस्तावित पाठ्यक्रमों की न्यूनतम तथा अधिकतम अवधि शैक्षणिक परिषद् व्दारा तय की जाएगी ।
7. विश्वविद्यालय शैक्षणिक परिषद की अनुशंसाओं के आधार पर , किसी डिग्री / डिप्लोमा अथवा सार्टिफिकेट प्रोग्राम के संरचना एवम् रूपरेखा तय करेगा जिसके आधार पर ऐसे डिग्री / डिप्लोमा या सार्टिफिकेट प्रदान किए जाएंगे बर्शले कि विश्वविद्यालय अपने सभी कार्यक्रमों को प्रामाणिक आकार , पाठ्यक्रमों के संयोजन , शिक्षा की गति तथा पद्धतियों में लचीलापन , विभिन्न कार्यक्रमों में पाठ्यक्रम के अनुसार पंजीकरण आदि का भी आयोजन करने का प्रयास करेगा ।

3. दूरस्थ शिक्षा पाठ्यक्रमों के लिए विश्वविद्यालय की परीक्षाएँ मुख्यालय , क्षेत्रीय केंद्रों और विश्वविद्यालय द्वारा समय- समय पर स्थापित किये जाने वाले देश भर के शिक्षा केन्द्रोंपर आयोजित की जाएगी ।
4. डॉक्टरेट परीक्षा को छोड़कर विश्वविद्यालय की अन्य परीक्षाएँ इनके लिए होंगी: -
अ . नियमित विद्यार्थी अर्थात् वह प्रत्याक्षी जिन्होंने विश्वविद्यालय के नियमित पाठ्यक्रम को पूरा किया हो अथवा विश्वविद्यालय व्दारा चलाए जा रहे संस्थान में नियत अवधि का पाठ्यक्रम पूरा किया हो ।
इ. विश्वविद्यालय के दूरस्थ शिक्षा पद्धति में पंजीकरण करवाने वाले विद्यार्थी ।
5. विद्यार्थी को तब ही परीक्षाओं में भाग लेने योग्य समझा जाएगा जब उसने पाठ्यक्रमों की प्रस्तावित अवधि एवं आवश्यकताओं की पूर्ति की हो जो परीक्षा में बैठने के लिए निर्धारित हो ।
6. किसी भी परीक्षा के लिए अनुमति हेतु आवेदन तथा संबंधित विषय के लिए निर्धारित शुल्क को स्कूलों के डीन , और क्षेत्रीय केंद्र /स्टडी सेंटरों के जरिए ( दूरस्थ शिक्षा पाठ्यक्रम के लिए ) समय- समय पर निर्धारित तिथि पर परीक्षा नियंत्रक के पास जमा की जाएगी ।
विलंब से प्राप्त होने वाले आवेदन को निर्धारित समय से १५ दिनों तक ५० रूपये के दंड के साथ स्वीकार किया जा सकता है ।
7. ऐसा विद्यार्थी जिसका आवेदन पत्र व्यवस्थित हो तथा स्वीकार कर लिया गया हो, को हॉल टिकट दिया जाएगा , जिसे परीक्षा कक्ष में प्रवेश के लिए दिखाया जाना होगा ।
8. ऐसा विद्यार्थी जो परीक्षा देने में विफल रहा हो उस विद्यार्थी का परीक्षा शुल्क वापस नहींकिया जाएगा । परीक्षा नियंत्रक द्वारा कुछ मामलों में जरूरी कारणों को ध्यान में रखकर विद्यार्थी को अगली परीक्षा में बिना शुल्क के प्रवेश का प्रावधान किया जा सकता है ।
9. सभी परिक्षाओं के प्रश्न पत्र उर्दू में ही बनाये जाएँगे तथा उत्तर भी उर्दू में ही दिये जाने होंगे बर्शते कि संबंधित भाषा के प्रश्न पत्रों को संबंधित भाषा में लिखने का प्रावधान है!

विश्वविद्यालय के विद्यार्थियों द्वारा देय शुल्क संविधि 27 ( ई )
1. शैक्षणिक परिषद् की सिफारिश पर विश्वविद्यालय के विद्यार्थियों से समय- समय पर लिया जाने वाला देय शुल्क कार्यकारी परिषद् प्रस्तावित करेगी ।
2. विभिन्न पाठ्यक्रमों में प्रवेश हेतु विद्यार्थियों को आवेदन पत्र में प्रस्तावित शुल्क अदा करना होगा ।
शुल्क अदा करने की अंतिम तिथि एवं अदायगी का माध्यम : -

