आ.अ. 173( अ) . यतः, लोक प्रतिनिधित्व अधिनियम 1951 की धारा 61 क में यह उपबंधित है कि मतदान मशीनों द्वारा मत ऐसी रीति से दिए और रिकार्ड किए जाएंगे जैसा कि भारत निर्वाचन आयोग ऐसे निर्वाचन क्षेत्र के लिए प्रत्येक मामले की परिस्थितियों को ध्यान में रखते हुए निर्दिष्ट करे; तथा
i 2. यतः , आन्ध्र प्रदेश राज्य में आयोग ने 3 - बोब्बिली और 37- करीमनगर संसदीय निर्वाचन क्षेत्र की परिस्थितियों पर विचार किया है और वह संतुष्ट है कि उपर्युक्त संसदीय निर्वाचन क्षेत्र में मतदान के लिए पर्याप्त संख्या में इलेक्ट्रानिक वोटिंग मशीनें उपलब्ध हैं , मतदान कर्मचारी इलेक्ट्रानिक वोटिंग मशीन के दक्षतापूर्वक संचालन करने के लिए प्रशिक्षित हैं तथा निर्वाचक भी इलेक्ट्रानिक वोटिंग मशीनों की कार्यप्रणाली से पूर्णतया परिचित हैं ;
3. अतः , अब, भारत निर्वाचन आयोग एतद्वारा आन्ध्र प्रदेश राज्य में 3 - बोब्बिली और 37 - करीमनगर संसदीय निर्वाचन क्षेत्र को उस निवांचन क्षेत्र के रूप में विनिर्दिष्ट करता है जिसमें 10 नवम्बर, 2006 को अधिसूचित उक्त राज्य की लोक सभा के लिए चालू उप निर्वाचन में, निवांचनों का संचालन नियम , 1961 के अधीन मत निर्धारित रीति से इलेक्ट्रानिक मतदान मशीनों के माध्यम से डाले और रिकार्ड किए जाएंगे जैसा कि इस विषय पर आयोग द्वारा समय - समय पर अनुपूरक अनुदेश जारी किए जाते हैं ।.

Ο.Ν. 113 (E) .-Whereas , Section 61A of the Representation of the People Act , 1951 , provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted in such constituencies as the Election Commission may, having regard to the circumstances of each case specify; and
2. Whereas, the Commission has considered the circumstances in 3 -Bobbili and 37 - Karimnagar Parliamentary Constituencies in the State of Andhra Pradesh , and it is satisfied that sufficient number ofElectronic Voting Machines are available for taking the poll in the above mentioned Parliamentary Constituencies , the polling personnel are well trained in efficient handling of the Electronic Voting Machines and the electors are also fully conversant with the operation of the ElectronicVoting Machines ;
3.Now, therefore , the Election Commission of India hereby specifies 3 -Bobbili and 37 - Karimnagar Parliamentary Constituencies in the State of Andhra Pradesh , as the constituencies in which the votes at the current bye- elections to the House ofthePeople from the said State notified on 10th November , 2006 , shall be given and recorded by means of Electronic VotingMachines in the manner prescribed under the Conduct ofElections Rules , 1961 , and the supplementary instructions issued by the Commission from time to time on the subject.