१. दुरस्थ शिक्षा के विद्यार्थियों को आवेदन पत्र में उल्लेखित शुल्क जमा करना होगा ।
२. नियमित विद्यार्थियों को अपनी ट्युशन फीस विश्वविद्यालय द्वारा निर्धारित तिथि पर जमा करना होगा ।
३. शुल्क की अदायगी आवेदन पत्र में विहित प्रावधानों के अनुसार ही होगी।
4. शुल्क जमा करने में देरी या चूक :
१. यदि विद्यार्थी अपना शुल्क समय पर जमा नहीं कर पाता तो उसे शुल्क के साथ दंड भी भरना होगा ।
१. पहले १० दिनों तक दो रूपये ।
२. अगले १० दिनों तक पाँच रूपये ।
३. तत्पश्चात माह की अंतिम तिथि तक जिसमें शुल्क देय हो -२० रूपये ।
२. कुलपति या उसका अधिकृत अधिकारी सम्बन्धित डीन की अनुशसंशा पर विशेष मामलों में शुल्क की अदायगी में राहत दे सकता है । बशर्ते कि संबंधित स्कूल डीन छात्रों को आवेदन पत्र में शुल्क अदायगी में हुई देरी का कारण लिखित रूप में , देय तिथि से काफ़ी पहले दें , ताकि इस संबंध में समय पर निर्णय लिया जा सके ।
३. शुल्क न जमा करने वाले का नाम सूचना पटल पर लगाया जाएगा और उसके बाद देय तिथि के एक माह के पश्चात उसका नाम विश्वविद्यालय के रोल से हटा दिया जाएगा ।

४. वह विद्यार्थी जिसका नाम विश्वविद्यालय के रोल से काट दिया गया है, उसका पुनः प्रवेश संबंधित स्कूल डीन की सिफारिश और बकाया शुल्क, अन्य बकाया व विश्वविद्यालय द्वारा निर्धारित की गयी पुनः प्रवेश शुल्क के साथ भुगतान करने पर हो सकेगा ।
५. जब कोई विद्यार्थी विश्वविद्यालय से अपना नाम वापस लेना चाहता हो तो उसे विभाग केन्द्र के अध्यक्ष द्वारा संबंधित स्कूल डीन को आवेदन , छोड़नें की तिथि के साथ लिखकर देना होगा । यदि छात्र ऐसा नहीं करता हो उसका नाम विश्वविद्यालय के रोल में शुल्क अदा किये गये महीने के एक महीने के बाद तक जारी रहेगा तथा उसे इस अवधि की सभी देय शुल्क/ प्रभार का भी भुगतान करना पड़ेगा ।
5. नेत्रहीन विद्यार्थियों को छूट
नेत्रहीन विद्यार्थियों को सभी प्रकार की ट्यूशन फीस के भुगतान से मुक्त रखा जाएगा ।
6. शुल्क में रियायत
१ ) स्कूल का डीन निम्न लिखित सदस्यों की समिति की सिफारिश पर विश्वविद्यालय अनुदान आयोग द्वारा प्रस्तावित प्रतिशत तक शुल्क मुक्ति प्रदान कर सकता है ।
(i ) डीन-चेयरमैन
(ii ) कार्यकारी परिषद् व्दारा नामित विभाग /केंद्र के तीन प्रमुख
(iii ) कुलपति द्वारा नामित संबंधित विभाग / केंद्र के तीन विद्यार्थी
२ ) यदि शुल्क मुक्ति के आवेदन निर्धारित फ्रीशिप की संख्या से अधिक हों तो समिति से संबंधित सब क्लॉज ( i ) को सिफारिश भेजकर कुछ आवेदकों को आधी शुल्क मुक्ति के लिए प्रस्ताव भेज सकती है ताकि शुल्कमुक्तिनिर्धारित प्रतिशत से ऊपर न जाए ।
३ ) शुल्क में रियायत देने के संबंध में आवेदन संबंधित विभाग/ केंद्र के प्रमुख से संबंधित स्कूल डीन को ३१ अगस्त तक या ऐसी तिथि तक जिसे डीन ने तय किया हो । निर्धारित तिथि के बाद प्राप्त आवेदनों को साधारणतः स्वीकार नहीं किया जाएगा ।
४) विद्यार्थी द्वारा शुल्क मुक्ति के अनुदान के लिए किये जाने वाले आवेदन पर सिफारिश करते समय निम्नलिखित बातों को ध्यान में रखा जाएगा-

विद्यार्थी का शैक्षणिक रिकॉर्ड । १ .
२. शुल्क मुक्ति के नवनीकरण के संबंध में उसकी पढ़ाई की प्रगति।
३. उसकी आर्थिक स्थिति एवं
४ . अन्य कोई कारण जिसे भी रिकॉर्ड में रखा जाएगा । जिन विद्यार्थी को रियायत दी गयी है उनकी सूची साधारणतः ३० सितंबर तक अधिसूचित की जाएगी ।
५ ) शैक्षणिक वर्ष के दौरान दी जाने वाली शुल्क मुक्ति को अगले वर्ष में पुनः नवीनीकरण अपने आप नहीं की जाएगी । इसके लिए जरूरतमंद विद्यार्थी को ऐसी रियायत के लिए एक नया आवेदन हर वर्ष देना होगा और उसे इस रियायत की आगे आवश्यकता नहीं है तो उसकी फ्रीशिप रद्द की जा सकती है ।
६ ) जिस विद्यार्थी का आचरण एवं शिक्षा संतोषजनक नहीं है या उसकी आर्थिक स्थिति सुधर गयी है अथवा उसे शुल्क रियायत की आवश्यकता न हो , उसकी शुल्क मुक्ति रद्द की जा सकती है।
7. शुल्क, सुरक्षा जमा इत्यादि की वापसी
( १ ) विद्यार्थी के आवेदन पर सुरक्षा जमा या काशन मनी की वापसी विद्यार्थी को विश्वविद्यालय को छोड़ते समय सभी प्रकार के बक़ाया , दंड एवं अन्य दावों की कटौती के बाद की जाएगी ।
(२ ) यदि कोई विद्यार्थी विश्वविद्यालय को छोड़ने के बाद एक कलेण्डर वर्ष के भीतर अपने रिफंड का दावा प्रस्तुत नहीं करता तो ऐसा समझा जाएगा कि उसने अपनी बकाया राशि विद्यार्थी सहायता निधि में दान कर दी है ।
स्पष्टीकरण :
विद्यार्थी द्वारा दी गयी परीक्षा घोषणा परिणाम या उस तिथि से जब उसका नाम विश्वविद्यालय के रोल से निकाल दिया गया हो , एक वर्ष कीअवधि की गणना की जाएगी ।
( ३. ) शुल्क की अदायगी के बाद यदि विद्यार्थी अपना प्रवेश रद्द करवाना चाहता है तो ऐसी स्थिति में एक माह की ट्यूशन फीश को छोड़कर सभी शुल्क एवं जमा की धनवापसी की जाएगी, प्रवेश शुल्क एवं नामावली शुल्क एवं नाम वापसी का आवेदन शैक्षणिक सत्र या प्रवेश प्रक्रिया पूर्ण होने के ५ दिनों के भीतर कुलसचिव के पास पहुँच जाना चाहिए ।

(४ ) विद्यार्थी यदि शुल्क अदा करने के बाद भी विश्वविद्यालय में प्रवेश नहीं लेतातो उसे केवल खेलकूद शुल्क एवं सुरक्षा जमा ही रिफंड की जाएगी इसके लिए कुलसचिव को आवेदन , संबंधित शैक्षणिक सत्र प्रारंभ होने के १५ दिनों के भीतर प्राप्त हो जाना चाहिए ।
(५ ) शैक्षणिक सत्र के आरंभ होने के १५ दिनों के बाद नाम वापसी का आवेदन प्राप्त होने की स्थिति में विद्यार्थी को केवल सुरक्षा जमा /कॉशन मनी ही रिफंड की जाएगी ।
(६ ) विद्यार्थी ने यदि विश्वविद्यालय की संपत्ति को नुकसान पहुँचाया है तो उसकी भरपाई के साथ- साथ ट्यूशन फ़ीस या दंड यदि बकाया हो तो वह सब सुरक्षा जमा से काट लिया जाएगा ।
8. विश्वविद्यालय की विभिन्न परीक्षा के शुल्क इस प्रकार होंगे :

आवेदन पत्र में किये गये उल्लेख के अनुसार
स्नातकोत्तर
9. विद्यार्थी को तब तक परीक्षा में बैठने की अनुमति या हॉल टिकट नहीं दिया जाएगा जब तक कि वह अपने सारे बकाया व परीक्षा शुल्क जमा नहीं कर देता ।
10. परीक्षा परिणामों की पुनः जाँच के लिए शुल्क :
जो विद्यार्थी अपने परीक्षा परिणामों की पुनः जाँच करवाना चाहता है तो उसे किसी एक विशेष/पेपर के लिए 50 रूपये शुल्क देना होगा और एक ही परीक्षा के सभी विषयों / पेपरों के लिए 200 रूपये से अधिक नहीं होगा ।
बशर्ते कि विश्वविद्यालय द्वारा घोषित परीक्षा परिणामों में पुनः जाँच के दौरान में कुछ गलती या भूल चूक का पता चलने, की स्थिति में विद्यार्थी को पुनः जाँच शुल्करिफंड कर दिया जाएगा ।
11. अंक तालिका की आपूर्ति के लिए शुल्क
१) हर विद्यार्थी को प्रत्येक परीक्षा की अंक तालिका के लिए 25 रूपये का शुल्क परीक्षा शुल्क के साथ भुगतान करना होगा ।..
२) विद्यार्थी को अंक तालिका संबंधित विभाग प्रमुख के द्वारा भेजी जाएगी ।

३ ) अंक तालिका की डुप्लीकेट कॉपी ५० रूपये शुल्क प्रत्येक अंक तालिका
के लिए भुगतान करने पर दी जाएगी ।
12. स्थानांतरण , अस्थायी प्रमाण पत्र एवं अन्य प्रमाण पत्र जारी करने के लिए शुल्क
१ ) स्थानांतरण , अस्थायी प्रमाण पत्र एवं अन्य प्रमाण पत्र एवं डुप्लीकेट

२ ) जो विद्यार्थी या उम्मीदवार विश्वविद्यालय के मूल रिकॉर्ड में दर्ज नाम में
फेरबदल या उसमें कुछ जोड़ना चाहता है तो उसे आवश्यक
औपचारिकता के पश्चात ५० रूपये का शुल्क अदा करना होगा ।
३ ) विश्वविद्यालय के रजिस्टर में दर्ज विद्यार्थी के जन्मतिथि में तबदीली के
लिए ५० रूपये का शुल्क भुगतान करना होगा । जन्म तिथि में बदलाव
बिना सक्षम प्राधिकारी की मंजूरी के बिना नहीं किया जाएगा ।
अवार्डफेलोशिप / छात्रवृत्ति / स्टूडेंटशिप/ स्वर्ण पदक /
पुरस्कार के लिए धर्मस्व स्वीकृति की शर्तें

१ . विश्वविद्यालय स्वर्ण पदक/ पुरस्कार / फेलोशिप/ छात्रवृत्ति/ स्टूडेंट शिप के लिए
धर्मस्व स्वीकार नहीं करेगी , जो विश्वविद्यालय के संबंधित पाठ्यक्रम/पत्र
परीक्षा के लिए सभी छात्रों को बिना जाति, मत , समुदाय , धर्म अथवा प्रांत के
भेदभाव के दिया जाता हो ।
२ विश्वविद्यालय वह धर्मस्व स्वीकार नहीं करेगा , जिसकी जमाराशि छात्रवृत्ति एवं
पुरस्कार राशि हा तो २०,००० रूपये , स्वर्ण पदक हो तो ५०,००० रूपये, धर्मस्व
व्याख्यान हो तो १.००,००० रूपये तथा किसी संस् गत पद के लिए
२५,००,००० रूपये से कम हो ।

३. कार्यकारी परिषद् की स्वीकृति के बिना कोई भी धर्मस्व स्थापित नहीं किया जाएगा ।
४. जब स्वर्ण पदक स्थापना के लिए जमा राशि का ब्याज पर्याप्त न हो तो विश्वविद्यालय स्वर्ण पदक के बदले में अपने विवेक से पुरस्कार रख सकता है । अलबत्ता विश्वविद्यालय कोई भी पुरस्कार प्रदान करने से पूर्व दानदाता से अनुरोध कर सकता है कि वह जब संभव हो स्वर्ण पदक प्रदान करने हेतु विश्वविद्यालय को सक्षम बनाने हेतु अतिरिक्त राशि उपलब्ध कराए ।
५. उस सम्बन्ध में कोई भी स्वर्ण पदक या पुरस्कार दान स्वीकार एवं स्थापित नहीं किया जाएगा जिसमें पहले ही से दो या अधिक स्वर्ण पदक या पुरस्कार हो । अलबत्ता विश्वविद्यालय दानदाताओं को उस क्षेत्र में स्वर्ण पदक अथवा पुरस्कार स्थापित करने का सुझाव दे सकता है जिसमें स्वर्ण पदक/ पुरस्कार/ छात्रवृत्ति /फिलोशिप स्थापित नहीं है ।
सहायला, दान एवं धर्मस्व संबंधी सभी प्रकार के प्रस्ताव विश्वविद्यालय प्रबंधन सोच विचार के बाद इस शर्त के साथ स्वीकार कर सकता है कि वार्षिक आय के आधार पर जमा में ५ प्रतिशत कटौती पर प्रति वित्तीय वर्ष जमा में अतिरिक्त वृद्धि की जाए ।
उपाधियाँ प्रदान करने के लिए दीक्षांत समारोह (संविधि ३० )
१. दीक्षांत समारोह उपाधियाँ प्रदान करने के लिए वार्षिक समारोह के रूप में कुलाधिपति द्वारा तय की गयी तिथि पर हैदराबाद में आयोजित किया जाएगा।
किसी वर्ष यदि दीक्षांत समारोह का आयोजन नहीं हो पाता तो, कुलपति उस वर्ष में सफल उम्मीदारों के प्रवेश हेतु सक्षम प्राधिकारी होंगे और निर्धारित शुल्क की अदायगी पर कुल सचिव उपाधि जारी करेंगे ।
२. उपाधियाँ प्रदान करने के लिए विशेष दीक्षांत समारोह कुलपति की सिफ़ारिश पर कुलाधिपति द्वारा निर्धारित तिथि पर आयोजित किया जाएगा।
३. वार्षिक दीक्षांत समारोह में कुलपति विश्वविद्यालय के क्रियाकलापों पर आधारित रिपोर्टपेश करेंगे ।
४. दीक्षांत समारोह की प्रक्रिया नियमों के अनुसार होगी ।

विश्वविद्यालय के स्नातक/ स्नातकोत्तर डिग्री तथा डिप्लोमा/पी.जी.डिप्लोमा एवं प्रमाण पत्रों के पुरस्कार (नियमित कैम्पस पद्धति के लिए )
(अधिनियम एवं ५ ( i ) ( ii ) - संविधि २७ (डी)
१. सभी डिग्री/डिप्लोमा वाले पाठ्यक्रम विश्वविद्यालय के स्कूल/ विभाग/ केन्द्र द्वारा आयोजित किये जाएँगे ।
२. पाठ्यक्रमों की अवधिः -
अ. पाठ्यक्रम की अवधि- स्नातक के लिए तीन वर्ष तथा स्नातकोत्तर के लिए दो/ तीन वर्ष की होगी ।
आ. एक विद्यार्थी को नियमित पाठ्यक्रम पूरा करने वाले के रूप में तब ही पहचाना जाएगा , जब हर विषय में हुई कक्षाओं में उसकी उपस्थिति ७५ प्रतिशत की रही हो तथा स्कूल/ विभाग/केन्द्र की संगोष्ठियों, सत्रों, प्रैक्टिकल विषयों के संबंध में संतुष्ठी प्राप्त हो ।
अलबत्ता विभाग /केन्द्र के प्रमुखों की सिफारिशों पर संबंधित स्कूल के डीन व्दारा वैध कारणों पर ५ प्रतिशत की अनुपस्थिति को माफ़ किया जा सकता है ।
इसके अलावा विश्वविद्यालय द्वारा प्रतिनियुक्त विद्यार्थियों को पाठ्यक्रमों से हटकर अतिरिक्त कार्यक्रमों में भाग लेने पर ५ प्रतिशत तक रियायत दी जाए । यह रियायत उन दिनों के लिए लागू होगी जिन दिनों में विद्यार्थियों ने कार्यक्रमों में भाग लिया हो , जिसमें यात्रा का समय भी शामिल होगा । इसके लिए डीन छात्र कल्याण की पूर्व स्वीकृति अनिवार्य होगी ।
३. प्रवेश के लिए योग्यताएँ
विश्वविद्यालय द्वारा हर वर्ष घोषित पाठ्यक्रमों में प्रवेश के लिए योग्यताएँ वे होंगी जो कि शैक्षणिक परिषद् अथवा इस कार्य हेतु किसी अन्य अधीकृत इकायी व्दारा समय- समय पर तय की जाएँगी ।
४. पाठ्यक्रम एवं पाठ्यविवरण की तैयारी:
अ . किसी विषय के पाठ्यक्रम वह होंगे जो संबंधित बोर्ड/ स्कूल, विभाग केंद्रों की सिफारिशों के आधार पर शैक्षणिक परिषद द्वारा स्वीकृत होंगे ।
इ . पाठ्यक्रमों का पाठ्य विवरण वह होंगे जो संबंधित शिक्षा बोर्ड / स्कूलों, विभाग केंद्रों की सिफारिशों के आधार पर शैक्षणिक परिषद् द्वारा स्वीकृत होंगे ।

उ. प्रत्येक पाठ्यक्रम के लिए पाठ्यपुस्तकें संबंधित विभाग/केंद्रों व्दारा प्रस्तावित होंगी और जिन्हें शिक्षा बोर्ड तथा शैक्षणिक परिषद् व्दारा स्वीकृतिप्राप्त होगी ।
५. मूल्यांकन
मूल्यांकन के नियम अलग से दिये गए है ।
६. पाठ्यक्रमों से विद्यार्थियों का निष्कासन:
असंतुष्ट प्रदर्शन/ बुरे व्यवहार के आधार पर विभाग अथवा केंद्र से प्राप्त शिकायत पर स्कूल के डीन कुलपति से दोषी विद्यार्थी को निष्कासन की सिफारिश कर सकते है ।

ADMISSION OF STUDENTS TO THE UNIVERSITY (For Regular on Campus Mode)
[Act S. 5 ( xvii ) , 27 ( 1) ( a) ]
1. Application form for admission to the various courses offered by University shall be as prescribed by Academic Council/ or any other body, from time to time."
2. The last date for the receipt of applications for admission to various Schools of the University shall be fixed each year by the Academic Council.
3. The last date for admission to the Schools of the University shall be fixed each year by the Academic Council.
4 The number of students to be admitted in the Schools of the University in the coming session shall be prescribed each year by the Academic Council.
5 Admissions to the Post-graduate and M. Phil courses shall be made by the Admission Committee as constituted by the School or Department / Centre . The Committee will consist of the Dean / Head of the Department/ Centre and two senior most members of the staff of the department.
6. Admission to the course leading to the Degree of Doctor of Philosophy shall be considered by the School Board of the School concerned.
7. Minimum qualifications for admission to the courses in various departments shall be prescribed by the Dean of the School in consultation with the heads of the Departments / Centres each year, subject to the concessions provided for by the Regulations . Candidates shall be admitted to the various courses in order of merit.
8. Such candidates who satisfy the requisite qualifications may be considered for admissions on the basis of the academic record, and/or performance of the applicant at any entrance test/ viva voce as may be prescribed in respect of each course.
9. Only such candidates who have passed an examination of an Indian University incorporated by any law for the time being in force , or such other examination as has been recognized equivalent , shall be considered for admission.
10. 15% of the seats in the academic programmes/ courses offered by the University shall be reserved for students belonging to Scheduled Caste and 72% for students belonging to Scheduled Tribe . Provided that the University may also make such special provision for the admission of candidates belonging to the physically handicapped and such other disadvantaged groups on the recommendations of the Academic Council from time to time .
11. No student shall ordinarily be admitted to more than one course at a time . Note: However , students admitted to evening P.G. Diploma course are permitted to pursue any regular course in other institutions . Students [ भाग III- खण्ड 4]

admitted to a regular course in the University are also permitted to pursue part-time evening Certificate/Diploma courses of professional nature in other institutions .
12. The minimum and maximum duration for the courses offered by the University shall be prescribed by the Academic Council.
13. If a student who has been admitted is found medically unfit, his admission shall be cancelled.
14. A candidate shall be admitted to the course in a School on his enrollment as a student of the University after paying the enrolment fee prescribed by the Ordinances .
15. A student admitted to the University shall be a member either of a Hall of Residence/Hostel or Non- Resident Students Centre of the University .
16. If at any time it is discovered that a candidate has made a false or incorrect statement or other fraudulent means have been used for securing admission his name shall be removed from the rolls of the University.

(1) Admission to academic programmes/ courses offered by the University shall be open to all who fulfill the conditions of eligibility prescribed for each such programme/ course.
(2) The conditions of eligibility with respect to prior educational qualifications, age and such other requirements shall be prescribed by the Academic Council for each academic programme or course and the University shall make admission to these programmes/ courses subject to fulfillment of these requirements .
(3) Itshall be open to the University to conduct such tests as it may prescribe from time totime for admission to specific academic programmes /courses .
(4) 15% of the seats in the academic programmes /courses offered by the University shall be reserved for students belonging to Scheduled Caste and 72% for students belonging to Scheduled Tribe . Provided that the University may also make such special provision for the admission of candidates belonging to the physically handicapped and such other disadvantaged groups on the recommendations of the Academic Council from time to time .
(5) The minimum and maximum duration for the academic programmes offered by the University leading to the award of degrees , diplomas and certificates shall be prescribed for each such programme on the recommendations of the Academic Council . The Academic Council may also prescribe such other conditions as the students have to fulfill to become eligible for the award of degrees , diplomas and certificates .
(6) The minimum and maximum duration for the courses offered by the University shall be prescribed by the Academic Council .
(7) The University may , on the recommendations of the Academic council, prescribe the structure and pattern of the programmes offered by it leading the award of degree , diploma and certificate. Provided that the University shall endeavour to organize all its programmes on the basis of modular structure , flexibility in the combination of courses as well as methods and pace of learning, course wise registration for various programmes , etc.

MEDIUM OF INSTRUCTION AND EXAMINATIONS
[Act s . 27(c) (g) ]
1. The Medium of Instruction shall be Urdu.
2. The examination of the University for regular course shall be held at the Headquarters i.e. , Hyderabad.
3. The examination of the University for distance education courses shall be held at the Headquarters , Regional Centres, and at all the Study Centres (as established by the University from time to time) spread all over the country ..
4. Examination of the University, other than the Doctorate examination, shall be open to:
i) Regular students i.e. , candidates who have undergone a regular course of study in the University or an institution maintained by the University for aperiod specified for that purpose.
ii) To such of those students who have registered with the University in Distance Education mode and completed prescribed period.
5. A candidate shall be deemed to have undergone a regular course of study for the period specified for the course to be eligible to appear at the examination, if he has fulfilled the requirements as prescribed for the purpose.
6. Application for permission to appear at any examination together with the fees prescribed for that examination shall be submitted to the Controller of Exams through the Dean of the School concerned and through the Regional Centre/Study Centre concerned ( for Distance Education Courses) not later than the date specified. forthe purpose from time to time.
Provided that late application may be entertained up to fifteen days after the prescribeddate on payment of penalty of Rs . 50/-
7. A candidate whose application is found in order and accepted shall be given a hall ticket, which shall be produced for admissions at the examination hall.
8. Acandidate who fails to appear at an examination shall not be entitled to a refund of the examination fees paidby him .
Provided that the Controller of Exams may, for sufficient cause permit such candidate to appear at the next examination without further payment of fees .
9. Question papers for all examinations shall be set and answered in the Urdu Language subject to the condition that question papers for all examinations in the languages shall be set and answered in the respective languages .

FEES PAYABLE BY STUDENTS OF THE UNIVERSITY
[Statute 27(e) ]
1. The Executive Council on the recommendation of the Academic Council shall , from time to time prescribe the fees payable by students of the University .
2. Students admitted to various courses of studies shall pay the fees as prescribed in Application Forms.
3. Due date and mode of payment:
1) Students of Distance Education shall deposit fee as prescribed in the Application form:
2) Regular Students shall deposit tuition fee on the dates fixed by the University.
4. Delay or default in payment :
1) If a student does not pay fee on time , a fine shall be levied as follows:
i) Rs . 5/- for the first 10 days
ii) Rs . 10/- for the next 10 days
iii) Rs . 50/- thereafter up to the last day of the month in which the fee is due.
2) The Vice chancellor , on his behalf any other officer to whom this power has been delegated may on the recommendation of the Dean of the School concerned, relax any of the conditions for payment of fees in special cases provided the student concerned submits a written application setting for the reasons for late payment of fee. Such applications should be submitted well ahead of the due dates , so that a decision may be taken .
3) Names of the defaulters, which shall be put up on the Notice Board shall be removed from the rolls of the University with effect from the first day of the following month.
4) A student whose name has been struck off from rolls of the University may be readmitted on the recommendation of the Dean of the School concemed and on payment of arrears of fees in full and other dues , together with a readmission fee as fixed by the University
5) Whenever a student proposes to withdraw from the University, he shall submit an application to the Dean of the School concerned through the Head of the Department/ Centre intimating the date of his withdrawal . If he fails to do so, his name shall continue to be kept on the rolls of the University for maximum period of one month following the month up to [ भाग III- खण्ड 4]

which he has paid the fees . He shall also be required to pay all fees/ charges that may falldueduring this period.
5. Blind students exempted:
Blind students shall be exempted from payment of all the tuition fees .
6. Concession in fee:
1) The Dean of the School, on the recommendation of a Committee consisting of the following, shall grant free - ships up to the percentage which may be prescribed by the University Grants Commission in this regard:
1) Dean - Chairman
ii) Three Heads of Departments /Centres nominated by the Executive Council
Three students of the Department / Centre concerned nominated by the Vice-Chancellor .
2) If the number of applicants for free - ships is more than the number of free- ships available, the committee referred to in sub- clause(i) may recommend half free - ships to some of the applicants so that the total of free-ships does not exceed the prescribed percentage.
3) Applications for concession in fees shall be submitted on the prescribed form to the Dean of the School concerned through the Head of the Department/Centre by 31" August or by such other date as may be specified by the Dean. Applications received after that date shall not ordinarily be entertained.
4) The following factors shall be taken into account while making recommendations on the applications of students for grant of free-ships:
i. Academic record of the student;
ii . Hisprogress in studies in the case of renewal of free-ships
Hisfinancial position; and
iv. Any other factor, which shall also be recorded. The List of students to whom concessions have been awarded ordinarily shall be notified by30th September.
5) Free-ships granted during the academic year shall not be renewed automatically in the following year. The students in need of such concession shall submit fresh applications every year, which shall be considered along with new applications received in the year.
6) A free ship granted to a student may be cancelled if his conduct or progress in studies is found to be unsatisfactory or if his financial condition improves and he is no longer in need of fee concession.
7) Fees concession for SC/ ST/ Kashmiri migrant students shall be as per the Government of India Rules .

7. Refund of fees , security deposit , etc.:
1. Security deposits or caution money are refundable, on an application from the student on his leaving the University, after deducting all dues , fines and other claims against him.
2. If any student does not claim the refund of any amount lying to his credit within one calendar year of his leaving the University , it shall be considered to have been donated by him to the Students' Aid Fund.
Explanation :
The period of one year shall be reckoned from the date of announcement of the result of the examination taken by the student or the date from which his name is struck off from the rolls of the University.
3. If, after having paid the fees , a candidate desires his admission to be cancelled, he shall be refunded all fees and deposits except Tuition fee for one month, Admission Fee and Enrollment fee , provided his application for withdrawal is received by the Registrar at least five clear days before the commencement of the academic session concerned or within five clear days after the completion of admission .
4. If, after having paid his fees a candidate does not join the University , only the sports fee and Security Deposit shall be refunded to him , provided his application for withdrawal is received by the Registrar not later than 15 clear days after the commencement of the academic session concerned.
5. Application for withdrawal received after the expiry of 15 days from the commencement of the academic session would entitle a student for the refund of Security Deposit/ Caution Money only.
6. if a student owes any money to the University on account of any damage he may have caused to the University property , it shall be along with outstanding Tuition Fee and fines , if any deducted from the Security Deposit due to him.

10. Fees for re - checking Examination results :
A fee of Rs . 50/ - shall be payable by a candidate who wants to get his results re- checked in any subject/ paper of an examination, subject to a maximum of Rs . 200/- for all such subjects / papers on one examination.
Provided that the fees shall be refunded to the candidate if, on re- checking the results, any error or omission is discovered in the results notified by the University.
11. Fees for the supply of Statement of Marks :
1. Every candidate sball pay along with the examination fee, a fee of Rs . 25/- for the supply of statement of marks for each examination.
2. The statement of marks shall be sent to the candidates through the Head of theDepartment concerned.
3. Duplicate copies of Statement of Marks shall be supplied on payment of a fee of Rs . 50/- for each statement of marks.
12. Fees for issuing transfer , provisional and other certificates :

2. A fee of Rs . 50 / - shall be payable by a student or candidate , who wishes to add or to alter his name as originally recorded in the University Registers and such addition or alteration shall be made to his original name as alias in the University Enrollment Register after he has fulfilled the necessary formalities .
3. A fee of Rs . 50/- shall be payable by a student who applies for alteration of the record of his date of birth as entered in the University Registers . No change in the date of birth shall be made unless approved by the competent authority.

CONDITIONS GOVERNING THE ACCEPTANCE OF ENDOWMENT FOR AWARD FELLOWSHIP / SCHOLARSHIP / STUDENTSHIP / GOLD MEDAL / PRIZE
[Act S. 27(f) ]
1. The University shall not accept the endowment for the establishment of gold medal/prize/fellowship/ scholarship/studentship, which are not given to all students of this University in the concerned course/ paper at an examination, irrespective of caste , creed, community, religion and region.
2. The University shall not accept the endowment whose corpus is less than 20,000 in case of Scholarship and Prize, 50,000 in case of Gold medals , 1,00,000 in case ofEndowment lecture and 25,00,000 for institution of a chair .
3. No endowment will be instituted without being accepted by the Executive Council.
4. Where the amount of interest accruing on the corpus is not sufficient to obtain a GoldMedal manufactured , the University shall have discretion to award of prize in lieu of Gold Medal . However, before awarding such cash prize the University shall request the donor or the awardee wherever possible as to where he/ she is willing to donate additional amount to enable the University to supplement the corpus for which Gold Medal instituted.
5. No donation for an award of Gold Medal or Prize shall be accepted in respect of course/paper at an examination to which the award relates , if there are already two or more gold medals or prizes as the case may be instituted in respect of same course or paper . However , University may advise intending donors for instituting Gold Medal or Prizes in the area where such gold medals /prizes/ scholarship/ fellowship is not instituted.
All offers ofbequests , donations and endowments , the management whereof is to be vested in the University may be accepted on condition that the Annual income there from shall be subject to a deduction of 5% thereof which will be added to the corpus at the commencement of every financial year.
CONVOCATION FOR CONFERRING DEGREES
[Statute 30]
1. Convocation for the purpose of conferring degrees shall be held annually at Hyderabad on such date as the Chancellor may fix .
Provided that in case the Convocation is not held in a particular year , the vice- Chancellor shall be competent to authorize admission of successful candidates in the year on their respective degrees in - absentia and authorize the Registrar to issue the degree on payment of the prescribed fee .
2. Special Convocation for conferring degrees may be held on such date as may be fixed by the Chancellor, on the recommendation of the Vice Chancellor .
3. At the Annual Convocation the Vice Chancellor shall present a report of the year's work in the University .
4. The procedure to be followed at the Convocation shall be laid down by the Regulations.

AWARD OF UNDERGRADUATE / P . G. DEGREES AND DIPLOMA / P.G . DIPLOMAS , AND CERTIFICATES OF THE UNIVERSITY (ForRegular on Campus Mode) [Act S. 5 ( i ) ( ii ) Statute 27(d) ]
1. All the courses of study leading to award of respective Degrees /Diplomas shall be conducted by the School/Departments/ Centres established by and functioning in theUniversity.
2. Duration of the Course :
I) The duration of the course shall be three years for UG and two/three years for Post-Graduate Courses . The duration of the Diploma shall be six months and one year for P.G. Diploma Courses .
II) A student shall be deemed to have pursued a regular course of study in a subject provided that he has attended at 75% of the classes actually held in each subject and do to the satisfaction of the School/ Department/ Centre, such seminars , sessionals and practicals as may be prescribed.
Provided that the Dean of the School concerned on the recommendations of the Head of the Department / Centre may condone the shortage in attendance not exceeding 5 per cent for valid and convincing reasons .
Provided further that students deputed by the University to take part in the extra co-curricular events be given a concession of up to 5% attendance , if necessary, in addition to the relaxation in the attendance requirement as provided above . Such concessions would be available for the days of actual participation in the event , including journey time with the prior approval of the Dean of the Students Welfare .
3. Eligibility for admission:
The eligibility criteria for admission to various courses offered by the University in each year shall be as approved by the Academic Council or any other body authorized for the purpose from time to time.
4. Courses of study and framing of the syllabi :
i) The courses in a subject of study shall be those approved by the Academic. Council, on the recommendations of the Board of Studies /School, Department/ Centre concerned;
ii) The syllabi for the courses shall be those approved by the Academic Council on the recommendation of Board of Studies, School /Department/Centre concerned; and 42

ii) Text books for each course shall be prescribed by the Department/Centre concerned; and approved by Board of Studies and Academic Council..
5. EVALUATION :
EVALUATION REGULATIONS GIVEN SEPARATELY.
6. Removal of students from the courses :
The Dean of the School on a reference from a Department or Centre may recommend to the Vice Chancellor the removal of a student from a course on the basis of unsatisfactory performance/ misconduct.
